A Rikers Island inmate is back in police custody in New York after attempting to escape on Thursday, officials said.Around 12:30 p.m., the detainee climbed a recreation yard fence and ran to the shoreline, Deputy Commissioner of Public Information Peter Thorne said.The detainee was apprehended by K-9 Correction Officers Larry McCardle and Gregory Braska, Correction Officers' Benevolent Association President Elias Husamudeen said."These two brave officers immediately jumped into action to bring the inmate back into custody without any regards for their own safety," Husamudeen said. The mystery of the man's sturdy (and sought after) footwear has prompted the team to investigate further.Leather was an expensive commodity in Tudor times, and it is unlikely someone would be buried wearing such a highly prized item, according to MOLA Headland, the firm leading the project -- meaning the man's demise was likely premature.But the company notes that the banks of the Thames were a hazardous place in the late 15th and early 16th century, to which the skeleton has been dated.He may have been "a fisherman, a mudlark or perhaps a sailor," the archaeologists speculated."By studying the boots we've been able to gain a fascinating glimpse into the daily life of a man who lived as many as 500 years ago," said Beth Richardson, Finds Specialist at MOLA Headland."They have helped us to better understand how he may have made his living in hazardous and difficult conditions, but also how he may have died. A new report from the Government Accountability Office released Thursday criticizes the federal government for sending out .4 billion in stimulus payments to dead people.The independent watchdog report says the Treasury and IRS sent almost 1.1 million payments totaling nearly .4 billion to deceased individuals around the country.“IRS announced that if a payment was issued to a deceased or incarcerated individual, the total amount should be returned,” read the report. “However, the IRS does not currently plan to take additional steps to notify ineligible recipients on how to return payments.”The GAO is an independent investigative agency that reports its findings to CongressThe agency found that the IRS failed to access death records maintained by the Social Security Administration before sending out the payments.“Typically, IRS uses third-party data, such as the death records maintained by the SSA to detect and prevent erroneous and fraudulent tax refund claims,” read the report. “However, Treasury and IRS did not use the death records to stop payments to deceased individuals for the first three batches of payments because of the legal interpretation under which IRS was operating.”J.
