SAN DIEGO (KGTV) One day after a woman was hit and killed crossing El Cajon Boulevard, a local business group is demanding change. The 63-year-old woman was hit by an SUV while crossing El Cajon Boulevard near 46th Street in the Talmadge area Monday around 5 p.m. "We're devastated. Unfortunately, I actually get news like this almost every week," said Beryl Forman, Marketing and Mobility Coordinator of the El Cajon Boulevard Business Improvement Association.The woman who was killed was not in a crosswalk. Forman said a lack of crosswalks is just one of the problems. RELATED: Woman struck, killed by SUV while crossing Talmadge-area street"We have high speeds of traffic, there aren't enough crosswalks, and you're in the middle of dense urban neighborhoods with local businesses that people peruse on a regular basis." The association purchased a speed indicator sign that is now posted on El Cajon Boulevard near 50th Street. The group was planning to present the sign to the Mid-City Police Department during an event Tuesday evening, but is using the time to hold a vigil in memory of the woman who died.The office of San Diego City Council President Georgette Gomez issued the following statement regarding the group's concerns. "Investments in pedestrian safety have been a priority for me in every budget discussion since I first took office. I have requested resources for the Safe Routes to Schools program, the City's Vision Zero project, and the El Cajon Boulevard Complete Boulevard Plan. These plans include improvements that increase pedestrian safety such as crosswalks, bulb-outs, new sidewalks, and street lighting. The City is investing in these projects and has also been securing grant funds from state and federal sources.Earlier this year, the Mayor announced the completion of safety improvements at 15 of San Diego's most accident-prone intersections and secured funding for hundreds more. SAN DIEGO (KGTV) -- Neighbors are concerned after they say a registered sex offender moved into their Rancho Bernardo community, just feet away from an elementary school playground.Anthony James Morgan, 32, was convicted of possession of child pornography and lewd and lascivious acts with a child in Tennessee in 2013.Neighbors say they became concerned after Morgan moved into a townhouse in their neighborhood weeks ago. According to records on the Megan’s Law website, Morgan lives on the 17000 block of Caminito Baya, about 100 feet away from a playground at Westwood Elementary School.According to the Safe Task Force, which monitors local sex offenders, Morgan’s living situation is legal because of the California Supreme Court.In 2015, the court tossed out blanket restrictions on where sex offenders may live. The ruling came after sex offenders said the restrictions made finding housing impossible for them.  Authorities say while probation or parole agents can implement living restrictions, due to the fact that Morgan is no longer on parole or probation, he is now allowed to live wherever he wants.Neighbors say the rule doesn’t make sense. “I think the rules definitely need to be changed when it comes to sexual predators,” said Linda Vasquez.Vasquez added that she is relieved to hear that Morgan will be moving out of the area in April. “I’m very happy for that. We don’t need that in a neighborhood full of children.”The neighborhood is particularly sensitive to the sex offender issue. Neighbors say registered sex offender John Gardner was spotted at this mother's home - less than 500 feet from Westwood Elementary - in the years before he murdered two teens, including Chelsea King.Father Brett King helped lead a successful fight for tougher laws, including stricter punishments for sex offenders.  When he learned about Morgan's living situation, he told 10news: "As a society, we have lost our common sense ... SAN DIEGO (KGTV) -- People on social media are outraged after video shows a security guard questioning a mother's immigration status in a Target parking lot. The woman who recorded and posted the video, Sonia Serrano Zavala, says the guard was asking the mother if she is here legally when she started recording. The unidentified security guard can be heard in the video saying, "You’re illegally here and you’re having babies and you’re probably on welfare."The woman, seen holding a baby in the parking lot, was reportedly asking for money. Midway through the video, the security guard says "it's a scam" and claims the woman has a car and a condo.The incident took place at a Target located in the Marketplace at the Grove Shopping Center. The guard does not work specifically for Target, but provides security for the entire shopping center. The company who hires the security guards for the mall said, "The behavior of this employee is not reflective of the standards we have set for our security professionals, and we will address it."WARNING: The video below contains graphic language.  1136

  

SAN DIEGO (KGTV) – One of the PGA Tour’s most popular events, the Farmers Insurance Open, will once again be held in San Diego, but no fans will be allowed to attend the January 2021 tournament due to the coronavirus pandemic.Event organizers Century Club of San Diego announced Monday that the Farmers Insurance Open is set for Jan. 25-31 at Torrey Pines Golf Course.However, spectators will be prohibited from the tournament site.Century Club CEO Marty Gorsich said, “We recognize that COVID-19 requires dramatic modifications to the operations of our annual event. We have been working closely with the PGA TOUR as well as the County and City of San Diego in our planning. The safety and well-being of everyone affiliated with the Farmers Insurance Open? and our community remains our top priority. While we will certainly miss the energy our fans bring to Torrey, we remain focused on delivering a PGA TOUR competition that showcases the best players in the game set against the backdrop of one of the most storied courses in the world.The Farmers Insurance Open originated as the San Diego Open in 1952. SAN DIEGO (KGTV) - People looking for some extra cash on hand during the coronavirus pandemic are turning to pawn shops as one way to make ends meet.Moris Adato, the owner of CashCo Pawn, says business for pawn loans started to pick up near the end of April when people needed extra money for mortgage and rent payments."It's getting crazy right now," Adato says.Pawn shop owners say their loans can help people make ends meet as they wait for things like EDD payments or stimulus checks or search for a new job.When someone pawns an item, the shop owner gives them a loan against the item's cash value. People typically have 4-6 months to pay it back, with interest. Once the loan is repaid, the item is returned to the owner.If someone can't, or chooses not to repay the loan, the item then belongs to the store and can be sold. There's no penalty for forfeiting the item, and it will not affect your credit score.Many stores, like Adato's, will allow people to extend their loans if they ask.Adato says his most common item is jewelry."Jewelry in itself is something to wear and to look good, but it's a commodity," he says. "It's gold, silver, or diamonds. If things go wrong, this is how you get out of trouble."Experts say there are a few things people need to know before deciding to pawn a possession.First, make sure the store you go to is accredited with a state or national pawnbrokers association. That will ensure they follow all the laws and regulations of the business.Second, ask about the terms of the loan, especially the interest. California law caps the interest on a pawn loan at 3% per month.Third, make sure you understand all of the extra costs, including storage and set up fees.Despite the spike in demand, Adato says about 90% of the people who come in for loans pay them back and reclaim their items. His store is offering zero-interest on any loan paid in full within 30 days. He's also promoting safety by doing as much business as possible through his website and app.Adato says it's a small way he can help people get by during the pandemic. "There are still people out there that need money, unfortunately," says Adato. "These are blue-collar, working, hard class citizens that just need groceries to get through this hard time." 2270
