SAN DIEGO - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline.The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego.The Scripps Institution of Oceanography at UC San Diego is not affiliated with The E.W. Scripps Co., the parent company of this station. Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." In the past, blooms have lasted anywhere from a week to a month or more.San Diego's last red tide event in September 2013 lasted one week, while the previous one in October 2011 lasted a month, according to researchers. Previous ones have lasted even longer.Monday's event was captured from La Jolla to Encinitas. Scripps recommends viewing the marine event from a dark beach at least two hours after sunset, though visibility is not guaranteed.IS IT HARMFUL?...In some areas, a red tide can be toxic to local marine life. In California, the majority are not caused by species that produce toxins, such as domoic acid, according to researchers. However, it's still best to be cautious around the bloom.The Southern California Coastal Ocean Observing System at Scripps samples the water for potential harmful algal toxins weekly.Red tides are unpredictable events and do not always give off bioluminescence, Scripps said.BUT WHY IS IT RED?...The red coloration is due to the high number of organisms in the water. During the day, organisms will swim to the surface to soak in sunlight. Each cell contains a little sunscreen that gives off the color, according to Scripps.When these organisms gather at the surface for sunlight, they can create an especially intense red.Researchers say a combination of physical, chemical, and biological factors are the driving forces behind allowing red tides to form. 2586

SAN DIEGO (KGTV): A vacant lot next to the College-Rolando area library has become a dumping ground for homeless people and their trash. Now neighbors are fed up and want the owners to do something about it."My house is not even this trashy," says Erin Webster, who visits the library every day. "I keep my house clean. I think we should keep this whole community clean."The lot, at 6650 Montezuma Road, is owned by 52 Blue Falcon LLC, an investment group. They've filed paperwork with the city to build a 4-story Holiday Inn Express on the property. They're still waiting for final city approval."Everybody's trying to get through this process as quickly as possible," says Jeannette Temple with the Atlantis Group, who is a consultant on the project.In the meantime, homeless people have broken through the fence blocking off the lot. There are piles of mattresses, food, tents, electronics and other garbage piled up on every side.Temple told 10News the owners hired a cleaning company to come this week and remove the trash. She also says they have contracted with a security company to come twice a day and kick out anyone who doesn't belong.She says they welcome the complaints from the community and the owners want to know when things aren't right."We appreciate their eyes and ears because we don't want anything bad to happen at the property either," says Temple.Temple says the owners hope to start construction on the hotel at the start of 2019 and it should take about 18 months to finish.City of San Diego representatives say there are ways people can report problem properties in their neighborhood. Parking lots are next on the list to reopen.Starting Monday, June 8, park and water use are open at East and West Mission Bay Parks with no restrictions. Mission Bay parking lots are open. Fiesta Island is open to pedestrians, dogs and cyclists as of June 8 but will not open for cars until July 6.Starting Tuesday, June 9, all San Diego piers and boardwalks are open. Plus, San Diego beach parking lots are open with no restrictions.Friday, June 12, Balboa Park Central Mesa opens, along with Balboa Park parking lots.While beaches are officially open for both active and passive activities, social distancing should still be practiced, meaning people should only sit near people who they live with. Sporting activities like football and volleyball are not allowed on beaches yet.There are nine permanent lifeguard stations in the San Diego Area, including Ocean Beach, South Mission Beach, Mission Beach, North Pacific Beach, Pacific Beach, Children's Pool, La Jolla Cove, La Jolla Shores and Black's Beach. 1117

  

SAN DIEGO, Calif. (KGTV) -- Family members have identified three of the four teens involved in a deadly accident in Mt Hope.Three teens died at the scene, a fourth is in ICU at the hospital.Dwayne Heard is Dashaun Heard’s father, one of the teens that did not survive the crash. Dashaun was just 17-years-old. Heard says his family is still in disbelief about what happened, saying his son was a good kid that was outgoing and enjoyed being with his friends.Rose Monta?o is the mom of two of the teens in the car, 17-year-old Daniel and 15-year-old Julian Monta?o. Daniel did not survive the crash. Julian is in ICU and doctors had to amputate one of his legs.Monta?o says her son Daniel had a loving heart, was positive and enthusiastic about life.Both Heard and Monta?o say they still have many questions about what happened that night.The crash happened around 11 p.m. Tuesday night. Police say an officer ran the car’s plates and noticed it was reported stolen. SDPD says the driver ran a red light, refusing to pull over. According to police, the officer lost sight of the car, but the helicopter followed. San Diego City Council Tuesday night unanimously passed the location of a high-pressure underground pipeline to move sewage from San Diego's Morena treatment plant to a facility in Miramar. Residents say they're concerned the pipeline could break, wreaking havoc on the area. "Our concern is if that line was ruptured, bnecause it's under so miuch pressure, that it would spew raw sewage into the environment," said Ruth DeSantis, a longtime U.C. resident who heads the area's community foundation. DeSantis added that neighbors are concerned over traffic, noise, property values, and even smells seeping out of vents. There's a middle school, park, and hundreds of homes nearby. The city says it took various measures to minimize health and safety hazards, although some impacts like noise and traffic are unavoidable during construction.San Diego spokesman Jerry McCormick added that sewage geysers would not be possible under the pipeline system."Unlike a potable water system, where there are multiple loops to provide continuous pressure and in time of a rupture must be isolated by multiple valves, often times creating large releases of water, this system will not operate like that," McCormick said. "Instead, if there is a rupture, we can shut down the pumps and the flow will come to a very abrupt and quick stop."Community groups in University City are now teaming up with those in Clairemont to fight the project."We can put everything in Clairemont and Clairemont is sleeping, and I just wanted to say, that's not right," said Roseline Feral, of the nonprofit Clairemont Town Council. The city is aiming to have about a third of its water supply be reclaimed water by 2035.
