SAN DIEGO, Calif. (KGTV) - A new group of leaders has the California GOP ready to take on the 2020 elections and rebound from a disastrous 2018 cycle.Over the weekend, the GOP elected Jessica Patterson as their state-wide Chair. She's the first woman and first Latina to ever hold the top spot in the state party.They also elected a Taiwanese immigrant, Peter Kuo, as Vice-Chair. And the new Treasurer, Greg Gandrud, is openly gay.Analysts say that gives them a more diverse group of leaders that can reach out to more voters across the state.But newly elected Secretary Randy Berholtz, who lives in San Diego, says their election within the party had nothing to do with demographics."I think what the delegates did is pick the best person for each of the positions," Berholtz says. "It just so happens that the people were of different ethnicities and sexes and ages and everything else."Berholtz says he saw an energized party at the convention, ready to bounce back from 2018.In that election, Republicans lost 7 seats in the US House of Representatives. Loses in local legislative races also gave democrats a super-majority in the California House and Senate. Republicans only hold 19 or 80 seats in the House and 11 of 40 seats in the Senate.The election also continued a streak of no Republicans winning statewide office since 2006.Berholtz says a strong Republican party is a good thing for the state."California needs to have a good second party," he says. "If not, nobody's watching the party in power. And we want to tell the voters that we're watching."In the last election, Republicans only made up 24% of the registered voters. That put them behind Democrats and people who registered as "No Preference."Political analyst John Dadian says it could take as long as 10 years for the GOP to turn that around."The main strategy has to be to bring some of those, 'prefer not to state' voters back," says Dadian. "It's all in the messaging, because California isn't just a blue state, it's a deep-blue state."Berholtz says his party will use a focus on family, personal initiative and good government to turn the tide. He also says they'll look to a more grass roots campaign to try and elect leaders from the bottom-up."We're energized right now," he says. "We're all going out and speaking, finding great candidates, doing voter registration, improving our message and just telling people in California that there is a viable alternative and we have not given up on you." 2489
SAN DIEGO, Calif. (KGTV) - A proposal to build a four-story, 48 unit apartment complex in Carmel Valley has riled some neighbors, to the point where hundreds of them have now signed a petition asking the San Diego City Council to abandon the project.The complex would be at 10211 Rancho Carmel Drive, just off the 15 Freeway near Ted Williams Parkway. It's less than a half-acre. Right now, a two-story parking structure sits on the plot of land.Plans from developer New Pointe Communities say they would build the complex on top of the parking garage, essentially creating a six-story building.People who live in the nearby Provencal community say it doesn't fit the neighborhood. They've started an online petition to stop it."That’s pretty tall, and that just doesn’t fit in" says Eric Von Waldner, who signed the petition."It’s going to take away our view, take away our privacy. There will be balconies looking right at us. I just don’t like the idea of it," he adds.Von Waldner says neighbors worry the added units will overwhelm the area's electrical, water and sewage grid.They also say it will cause traffic headaches at the signal light on Rancho Carmel Drive and Provencal Place."You got Starbucks over there. You got people that live in my community. If you add 48 more units, it’s going to be crazy," says Von Waldner.They plan to send the petition to District 5 City Councilmember Mark Kersey, asking for a new plan. The Council already has an agreement with New Pointe to sell the land.“A number of residents have contacted me about the proposed project on Rancho Carmel Drive, and I continue to welcome feedback from my constituents. Any redevelopment plans for the site will go through an extensive public process with numerous opportunities for input from the community,” Kersey said in a statement to 10News.According to Eric Edelmen, the chair of the Carmel Mountain Ranch Community Council, the developer still has to submit a formal proposal to the city. They also have to ask for the area to be re-zoned to allow the extra units.Right now, Edelman says the land is only zoned for eight units.He says the last time they heard from New Pointe was at a November 14th meeting. The Community Council would have to approve the proposal first. Then it would need to pass through the Planning Commission and finally the full City Council. 2361
SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability. San Diego Extension are teaming up to create what's called an income share agreement. Here's how it works:People complete a roughly yearlong certificate program in digital marketing, business intelligence, front-end web design or java programming at UCSD Extension. The fund will front the student's entire tuition, plus support services to total about ,500. Grads only make payments on it if they have a job that pays at least ,000 a year. "Once you get a foothold in some of these jobs, your salary potential grows even faster," said Andy Hall, chief operating officer of the San Diego Workforce Partnership. Grads would be billed 6 to 8 percent of their pre-tax salary per month, but they'd never pay more than ,500. Plus, all payments top after three to five years. SAN DIEGO, Calif. (KGTV) - Skies across the country filled with messages of change this Fourth of July weekend, including in San Diego. In Plain Sight is a national movement by about 80 artists with a goal of abolishing Immigration Detention Centers. Artists designed messages, then air crews drew those words in the sky.In San Diego, Pedro Rios, the American Friends Service Committee Director, said doing it on the holiday weekend was intentional.“As we’re contemplating the meeting of this weekend and this holiday, we should take into consideration what independence really means when there are tens of thousands of people that are detained right now,” said Rios.Locally, five locations were chosen over spots that have immigration facilities, from downtown down to the border. Individual artists were assigned to each location to create the specific messages.“We need to have conversations that question that and I think this artistic endeavor, In Plain Sight, is part of a larger dialogue of how we converse, of whether detention and incarceration is a best representation of who we are as people living in the United States,” said Rios, a Chula Vista native. 1173
