(KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222

The Southwestern College Higher Education Center in Otay Mesa welcomed nursing and health occupational students, along with students in the public safety program, back to campus June 1. These students are training to fill jobs like nurses, EMTs, paramedics, and more.Dean Sylvia Cornejo said since March, they have been using technology for remote learning, but the school has been planning on bringing these students back as quickly as possible because of their careers and the need for essential workers right now.RELATED: San Diego Office of Education releases guidance to reopen schools“The students got as far as they could with online instruction but really we needed to be able to bring them back to campus for all of their practical labs,” she said.She said this location has returned to campus because of the nature of the students, but most of the five Southwestern College locations will remain remote for the fall term. How little is too little?Children’s Hospital pediatrician Dr. John Hutton studies the effect of technology on children and adolescents, and even he isn’t sure.“Screens have become such a huge part of kids’ lives in a very short period of time that we really don't know a lot of the longer-term effects,” he said Friday.The American Academy of Child and Adolescent Psychiatry has found some correlation between extended screen time and trouble with sleep, mental health, and school performance.Hutton said it’s likely not all the same. Using a laptop, smartphone, or tablet for school, as most Ohio children have done since March, doesn’t necessarily have the same effect as using the same device for social media or games.Still, he encouraged families to closely examine the amount of time they and their children spend using screens every day. He recommended setting aside screen-free times, such as during meals, and encouraging battery-free activities such as reading or playing outside as a healthy complement to children’s daily routines."I think it's very important,” he said. “I think every family is going to have something that's realistic for them. (KGTV) - Two Chula Vista parks closed Thursday due to the threat of falling trees and saturated ground amid a cold winter storm.The City of Chula Vista tweeted the closures about 3 p.m. Thursday.Hilltop Park, 780 Hilltop Drive, and Eucalyptus Park, 436 C Street, are located between I-5 and I-805 in the western half of the city. They will be shut down until crews can remove the trees, city officials said.The ground "is too saturated to access" the trees, according to the City of Chula Vista.All sports fields at both parks were also closed. 572
