LOS ANGELES (AP) — The western Joshua tree needs protection under the California Endangered Species Act because of threats from climate change and habitat destruction, the Center for Biological Diversity said in a petition Tuesday to the state's Fish and Game Commission.The petition comes amid rising concern about the future of the crazy-limbed trees with spikey leaves that have come to symbolize the Mojave Desert and draw throngs to Joshua Tree National Park."The state has to step up for these trees," center conservation director Brendan Cummings said in a statement.The petition asks that western Joshua trees be given "threatened" status under the act.The request states that the trees meet the definition of a plant that "is likely to become an endangered species in the foreseeable future in the absence of the special protection and management efforts."Researchers have found that Joshua trees are dying off due to hotter and drier conditions, and fewer young trees are surviving, according to the center, a nonprofit conservation organization based in Tucson, Arizona.The trees are migrating to higher elevations where there are cooler and more moist conditions, but they face destruction by fire due to invasive, non-native grasses in those locations.Joshua trees also face challenges due to urban sprawl in the desert as well degradation of habitat for energy projects, powerlines, pipelines and off-road-vehicle use.The western Joshua tree's habitat includes Joshua Tree National Park and stretches to the west along the north slopes of the San Bernardino and San Gabriel mountain ranges into the Antelope Valley, northward along the eastern flank of the southern Sierra Nevada and eastward toward the edge of Death Valley National Park and into Nevada.The eastern Joshua tree — a distinctly different plant — lives in the Mojave National Preserve and eastward into Nevada, Arizona and Utah.The Center for Biological Diversity said that under the California Endangered Species Act, the state Department of Fish and Wildlife has three months to make a recommendation to the Fish and Game Commission, which would then vote on the petition next year. 2171

LOS ANGELES (CNS) - Two Iranian men are facing federal charges for allegedly masterminding an international computer hacking scheme that used ransomware to extort about ,000 in Bitcoin from Hollywood Presbyterian Medical Center and also targeted dozens of other victims, including the Port of San Diego, the U.S. Department of Justice announced Wednesday.Faramarz Shahi Savandi, 34, and Mohammad Mehdi Shah Mansouri, 27, were indicted by a federal grand jury in Newark, New Jersey, for the scheme that caused more than million in losses and allowed the alleged hackers to collect over million in ransom payments, according to the DOJ. The six-count indictment, unsealed Wednesday, alleges that Savandi and Mansouri, acting from inside Iran, authored malware capable of forcibly encrypting data on the computers of more than 200 victims, including Hollywood Presbyterian and the Port of San Diego. RELATED: Demand for Bitcoin included in Port of San Diego cyberattack ransom noteThe Port of San Diego revealed in September that it was working with federal law enforcement to find the culprit behind a cybersecurity attack that took place weeks earlier. The attack had temporary impacts on business services, park permits and public records requests, a port spokeswoman said. Ransomware was used in the attack and included a note requesting payment in Bitcoin. While some of the port's information technology systems were compromised, staff proactively shut down other systems to avoid further problems, the spokeswoman said. In February 2016, Hollywood Presbyterian announced it had paid a ransom of about ,000 in Bitcoin to restore its electronic medical record system after a cyber-attack that crippled its computer system but did not compromise patient care or patient and employee personal information. The attack prevented hospital staff from accessing selected computer systems and blocking electronic communications, medical center officials said. According to prosecutors, starting in December 2015, Savandi and Mansouri allegedly accessed victim computers through security vulnerabilities and installed the SamSam Ransomware. They then allegedly demanded ransom paid in the virtual currency Bitcoin in exchange for decryption keys for the encrypted data, collected payments and exchanged the Bitcoin into Iranian currancy using Iran-based Bitcoin exchangers. Assistant U.S. Attorney General Brian A. Benczkowski described the scheme as ``21st-century digital blackmail'' in which the defendants allegedly used ransomware to ``infect the computer networks of municipalities, hospitals, and other key public institutions, locking out the computer owners, and then demanded millions of dollars in payments from them.'' Savandi and Mansouri are charged with one count each of conspiracy to commit wire fraud and conspiracy to commit fraud and related activity in connection with computers, and two substantive counts each of intentional damage to a protected computer and transmitting a demand in relation to damaging a protected computer. The DOJ alleged that the men disguised the hacks to appear like legitimate network activity, launching attacks outside regular business hours, when victims would find it more difficult to fix the problem, and by encrypting backups of the victim computers. 3320

