(KGTV) — The owner of a juice bar says she is "completely disheartened" after her business was targeted by a burglar for the third time in several years.On Tuesday morning, owner Vianey Delacruz says her sister went to open up when she saw the broken window and trail of glass. Delacruz opened up Get Juiced on S. Escondido Blvd. about four years ago."Feeling empty, not just in your pockets but in your heart," said Delacruz.Among the stolen items: A cash register, iPads, and two tablets, totaling about ,000."Basically took everything of value we need to run our business," said Delacruz.The pain of the theft is something Delacruz has felt two other times since 2015. In the first break-in, surveillance video showed an intruder in a hoodie picked the lock, before grabbing iPads, tablets and laptops, and a cash register.In another break-in, two men removed a window screen, then climbed in and took another cash register, iPads and speakers. It's unknown if any of the burglaries are linked. The total value lost in all the burglaries is more than ,000. Delacruz does not have insurance for the business, so the loss comes out of her pocket. ENCINITAS, Calif. (KGTV) - City leaders in Encinitas plan to ban gas-powered leaf blowers to help curb the effects of climate change.They're hosting a public meeting about the ban Monday night, May 13, at 6 p.m. at the Encinitas Community Center (1140 Oakcrest Park Drive).The ban is part of the City's bigger Climate Action Plan, which the City Council approved in January of 2018. It calls for a 41 percent reduction in greenhouse gas emissions by 2030 when compared to 2012 baseline levels.The plan says removing emissions from gas-powered leaf blowers would remove 142 Metric Tons of CO2 by 2030. That's the equivalent of taking roughly 25 cars off the road.While it's not a huge improvement, people in Encinitas say every small step will help."I think they ought to be eliminated everywhere," says David Winkler, who goes to Encinitas to meet friends. "The less reliance on fossil fuels, the better.""People come from all over the world here, so we should make it as clean and beautiful as we can," says Encinitas resident Linda, who declined to give her last name. "Anything we can do to lessen pollution is always a good thing."Other North County cities already have bans in place. Solana Beach and Del Mar both prohibit the use of gas-powered leaf blowers.City leaders in Encinitas say their rule is different because it bases the ban on environmental concerns, rather than noise pollution.The ban only covers two-stroke leaf blowers. Other gas-powered tools like weed whackers and chain saws will still be allowed.If the ban is approved, it will take effect immediately for all city-run operations. After three months, any business licensed to operate in Encinitas will have to comply. ESCONDIDO, Calif. (KGTV) -- A 17-year-old was killed early Saturday morning following a hit-and-run in unincorporated Escondido. According to California Highway Patrol, the crash happened on Mesa Rock Road near Mesa Ranch Drive around 12:30 a.m. CHP says the 17-year-old female was standing outside a vehicle parked on the right shoulder having a conversation with four friends. Three of the individuals, including the teen, crossed the road from east to west. As they crossed, CHP says either a white Toyota SUV or a pickup truck speeding northbound struck the teen."The California Highway Patrol Oceanside Area is asking the public for assistance in locating a 2008 to 2012 model year range second generation, Toyota Highlander, pearl white in color. The vehicle will have damage to the right front headlight area and right-side mirror," said CHP Ofc. Mark Latulippe. 877

(KGTV) — A brush fire along Interstate 15 in Escondido forced several lanes of traffic to close as crews worked to douse flames.The brush fire was reported along northbound I-15, just after State route 78, at about 1 p.m., according to California Highway Patrol.The fire forced at least one lane closed on NB I-15, as well as the westbound connector of SR-78 to NB I-15 as of 2:20 p.m., Caltrans San Diego said. The closure lasted about two two hours.Hot and dry conditions Saturday have elevated fire risk throughout San Diego County, according to the National Weather Service. 605
