SAN DIEGO (KGTV) - An elderly woman died while she was with her family waiting to cross the border into San Diego Sunday afternoon, according to our reporting partner Televisa.Televisa reported it is unknown why the woman, who was in her late 80s, passed away.This comes as people on both sides of the border expressed frustration at incredibly long wait times."It's unfortunate because I think the policies that CBP puts in place, protocols, punish border crossers," Pedro Rios said. He said it took four hours to cross in Otay Mesa on Saturday.New protocols went into effect on Friday due to the pandemic. Customs and Border Protection planned on slowing down traffic, closing lanes and adding secondary inspections, aimed at delaying those traveling for non-essential reasons.In addition to San Diego, Tucson, Arizona, El Paso, and Laredo Texas have similar protocols in place.One woman waiting to cross into San Ysidro told Televisa, "Yes it is difficult, but no one wants to be here in Tijuana."Another woman said they were heading to the U.S. to visit friends and go to the beach. When Televisa asked if they thought that was essential travel, they replied in Spanish, "Yes, because we're tired and angry. If you're following the regulations, staying away from people, have your mask and disinfectant ... if you're following the protocol, you can."The restrictions on non-essential travel do not apply to anyone crossing the border for work, school, or medical treatment.The restrictions are set to continue through September 21.ABC 10News reached out to CBP for comment and will update this story when they respond. 1630

SAN DIEGO (KGTV) - An 18-month-old toddler ingested marijuana at a home in San Ysidro, San Diego Police said.Officers said a nurse at Sharp Chula Vista called them Sunday about 5:30 p.m. about the incident.The child ingested the pot at a home on Beyer Blvd and was taken to Rady Children's Hospital, the nurse said.San Diego Police said child abuse investigators are looking into the matter. 399

SAN DIEGO (KGTV) - Alpine residents are bracing for a Public Safety Power Shutoff, as SDG&E monitors the weather conditions.The National Weather Service issued a High Wind Warning Thursday, "winds 25 to 35 mph with gusts to 60 mph. Local gusts to 75 mph possible near the mountain ridge tops." The warning lasts through Friday afternoon.Neighbors in Alpine are always ready if a fire sparks, “we keep a go bag of important documents and stuff and uh three dogs at this point and we’d be able to take them with us, and we had to do that in the past too." Neighbor Steve Allison said. He's lived in Alpine for 20 years."Well we’ve chosen to evacuate four times, the last time we had no choice, we had to go. The fire burned within 40 feet of the house," he said he was thankful firefighters saved his home last year during the West Fire.Since the West Fire swept through, in July of 2018, he's made some changes to his home, "we have defensible space around our house, we have new vents in our attic they’re supposed to keep the embers out of the attic."SDG&E reports areas of Alpine, Descanso and Pine Valley are in the dark Thursday and won't get power back until Saturday evening at 6 p.m, due to the Public Safety Power Shutoff. Neighbors like Allison are determined fire danger won't scare them off. SAN DIEGO (KGTV) - A San Diego woman who was shot at the Route 91 music festival in Las Vegas is making great strides in her recovery.Tina Frost and her boyfriend were with eight friends when Stephen Paddock opened fire. Frost was the only one of her group who was shot. The bullet went into her eye.Her family says the recovery has been difficult but that she continues to power forward with her therapies.Frost’s mother posted an update on the GoFundMe page indicating Frost has walked without assistance, thrown a ball, baked cookies, and painted an eye patch for herself.Amy Klinger, a close family friend, says Frost's strength and resilience is no surprise."She is not going to let anything get in her way of getting back to her normal, happy, and healthy life," said Klinger.  "It was so amazing, I walked into the room and she was talking with her physical therapist and because her sentences were so clear, I did forget for a minute she had not been speaking."A lifelong soccer player, Frost has even been able to kick a soccer ball to her dad in the hallway."The fact that they did say at the very beginning, let's see what happens in a year, and it's only less than five weeks out and she's walking and she's talking, she's just, the progress has been amazing and is a testament to who she is," said Klinger.Klinger believes the worldwide support and power of positivity has been a factor in the healing, for both Frost and her family."Just knowing there's this enormous community, Team Tina, that's out there behind the family, it keeps their spirits up and keeps them positive because this is a lot to do deal with," said Klinger.Frost has a big surgery in the upcoming weeks where doctors will begin facial reconstruction. 1749

SAN DIEGO (KGTV) - A San Diego Superior Court jury is deliberating the murder case against a 44-year-old man who admits killing his wife.Armando Perez was grilled about his relationship with his estranged wife; 19-year-old Diana Gonzalez.She was murdered seven years ago in a men's restroom at San Diego City College.He'd stalked her that day, climbing a tree to peer into a second-floor classroom to see if she were there.  After class he confronted her.  "I remember just losing it and I guess I stabbed her." "You killed her." "Yes."Perez testified that he was jealous and that she told him he'd never see their baby daughter again.Time and again he admitted guilt but denied clear memories of strangling her then mutilating her body; finally carving an obscenity into her back.The prosecutor continued,  "After you stabbed Diana  in her neck, in her chest, on her face; you knew she was dead, didn't you?" "I don't know. It was me but I don't remember doing it."Perez appeared to be fighting back tears at one point, as he was repeatedly asked about specifics of the attack. "I just became a monster. I don't remember doing none of that."If convicted, Perez faces life in prison without the possibility of parole. 1255
