CHULA VISTA, Calif. (KGTV) - A heartbroken South Bay woman is making a desperate plea after three of her Maltese dogs disappeared in the past three weeks, and the clues point to a thief. These days, Yolanda Brown doesn't let Zubian, a year-and-a-half old Maltese, stray too far. Just three weeks ago, he was the youngest in a happy Maltese family of four. Now he's the only one left."Cried for days. It hurts. It hurts a lot," said Brown.The first tears came early this month. Brown rents a home on Del Mar Avenue and her four dogs were required to stay in her fenced backyard. One morning, 2-year-old Zoey vanished. "Checked all the gates and they were shut. Thought it may have been a predator," said Brown. A week later, Zoey's mom, 5-year-old Zivah, disappeared from the same yard."Just distraught, wondering what could have happened to them," said Brown.About 10 days later, Brown decided to keep Zubian and his 5-year-old dad Zeus tied up as a precaution. "One morning, as I came out, Zeus was gone and so was the leash. Zubian standing there by himself," said Brown.For Brown, it was too much to bear. Nearby, she found her fence damaged. A chair - moved from the pool area - was now propped up against the fence. She realized a thief had grabbed all of her dogs."Very cold-hearted people that would so something like that," said Brown.If sold, the stolen dogs could fetch several thousand dollars each. "They are priceless to me. They are members of my family," said Brown.Brown fixed up the fence and moved the chair back. When she walked us to that fence to show 10news cameras, she discovered the fence once again damaged. The chair had been moved back to the fence. "Someone was trying to come back and take my last dog. I'm scared," said Brown.Brown says Zubian has been moved to a safe place. CHULA VISTA, Calif. (KGTV) - The City of Chula Vista is launching a new pedestrian safety initiative after seeing a sharp increase in fatal crashes last year.According to the Chula Vista Police Department, nine pedestrians were killed in 2017 on city streets. That’s up 125% from 2016.In the first three months of 2018 there have already been three fatal pedestrian crashes, a 200% increase from the same period last year. Police say it's the first time in four years they’ve had more than one pedestrian killed within the first quarter of the year.The map below shows those killed in auto-pedestrian crashes between January of 2017 to March of 2018. In an effort to combat the trend and educate the public, the city unveiled a new campaign on Thursday called “Stay Safe Chula Vista.”To kick off the program they have named April as “Pedestrian Safety Awareness Month.” The Chula Vista Police Department along with the Fire Department and Department of Traffic Engineering will be working together on enforcement and education.CVPD will have increased patrols targeting both drivers and pedestrians who violate traffic laws. Along with the ticket, violators may also relieve pamphlets with information on the “Stay Safe Chula Vista” campaign. Of the nine fatal collisions in 2017, CVPD said pedestrians were found to be at fault in seven of them.The announcement came a little over a month after a 90-year-old man was killed while crossing the street.RELATED: 90-year-old dies hit, killed by two cars in Chula Vista Police say the man was crossing East H Street when he wasn’t supposed to when he was struck and killed.Similarly, in January of 2018, a 94-year-old man was hit and killed on the 1500 block of Third Avenue. China said Friday it will temporarily reduce tariffs on imports of American-made cars as it tries to negotiate a trade deal with the United States.Citing the meeting earlier this month between US President Donald Trump and Chinese leader Xi Jinping, the Chinese Finance Ministry said in a statement that it will remove the additional 25% tariffs on car imports from the United States for three months starting January 1. That will bring China's tariffs on American-made cars to 15%, in line with those for cars made in other countries.China also said it would suspend its 5% tariff on 67 other auto parts.China imposed the additional tariffs on US cars in July and on some auto parts in September as part of its retaliation in the trade war between the two countries.At their meeting in Argentina, Trump and Xi agreed to a temporary truce while they try to negotiate a broad trade deal over the next 90 days.In its statement Friday, the Finance Ministry described the decision to remove the tariffs as a "concrete action" aimed at helping to bring about a "mutually beneficial new Sino-US trade order."Xi pledged in April that China would cut tariffs on imported cars this year. His government delivered on that promise in July, reducing import taxes from 25% to 15%.But just days later, China imposed new additional tariffs of 25% on American-made passenger vehicles as the trade war with the United States escalated.The tariffs hurt profits of major automakers that ship cars to China from the United States. Germany's BMW and Daimler, the owner of Mercedes-Benz, have been hit particularly hard. (KGTV) -- South Bay junior and senior high school families learned Monday they will need to stand fast at home a little longer after district officials said they will not reopen campuses for physical learning this year.The Sweetwater Union High School District announced that students will continue distance learning through December 2020 citing "significantly higher" COVID-19 cases within the district's communities.The announcement comes as local health officials wait to hear if the state will place San Diego County back into the purple tier -- the most restrictive level on California's coronavirus reopening road map. Such a move would likely shutter indoor operations for restaurants, movie theaters, houses of worship and gyms, limit retail businesses to just 25% capacity. Chula Vista reported 5,603 COVID-19 cases making up 12.7% of the county's total cases, according to the latest county health data. "It is with this information, and with our continued commitment to the safety of our students, families, and staff, that we announce the continuation of distance learning for the remainder of the semester through December 2020," the district said in an email to families."As was outlined in our reopening plan earlier in the summer, our next checkpoint will be by November 30, 2020, to determine how we will start the second semester in January 2021," officials said.SUHSD is the first school district to commit to closing its campuses through the remainder of the year.The district kicked off its school year online on Aug. 3, the first district in the county to start the fall semester.Under the distance learning model, students are attending three virtual classes per day with 30 to 45 minutes of virtual face time with each teacher. CHULA VISTA (CNS) - A transient pleaded guilty to an arson count Monday for setting a fire in Chula Vista, one of several blazes he was arrested on suspicion of sparking.Alejandro Gonzalez, 33, is slated to be sentenced Jan. 13 to a 32-month prison term.He was initially charged with four felony counts of arson of a structure or forest involving blazes on May 24, June 14, Sept. 17 and Sept. 20, but those counts were dismissed Monday morning as part of his plea to a newly filed arson of property count.The new count is not connected with a specific fire, but Deputy District Attorney Roza Egiazarian said all the blazes he was charged with setting will be considered at his sentencing hearing.RELATED: Man tied to series of fires in Chula Vista river bottom arrestedAccording to Chula Vista police, who said about a dozen blazes were sparked at various locations throughout the city since late April, Gonzalez was arrested near the scene of a Sept. 20 brush fire.Officers spotted him "walking quickly away" from the blaze in the 1700 block of Fourth Avenue, according to police, who said he had several lighters in his possession and during questioning, "admitted to intentionally setting several brush fires in the river-bottom area over the past five months. Gonzalez claimed he was setting the fires due to hearing voices."Chula Vista police said the fires were largely in the river bottom area that Gonzalez was "known to frequent" and mostly charred vegetation.
