But the Obama administration is keen to lift exports and employment, and the deficit remains a friction point.In comments published yesterday, China's Finance Minister Xie Xuren said cooperation with the US was all the more important in the face of the European debt crisis."At present, risks from European sovereign debt have increased factors of instability in the course of global economic recovery," Xie wrote an essay published in the Washington Post and on his ministry's Website.China and the US must "each protect macro-economic stability and strengthen macro-economic policy coordination, to consolidate the trend towards global economic recovery," Xie wrote.Xie's remarks jarred those of a senior US Treasury Department official who said ahead of the talks with China that Europe's crisis should have only minimal impact on the global recovery.There has been speculation that China may delay letting the yuan rise in value out of concern that its exports to Europe will suffer.

Hu Jintao has called for the creation of a more competitive and innovative workforce in the country, with the focus on training more top-notch specialists.He said China would work to have a large high-quality workforce and to be a strong world power in terms of human resources by 2020.Party committees and governments at all levels must create an environment where talent can emerge and be put to use, he said.He also said innovation would be fully encouraged and supported by the government, and it was a strategic task to foster young talents.At the conference, Premier Wen Jiabao pledged more support to high-caliber creative specialists that are urgently needed in China.The government would encourage and help them and overseas Chinese students find employment or start up businesses in China, he said.Wen said China would increase its funding for the training and education of high-caliber specialists, with investments coming from the government, individuals, enterprises and social organizations.Vice President Xi Jinping said the government would promptly introduce major human resource programs to help realize the national goal.All members of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee attended the conference.

LOS ANGELES, June 4 (Xinhua) -- U.S.-China relations are improving on the back of their need for mutual support after undergoing a rocky period earlier this year, U.S. Congressman Adam Schiff said here Friday.The bilateral relationship came under pressure due to U.S. arms sales to Taiwan, the ** Lama's U.S. visit and tensions in the Korean Peninsula, but the overall situation was good and the bilateral cooperation was at a very high level, the Democratic congressman from California told a Chinese press club luncheon.Schiff said he didn't think the current tensions on the Korean Peninsula would have a serious impact on U.S. relations with China.He said both countries needed each other's support in forums such as the six-party talks to resolve the issue of nuclear proliferation on the peninsular.The United States also needed China's cooperation in developing alternative and green energy. The two nations could not simply compete with each other on this front, but needed to learn from each other, he said.Schiff sponsored the Nuclear Forensics and Attribution Act to strengthen the U.S. Department of Homeland Security's efforts in developing techniques for "fingerprinting" nuclear material and encouraged U.S. President Barack Obama to negotiate international agreements to govern international nuclear forensics activities.Schiff is also leading the effort to combat intellectual property theft. He is a co-chair of the Congressional International Anti-Piracy Caucus, a bipartisan group of House and Senate lawmakers dedicated to working with America's international trading partners to secure the enactment of strong copyright laws as well as their vigilant enforcement.Schiff said Hollywood movies are popular in China and the movie industry is one of the few sectors enjoying a trade surplus.He said it was important for the U.S. to strengthen its efforts to fight piracy, admitting that in this field, the United States and China had many concerns.

  

WASHINGTON, April 24 (Xinhua) -- China's central bank chief on Friday called for the International Monetary Fund (IMF) to accelerate its process to shift its quota to emerging market and developing countries."The quota structure is the core issue in Fund governance. The severe underrepresentation of emerging market and developing countries in the IMF seriously affects the Fund's legitimacy and effectiveness, and must be promptly corrected," said Zhou Xiaochuan, governor of People's Bank of China at the IMF and its sister institution -- the World Bank's spring meeting in Washington.The Group of 20 (G20) Pittsburgh Summit in September had called for a shift of at least 5 percentage points, and protection of the voting rights of the poorest countries before January 2011.But so far the quota adjustment process is slow. The previous quota reform, which was already approved by the IMFC -- the IMF's steering committee -- in 2008, has not been completed until now.Zhou said that the IMF is a quota-based institution, and quotas should be its primary resource.He emphasized that quota adjustment and reform is not a zero- sum game. "A Fund with a more reasonable governance structure will be better able to protect global economic and financial stability which will benefit all member countries. We urge the Fund to accelerate its work, and complete quota reviews on schedule in accordance with the G20 Pittsburgh Summit and IMFC objectives," Zhou said.According to the IMF's latest World Economic Outlook report, growth speeds of developing countries are much faster than the advanced economies, meaning their weight in the global economy is increasing dramatically.However, quota of the developing countries in the IMF is underrepresented."We expect the review to leave no member's quota share severely misaligned," Zhou said.

  

TAIPEI, March 31 (Xinhua) -- Experts from the Chinese mainland and Taiwan Wednesday started their second round of talks in Taipei to pave the way for a long-awaited economic deal that is expected to boost cross-Strait economic ties.The two-day meeting in Tashi, Taoyuan county, is expected to speed up the consultation process of the Economic Cooperation Framework Agreement (ECFA), which is intended to normalize mainland-Taiwan economic ties and bring the two economies closer.The two sides are expected to exchange views on operational and technological topics including the main content of the agreement and consultation arrangements in the future.The mainland side is composed of directors of the mainland's Association for Relations Across the Taiwan Straits (ARATS), experts and economic affairs officials.Tang Wei, director-general of the Ministry of Commerce's Taiwan, Hong Kong and Macao affairs department, said such an agreement would further cross-Strait economic cooperation, and help the two sides cope with the impact of possible economic crises in the future and the increasingly competitive international market.
