SAN FRANCISCO, Nov. 11 (Xinhua) -- Facebook is close to a settlement with the U.S. Federal Trade Commission (FTC) over the charges that the world's largest social network misled users about its use of their personal information, the U.S. media reported Friday.The proposed settlement would require Facebook to get users' consent before making "material retroactive changes" to its privacy policies, said a report from The Wall Street Journal, citing people familiar with the talks.The agreement with the FTC is also expected to ripple much farther in the tech industry as more companies are developing programs to observe people's online behavior and profiting from the personal information, such as the target advertisements.With a current 800-million-user base worldwide, Facebook changed its user policy in late 2009 to disclose more of users' personal information without adequate notice, leading to a federal investigation along with mounting complaints online.On Thursday, two U.S. representatives asked the Palo Alto, California-based company to explain a February patent application, saying that it raises alarm bells about how the company tracks users on other websites.Outside the U.S., Facebook is also drawing criticism on its privacy policies in countries with strict privacy laws, such as Germany. HELSINKI, Nov. 7 (Xinhua) -- A data leak was uncovered in Finland Saturday, in which personal details of around 16,000 people were uploaded onto a file-sharing website, according to Finnish media report on Monday.This act of sabotage is the largest ever of its kind in Finland. The data leak is being looked into by the Finnish National Bureau of Investigation.Anonymous Finland claimed on Monday responsibility for the publication of personal details of thousands of Finns. The group temporarily published a sample of information on 16,000 people as proof of the hack. The hack was motivated by an apparent desire to shame the Finnish government into improving data security.Finnish National Bureau of Investigation has not confirmed the claims that a loose group of hackers known as Anonymous was behind the data leak.The list that was put on the Internet contains the names, full social security numbers, addresses, telephone numbers, street addresses, and email addresses of the victims. Several upper secondary vocational education institutions are on the list, and some civil servants and students of the Police College of Finland are mentioned by name.Finnish police have confirmed that the names of some Finnish Defense Forces staff are on the list. Finnish Defense Forces found out that fewer than 10 of its employees are included, and has informed these people. The military said the leak did not pose a security threat.

UNITED NATIONS, Jan. 19 (Xinhua) -- China's Permanent Representative to the UN Li Baodong said here Thursday that caution should be called for in metering out sanctions in international affairs.Li made the remarks when addressing a Security Council open debate on the question of justice and rule of law."We are in favor of improving the UN sanction regime on the basis of extensive consultations so as to improve its credibility, procedures and establishing effective monitoring mechanisms and to establish strict criteria, define timelines, " Li said."Sanctions should be only carried out on basis of facts and evidence. Double standards must be avoided. Impacts against civilian lives and social economic development must be minimized," the ambassador said.Stressing that the UN chart and the fundamental principles of international law as established in it should be upheld, Li said rule of law in international relations should be strengthened.The Charter as well as principles of international law established in it constitute the call of rule of law in international relations and represents the bedrock for developing rule of law in international relations, he said."In the conduct of international relations and international affairs, adherence to the Charter and other fundamental principles of international law, such as respect for national sovereignty, non-interference in internal affairs, fulfillment in international obligation in real earnest is the essence of promotion of international rule of law," said Li.According to the Charter, UN Security Council resolutions constitute the integral part of international rule of law. Promotion of international rule of law requires strict implementation of the Security Council resolutions by member states, he added.

HANOI, Oct. 7 (Xinhua) -- Vietnam in cooperation with the United Nations Development Program (UNDP) and the Food and Agriculture Organization (FAO) organized a workshop here on Friday to finalize implementations in Phase 2 of the UN-Vietnam Joint Program to fight against Highly Pathogenic Avian Influenza (HPAI) during 2007-2011.The workshop is not only to review the achievements but also from that, Vietnam hopes to receive more supports from the UN agencies, said Bui Ba Bong, Vietnamese vice minister of Agriculture and Rural Development.According to the report, so far, Vietnam's project on prevention of HPAI has basically achieved the targets in terms of making plans, policies and strategies for the veterinary sector, assessing the impacts of destruction of poultry to the environment, controlling pandemic, and supporting vaccine inoculation, quarantine and control of the infected animals, said Bong.Vietnam showed great efforts in responding and preventing H5N1 pandemic during its occurrence in 2005-2006, evaluated UN agencies.In Phase 2, Vietnam achieved positive results in controlling and reducing the impacts of the pandemic, and promoting bio- security in livestock breeding. Therefore, UN pledged to continue assisting Vietnam in the future.The UN-Vietnam joint program to fight HPAI was designed to meet the needs of emergency assistance to control the avian and human influenza.Total fund of the program is 25 million U.S. dollars, of which over 18 million U.S. dollars was approved for Phase 2.
