SAN DIEGO (KGTV) - In celebration of National Pool Opening Day and in anticipation of the summer season, San Diego leaders will hold a community water safety festival Saturday.The 10th annual "April Pools Day" event will be held at Bud Kearns Pool, at 2229 Morely Field Dr., featuring swim assessments, CPR demonstrations, and safety presentations to educate about safe water practices.The event will also hold a cannonball kickoff and giant inflatable obstacle course for kids.RELATED: National Pool Opening Day signals summertime swimmingThe community water festival is aimed at waterproofing San Diego, through a multi-step approach to drowning prevention, swimming lessons, and beach safety training.As San Diego readies itself for the summer, the Prevent Drowning Foundation of San Diego will also hold a number of free swimming lessons and CPR demonstrations around the county. SAN DIEGO (KGTV) — Just days after San Diego County ordered a shutdown of indoor dining and San Diego Mayor Kevin Faulconer signed an executive order that makes it easier for restaurants to move seating outdoors, many restaurants are already opening up business outside.Johan Engman is the owner of Rise and Shine Hospitality, which has 18 restaurant locations under the umbrella. Ten of those are Breakfast Republic. He said about half of the 18 locations have expanded to include either sidewalk, parking lot, or shared courtyard space for tables.“Let’s not waste our time complaining or feeling sorry for ourselves. Let’s figure out what do we need to do to give us the best odds to survive this and let’s just do it,” said Engman.For the Pacific Beach Breakfast Republic location, he said there were about 170 seats prior to coronavirus. Once there were social distancing limits, he could seat about 80. With the new ban on indoor seating, that left only about 30 seats on his patio, so the addition of parking lot space will bump seating back up to about 80 people. He said financially, they’re taking a hit, but he made the decision to stay open to help his employees.“Not only seeing how financially detrimental that is, but the morale. So you lay off all your managers then you hire them back. Imagine them literally a couple weeks later you send that message again,” he said.Similarly, La Puerta is seeing the roller coaster of numbers. Owner Merritte Powell said the Gaslamp restaurant is also expanding onto the sidewalk. He said customers will notice a difference, but hopes something is better than nothing.“You’re sitting next to a building, next to a doorway, you’re also going to be a couple feet from a parked car,” he said, referring to the new setup.He said he’s hoping to add plants and lights eventually to make it more aesthetically pleasing and could see a permanent future for sidewalk dining like this if it is successful. He said this could be beneficial in areas like the Gaslamp that lack a lively presence that the outdoor dining will likely bring.Both business owners said the Department of Alcohol Beverage Control has been working quickly and efficiently to help get them the liquor permits they need for the parking lot. SAN DIEGO (KGTV) — Jim Jennings has spent the last nearly 20 years living on a street corner just a short walk from San Diego State University. "It's very vibrant, it keeps me young," he says. It's a community Jennings has seen grow, along with the university. Now, many of the homes around his are rented out to groups of students. The number of residents increased even more because the city has streamlined permitting for companion units, such as backyard granny flats or converted garages. The goal is to add to the housing supply amid a steep supply shortage. Jennings, a member of the area's planning board, says the concern that it will make a severe parking crunch even tighter once school starts next month is now the talk of the neighborhood."I don't want to move," he says. "I just want to be able to park in my neighborhood."The system in place aims to guarantee he is able to, but now it may be part of the problem. For decades, the only daytime street parking in the neighborhood south of the campus has been allowed by permit. Each residence is eligible for up to four, which can be used for visitors. The permit system, from 8 a.m. to 7 p.m., prevents SDSU students from parking in the neighborhood for free and going to class. Now, a memo from City Attorney Mara Elliott says people who live in companion units can't be treated any differently than those in a traditional home. Their dwelling may be in someone's backyard, but it comes with its own address, and therefore is eligible for four additional parking permits. In other words, a parcel with a granny flat or companion unit can qualify for up to eight street parking permits. "Denying all permits to residents of companion units while maintaining the current level of four permits for primary dwelling units would be legally problematic," the memo says, citing Equal Protection Clauses. In 2018, the city authorized more than 260 accessory dwelling units. Through May of this year, it has authorized an additional 119. Jennings says the increase is making it almost impossible for people to find street parking. "We have guests over, where are you going to park? You have to go, circle and circle around the block looking for parking," he said. Elliott's memo says the City Council can act on this issue. SAN DIEGO (KGTV) -- Isabel Rosales was brutally attacked and nearly killed by her husband in January 2018."It was life or death, my ex husband attacked me in front of my kids," said Rosales.Rosales was married for 16 years. She and her ex-husband moved from Chicago to San Diego for a fresh start. But Rosales says the abuse only got worse."Sexual abuse, verbal abuse, physical abuse, everything," said RosalesShortly after their 16-year anniversary Rosales told her Ex-husband she wanted a divorce. She barely made it out of the family home alive."I was getting ready to go to work and we had been arguing...his behavior had been kind of erratic over the last few weeks. I thought he was agreeing with me when he said it ends here. I thought he was getting his suitcase and leaving. He followed me into the bathroom and he stabbed me. I ran into the kid's room and he stabbed me in front of the kids who were sleeping. I was able to push him out of the way and I ran out of the house. Before I ran out of the house though he attacked me again at the front door. I knew if I didn't make it out of the door it was over and by the grace of God the door opened."Rosales was in the ICU at UCSD for three days with a breathing tube. She says she fought to stay alive for her three children and her mother, who was killed by her boyfriend in 2011."My mother was murdered by her boyfriend in Mexico. And my ex-husband attacked me in a very similar way."Rosales says she had what her mother did not. Help. Hers came in the form of Operation for Hope, a San Diego non-profit that helps provide emergency services to victims of domestic abuse. Rosales was given emergency shelter and money to pay for a divorce attorney."It helped me have a future. It gave me exactly what it promises- HOPE."Rosales has this advice for other survivors."I was ashamed to ask for help. I didn't know services like this exist. I am here to tell you there's great courage in asking for help and taking that first step... I hope and I pray to change one other person's world out there by sharing my story. My heart aches for those who do not make it like my mom, for those who do not know how to get out or where to go, for those that think an abusive relationship is normal. Anything is possible and each and every person is deserving of a beautiful and safe life... I am happy now. These tears are tears of joy."During the pandemic, domestic violence incidents have increased. From January to June 2020, there were 8,495 domestic violence incidents reported to law enforcement in San Diego County, as compared to 8,235 during the same period in 2019; a 3% increase from the prior year according to the San Diego County District Attorney's office. SAN DIEGO (KGTV) - Mariah Sunshine Coogan's family says she lived up to her middle name. "She would walk into a room, and she would just light it up," her mother, Stacey Coogan, told 10News. The 23-year-old died Monday night when a plane carrying her and six others crashed in Scottsdale, Arizona. The Piper PA24 plane crashed at around 8:45 p.m. local time, shortly after it took off from the Scottsdale Airport.RELATED:  445
