EMERSON, Iowa — While many in Southwest Iowa saw the strongest of Friday's thunderstorm, one Emerson couple watched a funnel cloud spin from the cloud outside their home.Larry and Marlene Skalberg, who live right just east of Emerson, have lived in their house for 39 years. They've experienced storms throughout the years but never saw one up close like Friday's storm that created a funnel cloud right outside their front door. "It was just neat to watch it and how it formed and then how it started to get smaller and then it just disappeared," said Marlene. Marlene said she got an alert on her phone about a tornado warning that advised people in the area to take cover, as northeastern Mills County was under tornado warning for part of the afternoon. She started heading towards the basement, but her husband Larry grabbed a chair, a beer and headed for the front lawn."He was like, 'look! A tornado! Go out on the lawn and take pictures!' So there I am out on the lawn just taking pictures and I'm like, 'what if the tail just comes down and takes?' " said Marlene.Larry wasn't worried. He said he enjoys watching storms brew and has experienced several tornadoes in Iowa, Oklahoma and Kansas. "I like to watch storms coming in and the clouds forming. I always have since I was a little kid," said Larry. "I enjoy storms. But if the funnel cloud had touched the hill...well that's a different story." 1436

(KGTV) - Three people are dead and two people were injured Friday when a bluff collapsed just north of Grandview Surf Beach in Encinitas, San Diego County Sheriff's deputies confirmed.The bluff fell about 3 p.m. near a lifeguard tower at the Grandview Beach staircase located in the 1700 block of Neptune Avenue, just below South Ponto State Beach.One person was flown to the hospital in critical condition. A second victim was transported to a nearby hospital with serious injuries. Both of those victims have succumbed to their injuries. There were no children among the victims, deputies said during a news conference Friday.Search and rescue dogs are assisting crews to determine if anyone else may be trapped under the debris.SATURDAY PRESS CONFERENCE:One person who talked to 10News said he arrived at the beach moments after the collapse and saw crowds trying to clear rocks away from the collapse to save anyone who was trapped."It's just horrifying that the people underneath were there in the moment," said Fabian. Beach chairs and surfboards that had been positioned near the cliff were scattered as rescue teams began their work.The chunk of cliff that collapsed is about the size of a bus and is as heavy as a concrete wall, said geologist Dr. Pat Abbott. The area is 25 by 30 feet, lifeguard officials confirmed, adding that the debris reaches 10 feet at its highest point.Rising waves are creating a dangerous situation for first responders. The disaster happened about an hour and a half before low tide, with "one of the highest tides of the year" expected late Friday night, lifeguards said.RELATED: Encinitas bluffs are a trouble spot known to geologists"This will continue to the point where it becomes unsafe for teams to get in there and work," said Larry Giles of Encinitas Lifeguards.Soil experts were also concerned about a potential second collapse, but said homes on the cliff were not at risk.Officials requested heavy equipment to remove debris and "meticulously break it apart to look for anyone else."Lifeguards closed the beach from the Leucadia-Carlsbad border to just south of Grandview for their rescue effort.“No one woke up thinking this would happen," said a deputy on the scene. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road. They don't want to straighten out curves in the road, believing it will lead to more speeding. 1705

  

Federal authorities said the man arrested in connection to sending explosive devices to multiple politicians and a media outlet is charged with five federal crimes.Cesar Sayoc, 56, faces 58 years in prison, Attorney General Jeff Sessions said today. FBI Director Chris Wray told senators Wednesday that the FBI's investigation into Christine Blasey Ford's sexual assault allegation against Supreme Court Justice Brett Kavanaugh was "limited in scope" and thus "consistent with the standard process."Ford accused Kavanaugh of sexually assaulting her at a house party when the two were in high school. Both Ford and Kavanaugh testified before the Senate Judiciary Committee last month, prompting the weeklong FBI investigation and hundreds to protest on Capitol Hill. The Senate reviewed the FBI's findings after they were sent it last Thursday and confirmed Kavanaugh by a 50-48 vote Saturday afternoon. Kavanaugh has denied all allegations against him.During a Senate Judiciary Committee hearing Wednesday, California Democrat Sen.
