CHICAGO, Ill. – The fight against domestic violence has found a new warrior in a surprising place – the hair salon. And now, more and more states are looking to stylists to spot the signs of victimization. For Joan Rowan, who has been in the salon business for 44 years, the bond between hair stylist and client is strong. “It's a very intimate relationship,” said Rowan. Over the years, she says she’s heard the intimations many times before. “’He'd kill me if he knew how much money I spent. No, you can't cut my hair too short. My husband doesn't like it.’ Those kinds of answers. Suddenly you're asking them like are you OK?” It’s those in-chair conversations that drove her 20 years ago to start training her own staff to recognize the signs of domestic abuse. “They all knew stories and heard it all before. They had had clients who came bruised or hair missing,” said Rowan. Many clients she said appeared sad or afraid. In 2017, Illinois became the first state to require all cosmetologists and salon professionals to complete a one-hour, one-time education course on how to spot the signs of domestic violence and sexual assault. They look for evidence of physical abuse like bruises and cuts or outward behaviors like self-blame, sudden lifestyle changes, and irregular appointments. The law, which went into effect this year, impacted more than 84,000 licensed cosmetologists and estheticians in the state. “We are not trained as reporters or anything like that,” explained Rowan. “All we do is give them a phone number that they can call if they need help.” According to the Professional Beauty Association, Illinois, Arkansas and California, have already passed laws mandating domestic abuse training for cosmetology school students or current salon professionals. Since last year, another six including, Florida, Hawaii, Maryland, Massachusetts, New York and Texas, have attempted to pass similar legislation. For salon owner Susanne Post, it’s personal. “Part of my story is that I’m a survivor of domestic violence myself,” said Post. Two years ago, she helped create a domestic violence training program for Nashville stylists. She says she’s hopeful that her home state of Tennessee will pass a law similar to other states. "In Tennessee, we are the fifth in the nation at the rate that women are killed by men, which is just unbelievable,” she said. “It affects one in four women, and one in seven men.” Joan Rowan says she’s proud to have been part of genesis of the training and the laws that are now spreading to help protect both men and women. “It has saved lives,” Rowan said. “It's real. After nearly six months of investigations, the defense legal team released more than 1,200 graphic evidence photos from inside and outside Breonna Taylor's Louisville apartment.Taylor was shot five times March 13, 2020, while Louisville Metro Police Department officers carried out a no-knock warrant for a drug investigation.Many of the photos were too graphic to show but those released paint a picture of what happened during the raid:Nearly a dozen shell casings are seen scattered across the apartment parking lot; dozens more in the alcove in front of Taylor's apartment which is where LMPD Officer Brett Hankinson's termination letter states he fired 10 rounds through a covered patio door and window.Inside Taylor's apartment, several photos displayed her belongings pierced with bullet holes: her clock, shower, chairs, mirrors, cabinets, pots, inside drawers, shoes as well as walls and ceilings that back up to her neighbors.In Taylor's room, a photo showed a gun under her bed that was legally owned by her boyfriend Kenneth Walker who was with her that night. Walker said he fired one shot when he thought someone was breaking in.A photo of LMPD Officer Anthony James revealed he was wearing a body camera. LMPD previously said no body camera video existed as they said officers were not wearing cameras.Another photo displayed a letter to Taylor from her ex-boyfriend, Jamarcus Glover. DENVER, Colo. – Medical training, tactical moves, and gun range practice might not be what you expect to learn as a schoolteacher, but for some, it’s something they choose to learn to help protect their students. “It’s pretty intense training,” said Paul Gregory, one of the instructors for the three-day training session put on by nonprofit FASTER Colorado. “We want people who are willing, who are able, who are wanting to step up and take that extra responsibility to be here.” About a dozen schoolteachers, faculty members, and church security members attended this training. But since FASTER Colorado started offering classes in 2017, around 200 people have gone through the course. All who participate are volunteers. “It’s unfortunate that we have to have teachers or educators or whomever else come through this course, but it’s the way that it is,” Gregory said.“It’s the mindset, medical training and of course very advanced firearm skills,” said Laura Carno with FASTER Colorado. FASTER Colorado isn’t the only organization to offer training like this – similar training is offered in other states and through other organizations. Currently, about half of the states in the U.S. allow schools or districts to give permission to individuals – like teachers or faculty – to carry guns, according to the Giffords Law Center. “I’m not just a teacher, I’m not just a military guy, I’m a dad,” said one of the participants of the training. Schools across the country have different approaches to school safety, from security officers to school resource officers, and medically trained staff. “There’s no single solution,” Edgar said. “There has to be a range and there has to be a defense and depth. Rather, the U.S. gun fatality rate is nearly 20 times that of other comparable nations, while U.S. gun ownership is first in the world. Active shooter training, whether it be for teachers or other civilians, is a band-aid approach to the complex issue of gun violence and hasn’t proven to be effective at intervening in an active shooter situation. An apparent banking fraud scheme leaves one Tulsa couple scratching their heads and with a frozen bank account.The Bruce family said a mysterious amount of money showed up as if from thin air, and then disappeared, leaving them, the account holders, as the prime fraud suspects.Larry and his wife Crystal were thrown for a loop after watching a couple thousand dollars appear in their bank account overnight."Somehow our mobile app on our USAA app was activated by someone on the outside,” Larry said. “They deposited ,000 in a business account."Confused, the couple immediately checked on their funds only to watch even more activity unfold."Then they transferred a thousand dollars from that account to our social security accounts,” added Larry.From there, that ,000 dollars transferred to a woman Larry said he's never heard of using the mobile banking app, Zelle."We don't even have Zelle on our phones,” Larry said.Even more baffling, the fraudulent check appeared to be endorsed by Larry and his wife."That is not my signature, and it sure is not my wife's signature,” he said.The couple acted, calling their bank, USAA, to make a fraud claim, only to be dealt a frozen bank account and an alleged accusation."They said they had proof that my wife did it on her mobile app on her phone through her member ID.”The bank sent this statement:"Our member's financial security and outstanding service are of the utmost importance to everyone at USAA. While we can't get into the detail of a member's account, we have worked with Mr. Bruce to bring the matter to resolution.""After we notified you all, we got a call from one of the CEOs down there… that she was working with the investigations and she said they found an error,” Larry said.The couple said a new investigation revealed they had nothing to do with the fraud, and their accounts were unfrozen, and funds replaced.Officials with USAA told the Bruce's they believe the fraudster was able to hack Larry's email address and somehow gain access to their account, but that the paper trail didn't go very far.To protect yourself from bank fraud, USAA gives this advice:Never provide your personal or banking information to unauthorized individuals. Fraudsters ask for things such as personal identifiers, debit or credit card information and account numbers.Be cautious when asked to make a deposit or send money back. Fraudsters sometimes convince you to make a deposit or payment to reduce your debt and provide an account number/routing number to use, but require a fee to be sent to the fraudster when the payment is made. The payment will return, the fee will be lost, and the account holder will be responsible.Contact your bank immediately if you provide your personal banking information to an unauthorized individual or see suspicious activity on your account.Consider changing online banking and email passwords on a regular basis.
