SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. Hernandez tells 10News she's not looking for a new place to live, but if she were ever forced to make a change, she feels more secure knowing it easier to find somewhere to live."It will help people put roots down into a place," Hernandez said. 3792

SAN DIEGO (KGTV) - Friday, the American Psychoanalytic Association (APsaA) issued an apology to the LGBTQ community for recognizing homosexuality as a mental disorder for decades.The apology comes during pride month and on the 50th anniversary of the Stonewall uprising in New York City.“Regrettably some of that era’s understanding of homosexuality and gender identity can be attributed to the American psychoanalytic establishment,” said APsaA president, Dr. Lee Jaffe in a statement. “It is long past time to recognize and apologize for our role in the discrimination and trauma caused by our profession.”At the kick off of APsaA’s 109th Annual Meeting at the San Diego Intercontinental Hotel, Jaffe spoke to a room filled with psychoanalysts saying in part, “For many years we viewed homosexuality as an illness, and we denied opportunities for learning in our training programs to LGBTQ professionals unless they concealed their sexuality. Our views led to discrimination both internally and in society at large.”Over the last several decades, APsaA has pushed for LGBTQ equality, even becoming the first major mental health organization to support marriage equality. The group has also lobbied to end conversion therapy and to lift the transgender military ban.“While APsaA is now proud to be advocating for sexual and gender diversity, we all know that hearing the words ‘we are sorry’ is important to healing past trauma,” said Jaffe.Dr. Justin Shubert who is co-chair on APsaA’s Committee on Gender and Sexuality was in attendance of the annual meeting and says he hopes the words Friday are a step in the right direction.“It’s just a few words but they really mean a lot I think,” said Shubert. "I feel that this is a statement that where we’re saying not only we’re sorry, but we welcome LGBT people to treatment and now the focus is just about helping people feel authentic about who they are." 1914

She has advanced causes of equality, justice, and empowerment on both sides of the border, serving on boards and committees in the U.S. aimed at advancing equlity and helping Mexico's legal system transition to oral advocacy.Ruth Goldschmiedova Sax: Sax is a survivor of three Nazi concentration camps and dedicated her life to speaking about her experiences and reminding everyone that hate is never the answer. Her life was chronicled in a biography by her daughter, Sandra Scheller, and won the Multicultural Motion Pictures Award for best documentary. Scheller will accept the award posthumously for her mother.Colleen O'Harra: O'Harra is the founding Executive Director of the Oceanside Women's Resource Center and has served the city for eight years as an Oceanside City Council members and two years as Deputy Mayor.Bridgit Wilson: Wilson is a veteran who has advocated for LGBT active duty and military veterans, working to repeal the "Don't Ask, Don't Tell" policy and helping craft the Obama Administration's policy allowing transgender individuals to serve openly.Dorothy Smith: Smith served on the San Diego Unified School District Board of Education and was the first African American woman elected to public office in the county. SAN DIEGO (KGTV) -- Fire crews responded after a boat caught fire in the San Diego Bay Monday afternoon. Video sent to 10News by a viewer shows smoke billowing from the vessel near the Coronado Bridge. According to Harbor Police, the distress call went out around 2 p.m. An Air Marine Operations boat on routine patrol was the first on scene. The federal marine agents used fire extinguishers to put out the fire, which was confined to the engine compartment. Fortunately, conditions were calm at the time."It's very difficult to control a boat that's burning, not only do you have to deal with the people on board, you have to make sure that you ensure their safety and then you have to deal with a floating fire," said Harbor Police Lt. Victor Banuelos. The fire was quickly put out, but three people and the two officers were taken to the hospital for the treatment of smoke inhalation. Firefighters believe an electrical short in the engine sparked the fire, but the incident is under investigation.The 36 foot cabin cruiser was towed to the 10th Avenue Marine Terminal. “I am proud of the work our Air and Marine boat crew conducted this busy Labor Day,” said Hunter Davis, Director of Air and Marine Operations in San Diego. “Their vigilance helped minimize the prospect that these events would have resulted in a tragic loss of life on the water.” 1366
