SANTEE, Calif. (KGTV) --  A man is in the hospital tonight after trying to save his dogs in an apartment fire. The Santee Villas Apartments were roaring in flames Thursday night. One of the residents headed directly into the danger zone trying to save his two chihuahua. Melanie Jaracz watched in horror as her neighbor risked his life climbing through a window."They busted out the windows to that," said Jaracz. "He tried climbing through that and they kept dragging him back. Nobody could get him to come out because he was so worried about his animals."Santee fire crews say it started in a bottom unit and quickly spread to three others around it. First responders tried to revive one of the dogs but it was too late. The man was taken to the hospital to be treated for burns and smoke inhalation. The cause of the fire is under investigation.  887

SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters. Additionally, last summer a loaded canister was nearly dropped several feet. “I think there's dispute and well-intentioned dispute about what the outcome would have been had that 18-foot drop occurred,” adds Rep. Levin.SONGS’ operator, Southern California Edison, sent 10News the following statement: “Southern California Edison welcomes the congressmen’s efforts to develop solutions to the issues of transportation and long-term storage of spent nuclear fuel. SCE has been safely storing spent nuclear fuel on site at SONGS for nearly 50 years. We will continue to store spent nuclear fuel here safely until it is moved off site to a federally licensed facility.”“It should be important to you and certainly to your children and grandchildren,” said Rep. Rouda.The congressmen told reporters that it could take anywhere from about 10 to 30 years to fully remove the waste. 2167

Scientists believe they have discovered a new species of whale in Mexico.The team was taking underwater video and audio samples of three beaked whales near Baja California. They work with the Sea Shepherd Conservation Society near the San Benito Islands, about 300 miles from the U.S. border.They originally were looking for what animal was making an unidentified sound recorded in 2018 in the area.Experts in the field of beaked whales now say the scientists’ observations don’t match anything seen before, and they are “highly confident” the video shows an entirely new species, according to a press release.“We saw something new. SEATTLE, Wash. -- Home to Pike Place Market, rainy days and views of the Puget Sound, Seattle is also one of the first places in the U.S. to initially face the coronavirus and the fallout that followed.“We were the first city that really had to grapple with this,” said Don Blakeney, vice president of advocacy and economic development with the Downtown Seattle Association, a nonprofit representing about 2,000 businesses and residences.When COVID-19 first appeared, they worried that years of investment in the downtown core could be in jeopardy.“You saw overnight downtown clear out of employees,” Blakeney said.That made for a tough spring there, but then summer got hot when protests sparked nationwide.While the vast majority of protests across the country this past summer were peaceful, when they got out of control, some businesses paid the price. Damages from civil unrest became yet another blow to their bottom line, on top of the pandemic.“Viruses don't cause that physical damage,” said Sean Kevelighan, CEO of the Insurance Information Institute.Recently, the institute compared financial losses from civil unrest this year to similar events in the past.The Institute found that, based on today’s dollars, the most expensive civil unrest event in the U.S. happened during the L.A. riots in 1992, costing .4 billion.The rest of the top five were:L.A. Most have insurance that will cover physical damages caused by unrest, but there is no insuring for a pandemic.In Seattle, a few lessons emerged, such as taking health recommendations seriously early on and not hurrying a return to normalcy.“We haven't rushed it, but we've also seen that we need to be creative in the ways that we accommodate these small businesses,” Blakeney said.They also looked to streamline permitting, in order to get creative with public spaces, so businesses can expand beyond their usual four walls: even with the coming winter, which they’re already planning for.“How do you stay outside safely? You know, bring your own blanket, maybe some coverings, but it's largely, we're kind of learning as we have these new things that we're responding to,” Blakeney said.They are lessons that may help in their resiliency and that of businesses in other cities on the road to recovery. 2733

  

SANTEE, Calif. (KGTV) - A battle is brewing over a massive new housing project that would boost Santee’s population by 15 percent. Developers of East County’s Fanita Ranch project will try to win over residents at a meeting Wednesday night. 10News first covered the housing proposal in 1999. Fanita Ranch would bring nearly 3,000 homes, a school, parks, and open space. Councilman Stephen Houlahan says the project would bring more money to Santee. “The city needs to grow; that’s just how it is.” Some residents oppose adding more people and traffic. “The traffic getting to and from work is a major issue.” In 2007, the developer submitted a plan that received fierce opposition. 12 years later, they are presenting a new one at council chambers. Regardless of the council’s decision, the matter will likely go to a vote. 831
