SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. The development director says the earliest the project could be complete is 2022. 1145

SAN DIEGO (KGTV) -- North County leaders, including city mayors and Supervisor Jim Desmond, joined Legoland officials Friday morning in a press conference demanding answers from the state as to when and how they can reopen.They said a letter was sent last week to Gov. Gavin Newsom requesting that the state implement protocols to abide by to reopen, similar to what they established with schools.Legoland's park is mainly outdoors and has been closed since March. Their hotel opened in July and hotel guests can access the main promenade but the park wants to open its doors to the public. The park's president, Kurt Stocks, said Legoland has implemented safety guidelines for the attraction to operate outdoors with sanitizer stations, distance markers and temperature checks upon entering. Stocks said he and city leaders believe the state needs to implement guidelines for all businesses across San Diego county, indoor and outdoor, so employees who were furloughed or laid off can get back to work. At Friday's press conference, leaders also stated they constantly receive calls from residents with questions as to when they can open their businesses back up and hope to provide them with answers sooner than later. "We've heard very little and I recognize the state has to make decisions for businesses across California. but what we're doing today is calling on the state to recognize that San Diego attractions are safe to open." 1445

SAN DIEGO (KGTV) - On Wednesday, emotional testimony was read in a downtown courtroom by the husband and wife who were brutally attacked in an economy parking lot outside of the San Diego International Airport. The testimony was read during the sentencing hearing for Alberto Jauregui, who pleaded guilty to attempted murder. Jauregui appeared to show no remorse. He smirked and smiled at the couple and at our camera. It was last October when police say Jauregui came up to Donna Kashani and husband Robert Bobbett in the parking lot. He reportedly grabbed Kashani by her neck and demanded the keys to their SUV. “You put me in a headlock with a 10-inch knife to my neck and you were dragging me into our SUV and demanding that I get in with you,” Kashani told him and the courtroom.  In a heroic move, Bobbett threw himself in front of her and charged at Jauregui.  “As I rushed toward you, I truly believed I was going to die in this struggle,” Bobbett told Jauregui and the courtroom. He added, “You stabbed me in the chest nearly hitting my heart. All the while [you were] screaming ‘Die, die, die!’”  Bobbett was stabbed six times and nearly died.  Jauregui was caught days later. During Wednesday’s sentencing hearing, he told the courtroom, “You guys have made a big mistake by not giving me help. Instead of giving me help, you want to punish me.” He’ll spend the next 13 years in state prison. 1456

  

SAN DIEGO (KGTV) - Most above-ground power lines in San Diego may soon be gone.The City of San Diego has an aggressive plan to move the lines underground, and they want your input at a meeting next week.People in Ocean Beach aren’t looking forward to the headache during construction, but can’t wait until the power poles are gone.Wayne Samuel works at Ozzie's Import Auto in Ocean Beach. The process to move utility wires outside his business underground has already begun.“So far they’ve taken underground connections from building to power grid,” said Samuel.A map of the plan shows there are 1,000 miles left to transfer underground. The city plans to bury 15 miles a year.The project will be funded by a surcharge on your SDG&E power bill that you’ve been paying since 2002. The city says you won’t see an increase in your bill, even though the price tag is in the billions.The reason for going underground? Fire safety and aesthetics.“I think it’s a good idea getting billboards and power lines out of the visible view of the public,” Samuel said.Arthur Harral has lived in Ocean Beach for more than 40 years. He’s dealt with the pre-construction and paid for the surcharges, but doesn’t mind.“It’s a wonderful deal. In some states across the country, in Colorado, they have them underground, and I’m all for it in San Diego,” said Harral.Construction will last 18 to 36 months. Once the new underground utility lines are in place, the city will install curb ramps, replace street trees, and repair damaged pavement.A public meeting about the plans will take place downtown next Tuesday at 5:30 in the Auditorium at the San Diego Public Utilities Department located at 9192 Topaz Way. 1707

  

SAN DIEGO (KGTV) -- Police Monday identified the suspect who reportedly threatened officers with a knife before being shot in the Midway District last week. According to police, Ryan Bowers, 23, was shot by Officer Matthew Steinbach after raising a knife toward officers. Police responded to the 3100 block of Cauby Street just before 10 p.m. January 3 after a caller said Bowers cut his own throat with a knife before it was taken away. RELATED: San Diego police officer shoots man with knife in Midway District apartmentAfter arriving, officers were directed to a back bedroom of the apartment. According to police, that’s when Bowers pulled a knife out of his jacket and raised it toward officers. The officers drew their weapons while telling Bowers to back up, which he refused to do. “Fearing for his safety, one officer fired his weapon at the male striking him at least once,” police said. Officers administered medical aid to Bowers until paramedics arrived and took him to the hospital with life-threatening injuries. 1036
