SAN DIEGO (CNS) - San Diego City officials Saturday will rededicate a Skyline-area police substation in honor of a patrolman gunned down nearly four decades ago during a traffic stop two blocks from where the precinct house now stands.The SDPD Southeastern Division headquarters will be renamed the Archie Buggs Memorial Building during a late-morning ceremony on the 39th anniversary of the slaying. Two of the late lawman's relatives -- his sister, Gwen Buggs, and cousin, Pam Jones -- are scheduled to be present for the event.Buggs, 30, came under fire in the early morning hours of Nov 4, 1978, after stopping a 1968 Chevrolet driven by 17-year-old gang member Jesus Cecena in the 7100 block of Skyline Drive.The teen fired five times at Buggs, then paused, walked toward the downed officer and shot him in the head at point-blank range. Buggs died on the street, his hand on his service revolver.Cecena was convicted of murder and sentenced to serve life in prison without the possibility of parole in August 1979. Because of his age at the time of the killing, his sentence was reduced to a seven-years-to-life term in 1982.Three years ago, a change in the law made Cecena eligible for youth offender parole. His release was approved by the state Parole Board in April 2014, but Gov. SAN DIEGO (CNS) -- San Diego County health officials this weekend reported 310 new COVID-19 cases and no additional deaths, raising the region's totals to 10,794 cases while the death toll remained at 338.The number of COVID-19 tests reported to the county Saturday was 4,413, with 7% positive new cases. The 14-day rolling average percentage of positive tests is 2.8%.As of Sunday, the number of cases requiring hospitalization was 1,619 and the number admitted to an intensive care unit was 449.The largest portion of cases, 2,152, have been found in residents age 20 to 29 years old. The second largest portion of cases, 2000, is among residents 30 to 39.Personal care businesses such as skin care and waxing salons, tattoo parlors, massage therapists and nail salons were allowed by the county to reopen Friday.Community-transmitted COVID-19 outbreaks have activated one of the county's public health triggers, placing a pause on any additional openings allowed by the state."We continue to implore the public to wear facial coverings and avoid having gatherings at your home," San Diego County Supervisor Nathan Fletcher said.After public health officials Thursday reported eight community- transmitted outbreaks in San Diego County in the past week, Fletcher said any further openings allowed by Gov. The county's roughly 35,000 plug-in electric vehicle drivers can apply for the credit, administered by the California Air Resources Board, though May 31.Last year's Electric Vehicle Climate Credit was 0 for each of the roughly 15,000 residents who applied. In 2017, about 7,000 residents received credits of roughly 0 each.SDG&E also offers time-of-use charging plans for electric vehicles when residents pay a monthly service fee of . Drivers can charge their car from midnight to 6 a.m. on weekdays and midnight to 2 p.m. on weekends and holidays for 9 cents per kilowatt hour, which is equivalent to paying 75 cents per gallon of gas.``In addition to the environmental benefits, the performance of electric vehicles and the savings that come from fueling a car with electricity versus gasoline are driving a growing number of people to make the switch to plug-in electric vehicles,'' said Mike Schneider, SDG&E's vice president of clean transportation and asset management.Residents who drive electric vehicles can apply for the credit online by using their SDG&E account number, their car's Vehicle Identification Number and a digital copy of their DMV registration. SAN DIEGO (CNS) - San Diego's Metropolitan Transit System announced today 40 local high school students who took part in an annual essay contest were awarded new laptop computers and backpacks.Students from more than 70 high schools around the county entered the MTS and Coca-Cola Laptop Scholarship Contest, which required the applicants to submit an essay on ways to get more students to use public transit such as lowering student transit passes.The winning students, from 27 schools, received a 15.6-inch HP Touch-Screen laptop and a Northface backpack that doubles as a laptop case. MTS officials honored the winning students on Friday at the 12th and Imperial Transit Center."It was great that winners came from so many campuses,'' said MTS CEO Paul Jablonski. "Their essays presented convincing ideas.
