SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) -- Fire crews battled a small fire that threatened structures in Del Dios Thursday afternoon. According to Cal Fire, the blaze started in the area of Del Dios Highway and Toyon Canyon Road on the west side of Lake Hodges. The fire burned roughly three acres and threatened two structures before fire crews were able to stop the forward rate of spread. SAN DIEGO (KGTV) - Five people who witnessed a potentially deadly situation were honored by the California Highway Patrol Friday to taking action that helped save a man's life.Dennis McNea is a driver for the Freeway Service Patrol. His job is to help stranded motorists. But Nov. 13, 2019, he was driving on State Route 94 when he suffered a medical emergency. "Almost hit me," said witness Gina de la Torre, a Navy sailor who was on her way home at the time. "And as I saw him, he was hitting the highway barrier and I noticed that he was slumped over in his car."RELATED: Community helps man devoted to keeping park cleanAnother witness, Alberto Robles, used his own truck to make contact with McNea's, slowing them both down to a stop. The other four, including de la Torre, stopped to help. "They just kind of stopped and looked at me like, 'What do we do?'" she told 10News. "So that's when I was like, okay, keep calm and just do whatever you have to do."They performed CPR until medics arrived. "I don't remember what happened to me at all," McNea said. "I woke up in the hospital a couple of days later. "A million thanks is not enough. They gave me a lottery ticket. They gave me life. SAN DIEGO (KGTV) — Dominic Pizarro lost his mom and his little sister on Thursday, after a wrong-way driver drove into their SUV on Interstate 805. Pizarro spoke with 10News as he and his grandfather drove back to San Diego to support Dominic's older brother - who was the first to hear the tragic news. Trevor Heitmann, 18, was behind the wheel of the 2014 McLaren?sports car that collided with the SUV, killing himself, and 43-year-old Aileen Pizarro and her 12-year-old daughter, Aryana. "Both of them were the most caring...people full of life, you've ever met in the world," Pizarro said. The way his mother and sister died has dominated local news outlets since it happened.Heitmann was traveling at high speeds Thursday, heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Dr. before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Rd. Pizarro said his family was as close as can be - the siblings were all musicians. "(Aryana) was just the most unique little girl in the whole wide world," he said. "She was your average girly girl at times, and at times she was this feisty little 12-year-old who was just so smart, so mature for her age."The siblings were raised by their mom and grandfather. Their mom Aileen was a therapist devoted to helping others.  "Everything (my mom and grandpa) had went to us," Pizarro said. "Every single dollar, every single cent was put into me and my brother and sister."Pizarro said the family will never forget their caring mother and feisty sister, as he also recalled the last conversation he had with Aryana. "She was showing me all these unicorn things she got, unicorn pencils, unicorn notebooks," he said. "She was showing me everything that she was going to wear or take to school because she was so proud of everything that mom had gotten her for school."Aryana was set to start seventh grade at the School of Creative and Performing Arts on Monday.Pizarro set up a GoFundMe page to support the family during this tough time, but also asked those aware of the story for their prayers.  2175
