(KGTV) - Surveillance pictures released Monday show two of the four people suspected of identity theft in East County.The San Diego County Sheriff’s Department said a woman either lost her wallet or had it stolen at the Vons grocery store at 9643 Mission Gorge Road in Santee on January 20.The victim’s credit cards were used immediately by four suspects at several nearby stores including Buffalo Wild Wings, Home Depot, Walmart, Skechers, and Ross.Two of the suspects were identified and arrested but the other two are still wanted.One suspect is a white man in his 40’s, 6-feet tall with gray hair. He was last seen wearing a yellow and black plaid jacket and jeans.The other suspect is a white woman, about 40 years old, 5’6” and 230 pounds. She has burgundy or purple hair and wears glasses. (AP) — The U.S. Geological Survey says a magnitude 5.5 earthquake has hit near the Pacific coast of Northern California.The agency says the earthquake struck at 8:53 p.m. at a spot 17.3 miles (27.9 kilometers) southwest of Scotia, a town of 850 people.The earthquake had a depth of 5.6 miles (9 kilometers.)Media reports says the earthquake was felt in the region. (KGTV) — After a series of delays, a project to revamp a stretch of Otay Mesa Road near San Ysidro High School is nearing completion.The city says it expects to reopen the half-mile portion of the road, from Hawken Drive to Saltaire Place, by the second week of May. The stretch of road has been closed since 2016, cutting off access to San Ysidro High School and the 905 freeway for residents of the Remington Hills neighborhood."You either hit all the stoplights going all the way out over to Picador (Blvd), or you have to go all the way around through San Ysidro, 805 to the 905," said Benjamin Bribiesca, who says the detour adds upwards of 15 to 20 minutes to his daily commute to his job in Eastlake.The city says some of the final work to be done includes grading, repaving, adding anti-graffiti materials, re-vegetation and some sidewalk improvements. The .5 million project also added a protected sidewalk for San Ysidro High School students, who for more than a decade had been walking on a dirt path close to cars passing on the winding road.The project was delayed more than a year due to the addition of a water line, relocation of utilities, poor soil conditions, unseasonably rainy winters, and an April to July moratorium due to cooper's hawk nesting season. 1306

SEATTLE (AP) — A U.S. judge on Thursday blocked controversial Postal Service changes that have slowed mail nationwide. The judge called them “a politically motivated attack on the efficiency of the Postal Service” before the November election. READ THE FULL ORDERJudge Stanley Bastian in Yakima, Washington, said he was issuing a nationwide preliminary injunction as sought by 14 states that sued the Trump administration and the U.S. Postal Service. He said the changes created “a substantial possibility many voters will be disenfranchised.”The states challenged the Postal Service’s so-called “leave mail behind” policy, by which trucks have been leaving postal facilities on time whether or not there is more mail to load. They also sought to force the Postal Service to treat election mail as First Class mail.Meanwhile, Postmaster General Louis DeJoy Thursday held a call with the National Association of Secretaries of State (NASS) Election Committee. During the call he affirmed delivering ballots is his organization's top priority between now and Election Day. 1079
