SAN DIEGO (KGTV) — A hiker who thought he discovered a puppy along a San Diego trail in March actually ended up taking in a coyote pup.San Diego Humane Society said the man was walking his dog on March 22 in Tierrasanta when he thought he had discovered an abandoned puppy. SAN DIEGO (KGTV) -- A La Jolla hardware store is being forced to remove their popcorn machine they say was used to give the buttery treat to customers for free over the last 25 years.According to a food inspection report, the Meanley and Son Hardware on the 7700 block of Girard was investigated for serving popcorn without a permit."Everybody has had fun with this until now, but we have to obey the law," said co-owner Bob Meanley.One of the store's owners says the inspection happened after someone complained.A customer reportedly saw another person reach into the popcorn machine barehanded."I’m sorry we can’t continue with the popcorn, but we’ll do it with everything else," added Meanley.In the report, the inspector said the small Gold Medal brand popcorn maker was seen in use and with “popped popcorn prepared.”The report forces the hardware store to stop making popcorn and to remove the popcorn machine from the building.If the shop wants to give away popcorn, according to the health department, they’ll have to go through the permitting process. A process which will also legally require that the store install three compartment sinks. The store says staff regularly cleaned the machine and refilled it with popcorn throughout the day for customers to enjoy.The hardware shop has an extensive history in La Jolla. According to Zillow, million in San Diego can buy a single-family home that has 2,410 square feet, four bedrooms and two and a half bathrooms. Families in Chula Vista can get more for their money, where million can buy a 3,890 square foot home with five bedrooms and four and a half bathrooms. On a slightly lighter note, million can typically buy a 1,900 square foot, three bedroom, two bathroom home in Los Angeles, Zillow reports. In the U.S., the typical million home is a detached single-family house with about 2,200 square feet with four bedrooms and two and a half bathrooms. SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles.
