CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

(KGTV) - For the second time this year, Carlsbad-based airline, Cal Jet, has abruptly canceled all scheduled flights and stopped booking new flights indefinitely. Kelly Skemps was scheduled to fly from McClellan-Palomar airport to Las Vegas on Friday for her brother’s 50th birthday. But Thursday morning she got a call and a text alerting her that her flight had been canceled.“I was shocked,” said Skemps, who admits she was initially excited for the airline to be open.“I thought it was going to be perfect,” she said.Cal Jet bills itself as an easy and competitively-priced flight option from North County to Las Vegas.But this is the second time the small airline has inconvenienced customers by cancelling flights and blocking out their schedule.In February, Cal Jet went dark for nearly two weeks. President George Wozniak said the company they lease the plane from, Elite Air, needed it to fly NCAA basketball players.When they finally resumed operations in March, Wozniak told 10News, “we feel very confident going forward that we have the extra crew and airplanes necessary to fulfill that travel mission for these people.”Cal Jet did not respond to a request for comment after the latest round of cancellations, though a customer service representative attributed the problems to a lack of “aircraft and crew availability.”In an email to customers sent late Thursday, Cal Jet attributed the temporary closure to their efforts to expand to other cities. 1498

CARLSBAD, California — A California says it lost thousands in a bank scam that started with a notice about fraudulent debit charges.Krystal, who did not want to share her last name, lives in Carlsbad with her husband and their dog, Otis. Her husband is in the Marines and was recently in dive school in Florida. During that time, he received a call from what they thought was a USAA representative.USAA is a financial institution that serves primarily military families.“They told him there were fraudulent charges on his debit card and if they weren’t from him, that they’ll cancel the card and give him a new one and it will be sent to him,” Krystal said.She said it was from a USAA phone number.“They sent him a code through via text and had him repeat it,” Krystal said. “You could tell it was from USAA because there are previous text messages from USAA from other times they sent us the code,” Krystal said.Krystal said the caller said they needed to give her husband a new pin number and asked for the current one. In hindsight, it was a red flag, but at the time, he was busy evacuating from Hurricane Michael. The call sounded legitimate, even using the same song USAA uses when her husband was put on hold.“They had his debit card number. They mentioned me as a second account holder,” Krystal said.Before they knew it, their checking account was drained of more than ,800.“[I was] very angry, very heartbroken. Panicking,” Krystal said.Stephen Cobb with cybersecurity firm ESET said technology to make phone numbers look like a different one is increasingly used by crooks."A phone today is just a computer endpoint on a network and as such, its identity can be spoofed,” Cobb said.Krystal’s fraud claim was first denied by USAA, but she kept calling the bank, determined to get answers.“I finally got a hold of somebody in the financial crime department. She was very apologetic [and] said this isn’t the first time she’s heard of this today,” Krystal said.Krystal said she found her debit card was used in multiple transactions on the East Coast. The scammer has not been found.She was finally able to get a refund but has since switched banks. Now if she gets a call from a financial institution, she asks for a call back number to make sure it is real.“It makes me really angry and really sick. I feel really sick to my stomach about it. It makes me think of people that are veterans. What if their money was taken away?” Krystal said.On its website, USAA said this cybercriminal activity is on the rise. CATALINA, Calif. (KGTV) - Teeth marks from a great white shark are proof of a San Diego kayaker's narrow brush with danger off the coast of Catalina Island. The incident happened as Danny McDaniel and Jon Chambers were kayaking Saturday morning near Ship Rock, about two miles east of Catalina. The excursion was part of a scuba diving trip coordinated by Power Scuba from the island's Boy Scouts camp."Felt push to the left, looked to right, giant great white shark a foot from my boot," said McDaniel. "His upper half of body was out of the water, his dorsal fin was out of the water."Chambers was the first to notice the 19-foot shark before McDaniel turned around."Look at it and said, 'oh crap, oh crap, oh crap'," said Chambers. "I yelled at him to hit it."The shark had its jaws clamped on the back of the nine-foot-long kayak, inches from McDaniel. "Saw a giant, triangular, conical-shaped head right there and a huge body. Just a massive body," said McDaniel.Both men said they were frozen in fear as the great white shark hung on to the kayak for four or five seconds. Eventually, the shark let go, leaving behind puncture wounds and two large teeth in the kayak. "I don't think he took a full chomp. I think he just took a nibble and pushed," said McDaniel.The kayakers kept their paddles out of the water and did not move for several moments lest the shark return. McDaniel was "literally frozen" during that time.Despite the close encounter, McDaniel and Chambers continued with their plan to scuba dive later Saturday evening."Won't keep me out of the water, won't scare me out of the water," McDaniel said of the encounter.McDaniel offered to buy the kayak from the Boy Scout camp, which turned down his offer, according to Power Scuba owner Bill Powers."I think I've had my fill of great white sharks; I'm good. But I'm fortunate to have this experience," said McDaniel."It's one for the books. Not something you want to replicate," said Chambers. Capping days of commemorations of her extraordinary life, Supreme Court Justice Ruth Bader Ginsburg becomes the first woman in American history to lie in state in the U.S. Capitol.Ginsburg, who died last week at age 87, also will be the first Jewish-American to lie in state and just the second Supreme Court justice.
