(KGTV) — Sheriff's deputies asked the public for help Wednesday to locate an East County man who disappeared from an assisted living facility.SDSO says 74-year-old Stan Neff was last seen just before 10 a.m. on Tuesday at the facility in the 8900 block of Troy Street in Spring Valley. He may have walked out through a side door.Neff has dementia and tires easily, deputies say. He is described as a white male, weighing about 140 pounds, 5-foot 8-inches tall, and with gray hair. Neff was last seen wearing a blue plaid button-up shirt or white t-shirt, khaki pants, and one loafer shoe and one sandal. He wears wire-rimmed glasses and uses a silver cane with a black handle to travel.Anyone with information on Neff's whereabouts is asked to call the SDSO at 858-565-5200. 913

Users reported brief outages Monday morning with several Google-owned web services like Gmail and YouTube.According to Down Detector, a crowdsourced website where users report an outage of websites and other telecommunications issues, there was a spike in outages on several Google productivity clients like Gmail, Google Hangouts, Google Classroom and Google Drive at about 7 a.m. ET on Monday morning.As of about 7:45 a.m. ET, it appeared that many of those services had been restored.The issues with Google productivity tools came at a time when millions are relying on them to work or attend class remotely as the country continues to deal with the COVID-19 pandemic.Users reported that YouTube, which is owned by Google, also experienced an outage, as well as other YouTube services like YouTube TV and YouTube Music.It's currently unclear what caused the outages.This story is breaking and will be updated. 920

Tropical Storm Beta has made landfall on the Gulf Coast of Texas, bringing heavy rain and threats of flooding to the Lone Star state. At least two dozen water rescues were reported in Houston early Tuesday morning. The center of Beta crossed over the southern end of the Matagorda Peninsula at about midnight ET on Tuesday, according to the National Hurricane Center. The storm is expected to follow the shoreline of the Texas Gulf Coast throughout the day on Tuesday and into Wednesday.Flash flood and flood warnings are in effect for areas around Houston and the Texas coast, according to the National Weather Service. 629

UPDATE (July 27, 1 p.m.): The owner of missing 40-year-old tortoise Lou said her beloved pet was found safe and is back home.Jessica Comfort told ABC 10News that someone brought Lou to her front yard on Monday, but that person left before she could talk to them.Comfort said her tortoise did not have any visible injuries and is doing well.Comfort is working to schedule Lou a visit to the vet as soon as possible. SAN DIEGO (KGTV) — A woman in Santee desperately looking for her nearly 40-year-old tortoise says she's been able to rescue other reptiles during the search.The Texas and California tortoise mix, named Lou, weighs about 20 pounds and is slightly bigger than the size of a dinner plate. Jessica Comfort says he's been missing for two weeks."The night before he went missing, we had a water main break," says Comfort. "With the water shooting up over the roof, we had to get an emergency plumber and back some foliage, and we left the gate open, unfortunately."Comfort says she's been searching for the animal ever since. Signs have been posted around her Santee neighborhood and surrounding areas."The search has been wild and crazy," Comfort said.Lou hasn't shown up yet, but Comfort says she was able to rescue three other animals during her search. The animals included a small turtle, a Reed Foot tortoise that needed medical attention, and a Sulcata Tortoise named Rocky. Rocky will be reunited with his family very soon.Comfort has been working with the San Diego Turtle and Tortoise Society to ensure all of the found animals are safe. UPDATE: Suspect Brandon Alexander is in custody, and the Xavier Alexander and his mother are safe, Upland police say. They were found in Claremont, California, just west of Upland.SAN DIEGO (KGTV) - A 15-month-old child is missing, and police are looking for the child's father in connection with the abduction.The California Highway Patrol issued an Amber Alert Saturday night for a 2017 grey Jeep Renegade, California license plate 8DQT883.Authorities believe 31-year-old Brandon Alexander, may have kidnapped his son, 15-month-old Xavier Alexander. The pair were last seen at 5:45 a.m. Saturday in Upland, California, which is in San Bernardino County. Brandon Alexander is considered to be armed and dangerous.Brandon Alexander may have also taken the child's mother, according to Upland Police. Police say she is a white female in her early thirties. She has a restraining order against him, police said.Brandon Alexander is described as 5' 10" and 240 pounds with brown hair and blue eyes. Xavier Alexander is 2' 6" and weighs 30 pounds, also with brown hair and blue eyes. The Amber Alert was issued in Kern, Inyo, San Bernardino, Los Angeles, Ventura, Orange, Riverside, Imperial and San Diego counties.Anybody who sees the vehicle or Brandon and Xavier Alexander are asked to call 9-1-1.10News is monitoring this breaking situation. 1369