  

LOS ANGELES (CNS) - Four people were wounded, one fatally, when gunfire erupted Tuesday morning at a large party taking place at a mansion north of Beverly Hills where police had earlier responded to multiple calls of disturbing the peace.Firefighters and paramedics sent to the 13200 block of Mulholland Drive about 12:45 a.m. located three adults who had been wounded, and they were treated at the scene, then taken to a hospital, according to Nicholas Prange of the Los Angeles Fire Department. A fourth person was found nearby with an injury to his wrist, Prange said, adding the victim's injury was not caused by gunfire.One shooting victim was hospitalized in grave condition and the other two were hospitalized in critical condition, Prange said.A woman about 35 years of age died at a hospital, said Los Angeles Police Department Lt. Chris Ramirez. Information was not immediately available on her identity.Ramirez said the other two shooting victims found at the scene were males, and they were displaying stable vital signs Tuesday morning.A woman who also had been shot went to a hospital in a private vehicle, and was in stable condition, Ramirez said.Ramirez said the crime apparently was gang-related, and no arrests have been reported. No suspect information was immediately available.Ramirez said the shooting was being investigated by detectives from the LAPD West Bureau Homicide office, and he urged anyone with information on the crime to call 213-382-9470.The house had been rented for the party, according to reports from the scene.A video posted to social media captured the sounds of the gunfire, at least six shots initially fired, followed by at least eight more. The video also contained blurry images of what appeared to be two gunshot victims.The Los Angeles Police Department received at least five calls from residents who reported instances of disturbing the peace in the neighborhood beginning about 6:30 p.m. Monday. Responding officers found a large party taking place at a three-story home with about 200 people attending, according to the LAPD.Officers enforced traffic and parking violations, but did not enforce the county's health order banning large gatherings, the department said. Video from NBC4 showed vehicles being ticketed.The organizer of the party, identified by NBC4 only as "Kenny," told the station the party was for his friends and masks were made available to guests, who also had to undergo a temperature check before being allowed inside.No party attendees could be seen wearing masks in video shot by multiple broadcast outlets.A food truck was on site and multiple high-end vehicle, including Lamborghinis and a Rolls Royce, could be seen on the video posted to social media.The party is the second large-scale gathering held amid the coronavirus pandemic in the L.A. area, in spite of public health restrictions barring parties.On Friday night, dozens of people were seen attending a party -- again, mostly without masks or physical distancing -- at the Sassafras Saloon in Hollywood, a gathering that was alleged to have been attended by local law enforcement members. A person familiar with the gathering told the Los Angeles Times the party was planned for members of the Los Angeles County Sheriff's Department, but the agency has denied any involvement in the event and insisted that people seen in online video from the event do not work for the department.The Los Angeles Police Department issued a statement Monday saying it was aware of the gathering and was working to determine if any LAPD employees attended.Los Angeles County public health director Barbara Ferrer said Monday the state Department of Alcohol and Beverage Control was investigating the party, along with the county. LOS ANGELES (AP) — A former business manager of Stan Lee was arrested Saturday on elder abuse charges involving the late comic book legend.Keya Morgan was taken into custody in Arizona on an outstanding arrest warrant after being charged by Los Angeles County prosecutors earlier this month.Morgan faces felony charges including theft, embezzlement, forgery or fraud against an elder adult, and false imprisonment of an elder adult. A misdemeanor count also alleges elder abuse.Authorities say Morgan sought to capitalize on the Marvel Comic mastermind's wealth and exert influence over Lee even though he had no authority to act on his behalf.Police say Morgan pocketed more than 2,000 from autograph signing sessions Lee did in May 2018. Authorities say Morgan at one point also took Lee from his Hollywood Hills home to a Beverly Hills condominium "where Morgan had more control over Lee."Lee's daughter said in a request for a restraining order last year that Morgan was manipulating the mentally declining Lee, preventing him from seeing family and friends, and trying to take control of his money and business affairs.Attorney Alex Kessel has said Morgan has never abused or taken advantage of Lee. Kessel said in an email on Saturday that he had been in contact with prosecutors to arrange for Morgan to surrender on Tuesday."It is unfortunate that the DA and police did not honor our commitment to surrender next week and arrested him," Kessel said in an email.Lee died in November at the age of 95.Morgan's bail has been set at 0,000.
