LEMON GROVE, CALIF. (KGTV) - Lemon Grove’s financial issues have some in city hall talking about bankruptcy or disincorporation.The city says if action is not taken to correct their budget deficit, it will eat into reserve funds that they cannot afford to lose.Lemon Grove City Council voted against increasing its sales tax last month which would have added almost two million dollars to their yearly general fund.An identical discussion occurred in 2010 when the then City Council was asked to consider a tax measure on the ballot and it was denied.“I don’t think they’re qualified to run a lemonade stand,” said Brent Johnson, a Lemon Grove resident, “I don’t understand why people spend so much money on frivolous things.”Lemon Grove has already outsourced its law enforcement to the San Diego County Sheriff’s Department and if the city was disincorporated its remaining governmental responsibilities would go the county.“I think it should be the county’s turn to run things here” said another resident Doug Hutton, “things could get better here.”The city maintains they are not considering disincorporation or bankruptcy right now, but a decision will have to be made in the next 4 to 7 years.Only 17 cities in the history of California have been disincorporated. 1277

Las Vegas magician and resident headliner Penn Jillette is claiming he heard President Donald Trump make "racially insensitive remarks" during his time on the show "Celebrity Apprentice."Jillette, who has performed in Las Vegas for 25 years, appeared on the reality television show in 2012. Jillette's revelation happened during an interview with Vulture.He stopped short of confirming details of Trump's alleged comments, specifically the claim that the President used the N-word during the production of the show.Jillette also said that the two hours that he spent with Trump every day was like "ten minutes with fingernails on a chalkboard."He also confirmed that there are tapes that confirm President Trump made the comments.White House Press Secretary Sarah Sanders has said that she can't guarantee that the tapes won't reveal Trump used the word.13 Action News reached out to Jillette for a comment. LAKESIDE, Calif. (KGTV) -- A deputy was uninjured following a crash involving a patrol car in Lakeside Thursday night. According to the San Diego County Sheriff’s Department, the crash happened on Mapleview Street near State Route 67. Two vehicles were involved in the crash, but authorities say the deputy was uninjured. The condition of the other driver and the circumstances surrounding the crash are unclear. 421

LAKESIDE, Calif. (KGTV) - Scientists are using an autonomous underwater vehicle to help get purified wastewater to your faucets.  The remote-controlled sub operated by the Scripps Institution of Oceanography helps measure how the purified water mixes with the Lake Jennings reservoir water.It’s one of the state-required steps water officials need to take before purified wastewater from the Padre Dam Water District’s Advanced Water Purification System is introduced to homes through Helix Water District’s Lake Jennings and water treatment facility.“There’s that factor that it’s coming from a waste facility originally.  So, what happens if there’s some sort of failure that didn’t get caught? Well, now there’s a buffer. There’s a buffer. It will sit in the reservoir,” said Helix’s Director of Water Quality Brian Olney.If all goes as planned, Padre Dam will need to expand its Advanced Water Purification System and build a pipeline to deliver that water to Lake Jennings.  Olney said that could happen by 2023. 1045

(KGTV) -- Former Vice President Joe Biden visited San Diego Friday night to discuss cancer research at the Salk Institute. Biden is pushing for national efforts to improve prevention and treatment of the disease. His son, beau died from brain cancer in 2015. RELATED: Meghan McCain and Joe Biden share emotional moment on 'The View' The Salk Institute is also launching its own initiative to study cancer. One of their goals is to eradicate childhood illnesses and premature birth for the March of Dimes. Join 10News this weekend and next weekend as we March for Babies. The North County March for Babies takes place Sunday, April 22 at Mance Buchanon park in Oceanside.
