But in recent years, the image has been co-opted by the Tea Party, anti-gun control activists and white supremacists. In 2016, it was deemed to have "racially-tinged" messaging in some contexts by the federal government. More recently, the image has been used by people believing COVID-19 health restrictions take away their constitutional rights."We hope this is an isolated incident; that we just missed these couple of masks," said Ben Hart, who oversees Utah's mask program for the Governor's Office of Economic Development.Hart admits about 100 of the "Don't Tread on Me" masks were included in a shipment last month. Hart says the staff deemed them "inappropriate" and attempted to set all of them aside."We will not be using taxpayer dollars to pay for these masks. SALT LAKE CITY — Some pornographic websites are beginning to comply with a new Utah law requiring that warning labels be attached to adult-oriented materials.At least three major porn sites — Pornhub, XTube and RedTube — have begun attaching an opt-in notification for visitors from Utah, which says that the state believes pornographic materials can be harmful if viewed by minors."It shows for a lot of businesses, they're more concerned about their pocketbook than they are about being prosecuted," said Rep. Brady Brammer, R-Highland, who sponsored the bill earlier this year.Brammer's bill got national attention, and he faced pushback and threats of lawsuits from the adult entertainment industry when it debuted earlier this year. XHamster, another adult website, even trolled the bill by posting a parody warning on its site for Utah viewers to see.Brammer watered down the original bill, and it passed the legislature. Utah Gov. Gary Herbert, a Republican, allowed it to go into law without his signature.The law allows people to bring a private civil action in court against a site for displaying "obscene" materials, but it would require someone to go to court and have something declared "obscene."A trade group representing the porn industry said it advises websites not to comply with the new law, believing it is still unconstitutional."No matter the message, the First Amendment restricts the government's ability to compel speech. Individual companies may choose to comply because it's easier than facing lawsuits or fines. We've never advised our members to comply, and don't believe this is being done in any widespread manner, but respect that a business may make decisions that limit potential liability," Mike Stabile, a spokesman for the Free Speech Coalition, said in an email. "As with similar, previous legislation in Utah, we'll eventually see the law challenged and overturned, and at no small expense to the Utah taxpayer. That's unfortunate, because that money and energy could be spent educating people about actually effective methods of protection, like parental filters."An email sent to Pornhub requesting comment on why it began posting warning labels was not immediately returned.While no websites have challenged the law in court, Brammer believes it will hold up."So far, it's been a lot of talk. I don't think that they will, if they do bring a legal challenge, I don't think they'll be able to succeed on that," Brammer said. "We have a difference of opinion on that. They haven't felt confident enough yet to bring a legal challenge and most of the companies, rather than make the challenge and spend the money on that, they're complying."Brammer said he ultimately would like to expand the legislation to allow for people to sue an adult website, even if they don't know who owns it.But he said he was not planning to bring that forward in the 2021 legislative session that begins in January. Kendra Motz said prosecutors at Marine Corps Camp Pendleton were exploring their options, but she did not know what they were considering.The judge, Marine Col. Stephen Keane, gave prosecutors until Nov. 25 to offer a way to remedy the situation.When ruling Friday, Keane agreed with defense attorneys that commanders violated the rights of the accused when they pulled the Marines out of a morning battalion formation of 800 troops at Camp Pendleton July 25 and accused them of the crimes in front of their unit, 1st Battalion, 5th Marines.The actions amounted to unlawful command influence, Keane said. That is when commanders use their positions of power to affect a case and compromise the ability for a fair trial.If the prosecution cannot remedy the situation, the court would be left with only one option: dismissing the charges, he said.Defense attorneys for some of the Marines have asked for charges to be dismissed. They say the public display would make it difficult to find an impartial jury pool and guarantee a fair trial.The Marine Corps filmed the arrests. SAN DIEGO (CNS) - A 16-year-old boy was hospitalized with non-life-threatening injuries he sustained in a stabbing attack in the Egger Highlands area.The victim and a friend were in the 1500 block of Thermal Avenue at 10:30 p.m. Friday when a dark-colored vehicle pulled up next to them and two suspects got out of the back and began fighting with the victim, according to Officer Robert Heims of the San Diego Police Department.The suspects threw a bottle at the victim and stabbed him in the hip, then jumped back in the vehicle, which was last seen southbound on Thermal Avenue, Heims said.The boy was taken to a hospital with non-life-threatening injuries, Heims said.A detailed description of the suspects was not available. 737

SAN DIEGO — San Diegans can participate in AstraZeneca's COVID-19 vaccine trial, which recently showed 90 percent effectiveness under a certain dosage.AstraZeneca announced Monday that its vaccine was 90 percent effective when participants started with a half dose, followed by a full dose at least four weeks later. It is currently seeking participants through UC San Diego Health and other partners for its ongoing trials. Full doses given four weeks apart were 62 percent effective in the trial. “These findings show that we have an effective vaccine that will save many lives," said Professor Andrew Pollard, Chief Investigator of the Oxford Vaccine Trial, in a statement released by AstraZeneca. "Excitingly, we’ve found that one of our dosing regimens may be around 90 percent effective and if this dosing regime is used, more people could be vaccinated with planned vaccine supply."Elana Godebu, a UC San Diego urologist, said she has seen the impacts of Coronavirus firsthand. She is currently practicing at El Centro Regional Medical Center, affiliated with UC San Diego. She says the center is filling up because of a rise in local cases and patients coming up from Mexico. The state recently built a 50-bed tent in the parking lot for non-Covid patients. Godebu got the first dose of the vaccine two weeks ago, which also could have been a placebo."Personally I've seen my friends and my colleagues and my patients, they've gotten sick, they've lost family, they've lost friends, and so we got the AstraZenica trial out in El Centro," she said. Godebu said she encourages anyone who has an opportunity to get the vaccine to take advantage. "If we try to get to herd immunity the other way we're going to lose so many people," she said.
