(KGTV) -- A rope is being blamed for December’s weeklong boil water advisory in Poway, according to a newly-released report.The report says a surge in storm water caused a backflow in the system. A rope stuck inside a gate designed to keep water out of the reservoir allowed the storm water to seep into the area. As a result of the incident, the affected section of the reservoir had to be disinfected and refilled. RELATED: Inspection found 12 flaws in Poway's water delivery systemA boil water was issued November 30 and canceled December 6 as a result of the contamination. The advisory was issued after residents reported brownish water coming from their faucets on November 29. The report also goes into detail about what is being done as a result of the advisory. POWAY (CNS) - Authorities today identified a 69-year-old man who was gravely injured when he was struck by a car while walking in the same Poway intersection where sheriff's deputies were investigating a collision in which his wife struck and injured a pedestrian about 30 minutes earlier.Robert Tockstein of Ramona was struck shortly after 8:35 p.m. Tuesday at the intersection of Twin Peaks Road and Midland Road, and he died at an Escondido hospital early Wednesday morning, according to sheriff's Lt. Dustin Lopez and the San Diego County Medical Examiner's Office.In the first crash, which happened around 8:05 p.m. Tuesday, Tockstein's wife struck a man who was walking in a crosswalk at the intersection, Lopez said. The victim was transported to Palomar Medical Center in Escondido where he was treated for minor injuries.While deputies investigated the first crash, Tockstein arrived at the scene, Lopez said.Tockstein moved his wife's vehicle and as he was walking back to the scene of the crash he was struck in the east crosswalk of Twin Peaks Road, the Medical Examiner's Office said in a statement.The driver of the Toyota Prius that struck Tockstein remained at the scene and cooperated with deputies, Lopez said.Tockstein was transported to Palomar Medical Center in Escondido, where he was pronounced dead at 1:58 a.m. Wednesday, the Medical Examiner's Office said. 1390

(KGTV) -- Some North County students of color are sharing their experiences of racism anonymously in an Instagram page called "Black in PUSD."The social media account is described as "a safe space for current and graduated students in Poway Unified School District to anonymously share their experiences with racism.""We were originally inspired to start this during the Black Lives Matter movement, we thought it was a good idea to showcase the black experience in our community," said one of the page creators. The creators want to remain anonymous so they aren't targeted, but they shared with ABC 10News their encounters with racism."A girl once told me her father interrogated her after seeing us walking together, and he asked her who I was, why she was speaking to me, and if she was safe," one person on the page said.The page has more than 3,600 followers and dozens of posts. But the creators want to do more than bring awareness."In bringing awareness to these issues, we can create a more inclusive environment through better education," the creators said. "And just overall changing up the curriculum, so students understand the history of what people of color had had to face."In addition, they said they wanted to see more diversity in the staff and faculty.
