The race for a COVID-19 vaccine appears to be on the horizon. But without large numbers of Americans getting the vaccine, the notion of herd immunity could be a challenge. Some are pondering whether people should be required to get a vaccine.Coronavirus cases are spiking across most of the country. Hospital ICU beds are becoming scarce, and a number of states are warning of potential lockdowns.“If they don’t start to bend this curve, then it is clear that we’re going to have to take more difficult measures and go to a stay-at-home order,” said Illinois Governor JB Pritzker.But there was some good news this week. Pfizer concluded phase three of its vaccine study. The two-shot course they say is 95 percent effective against COVID-19. Earlier in the week, Moderna said its vaccine is 94.5 percent effective.“Based upon the preliminary data that is out there, these vaccines appear to be quite safe and very, very effective at preventing COVID,” said Dr. Tina Tan, a professor of infectious disease at Northwestern University’s Feinberg School of Medicine and a pediatrician at the Ann & Robert H. Lurie Children’s Hospital in Chicago.If green-lit by the FDA, one question that may arise is whether Americans should be mandated to get vaccinated. In August, Dr. Anthony Fauci weighed in.“You don’t want to mandate and try and force anyone to take the vaccine. We’ve never done that,” said Fauci.According to a Pew Research survey in September, about half of U.S. adults (49 percent) said they definitely or probably would not get vaccinated. That was up from 27 percent in May.“I think it's going to be really important to build public trust before we talk about mandating vaccines for adults or even for children,” said Tan.Tan points out that none of the vaccines have been tested in children, and so, school mandated vaccinations could be years away.Still, legal scholars say local vaccine mandates have historically had solid legal precedent for enforcement for more than a century.“The short answer is yes, a vaccine can be mandated under the law,” said Juliet Sorensen, a professor of health and human rights at Northwestern University’s Pritzker School of Law.Sorensen says it’s still a complex question, not just about whether a vaccine can be mandated, but whether it should be.“The Constitution empowers state and local governments to take measures in furtherance of the public health as long as there is a basis in science for doing so,” she explained.And while few are endorsing a vaccination mandate right now, as the death toll climbs without universal mask-wearing and social distancing, it could be up for further debate. 2655

The Macomb County (Michigan) Sheriff's Office is investigating after a teacher was hit by a minivan outside of a school on Friday morning.According to the sheriff's office, the 57-year-old Lenox Township woman is a teacher at Prevail Academy in Mt. The Netflix series "13 Reasons Why" increased the suicide risk of suicidal teens treated in a psychiatric emergency department, according to a University of Michigan study.Upon release, the show received backlash for its depiction of suicide, as some critics said it glorified those who took their own lives. In addition, another study showed that the show was tied to a rise in online searches about suicide.“This show has been a real phenomenon, especially among teenagers,” Victor Hong, M.D., medical director of psychiatric emergency services at Michigan Medicine, said in a release. “Its depiction of teen suicide has raised great concern among parents, health providers and educators.” Half of the 87 youths, mostly teens ages 13 to 17, who participated in the survey between 2017 and 2018 had watched at least one episode of the show. Among the 43 who watched it, about half said it heightened their suicide risk.“Our study doesn’t confirm that the show is increasing suicide risk, but it confirms that we should definitely be concerned about its impact on impressionable and vulnerable youth,” Hong said.According to the study, very few parents of those in the sample had watched the series themselves and some were not even aware that their child had watched it. “The data from our sample of teens demonstrated that kids who were at high risk of suicide did not reach out to adults,” Hong said. “They mostly watched the show alone or talked to friends, but they weren’t talking to parents, teachers or school counselors.For more information on the study, click here. 1613

  

The Palm Beach County Supervisor of Elections Susan Bucher says she expects to begin the manual recount process at 11 a.m. ET Friday.This comes after a Thursday order from the Secretary of State to complete a manual recount statewide for the Senate race and Agriculture Commissioner's race.Palm Beach County also must complete a manual recount for a State House race.Manual recounts are required when a candidate’s margin of victory is less than .25 percent.However, Bucher said first, they need to complete the machine recount for the Senate race before they can begin the manual recount.She said they have not completed the tabulation process to come up with vote totals for the Senate race to find all the over and under votes.“We just want to get to a place where we should start a manual recount. Right now we’re incomplete and we’re incomplete for various reasons, mostly because there were requirements that we show some duplicated, damaged ballots, and haven’t run those and requirements that we canvass ballots for over and under votes that were duplicated by staff," Bucher said.  "So, we’ve completed that process, but now we have to go run them through our tabulators to get the rest of our over unders.”  They do not have to manually recount every single ballot, only ones considered overvotes or undervotes.An overvote is a ballot in which the voter appeared to vote for more than one candidate in a race, and an undervote is a ballot in which the voter appeared to vote for no candidate in a race.An election worker, along with a representative from each political party, will review the ballots in question. If they cannot agree on the voter’s intent, it will go to the canvassing board.A judge’s ruling will determine the order of the recount races.The results are due by noon on Sunday.  1853
