Plano police remain on a mass shooting scene on Monday in Plano, Texas, where eight people -- including the suspect -- are dead.The shooting occurred at a home on West Spring Creek Parkway around 8:00 p.m. Sunday evening. That's where officers found seven dead bodies, and two others with gunshot wounds; those two were taken to the hospital.Plano officers confronted the suspect inside the home, where they shot and killed him. The officer who fired the shots has been placed on administrative leave. The Texas Rangers were also on scene investigating the shooting.The area around the shooting was closed Monday morning as police continue to investigate the scene. People living in the Florida Panhandle are scrambling to prepare their homes and businesses for Hurricane Michael.The Category 2 storm is currently in the Gulf of Mexico, and it’s expected to gain strength as it makes landfall Wednesday.Officials ordered an evacuation by noon Tuesday in Pensacola Beach, but for those residents staying, they are spending the day preparing.Randall King lived through Hurricane Opal, a Category 3 storm that hit the coast in 1995. He says his Pensacola home took in about 6 feet of water during that devastating storm. That’s why he doesn’t take warnings lightly.“If you're that close to the cone of uncertainty, always be certain to be prepared,” he says. However, everyone didn’t spend the day preparing for the storm. A group of people were seen on the beach.“It’s not too bad right now,” says Abisai Avelar, a Pensacola resident. “Just for the thrill of it, for the experience. Couple guys wanted to come out. Some of these guys don't live here, so this is a first for them to experience something like this.”Hurricane Michael is expected to carve a path from the Florida Panhandle through Georgia and then all the way up into the Carolinas. 1191

PHOENIX, Ariz. -- New witness video shows Phoenix police pinning down a 28-year-old man on a scorching summer street just minutes before he became unresponsive and died.Ramon Timothy Lopez was the father of two children, including a newborn baby. Lopez had been diagnosed with paranoid schizophrenia, according to his girlfriend. He worked as a truck driver, and he lived less than a mile from where he encountered police on August 4.The witness, who captured about 20 seconds of cell phone video, said she stopped with other traffic as an officer chased Lopez back-and-forth across 51st Avenue near Indian School Road at about 10:30 a.m. that day. The woman, who also lives in the Maryvale neighborhood, asked KNXV not to use her name. She felt the first officer was overly aggressive toward Lopez."[I] felt he was using a lot of force to slam his body into the ground," the woman said. "The gentleman seems like he was still struggling, but at that point, it seemed like he just didn’t want his face smashed on the asphalt. It was super hot.”Minutes earlier, police were dispatched to a report of a man looking into car windows in a nearby parking lot. Phoenix police say Lopez saw the officer approaching him when he ran into a liquor store, threw a drink at the officer, and ran away into the road."The officer was by himself and when he grabbed hold of Lopez, they both fell onto the hot asphalt and both could have been struck by vehicles on 51st Avenue," Sgt. Mercedes Fortune said in an email to KNXV.Once other officers arrived, "Ramon refused to cooperate and continued to kick and pull away from officers," Fortune added.The witness video, from the moving car, showed one officer holding Lopez's feet to the ground. A second officer appeared to kneel on Lopez's back and a third officer was crouching near his upper body. It's unclear whether he was also on top of Ramon."He did have his left knee in the midst of his back and shoulders," the witness said. "[The officer] had [Ramon's] arms pressed against the tops of his shoulders and his legs were actually on his hand, so at that point, [Ramon] was restrained, and [the officer] was still put in quite a bit of force."Lopez appeared to be holding his head off the pavement, but he was not moving otherwise. Police said they found no drugs or weapons on Lopez.Police say they put Lopez in the back of a police car before he became unresponsive. He was taken to the hospital and pronounced dead."Officers did not place their knee(s) on Ramon's neck and at no time was his airway obstructed," Fortune said. She added that Ramon was laying on the roadway for a minimal amount of time.Asphalt on a 100-degree morning in Phoenix can become hot enough to cause serious burns on human skin.Fortune also said it would be "highly irresponsible" to assume the cause of death. According to the Maricopa County Medical Examiner website, the autopsy results are still pending.The witness who spoke to KNXV said she also called the Phoenix Police Department to report concerns about what she saw. She said a sergeant returned her call."He let me know he reviewed the body cam and didn't see anything that I was reporting," she said. Pala Mesa, CA (KGTV) -- We are learning more about the bus company involved in Saturday's fatal crash along Interstate 15. An Executive Lines charter bus flipped over, killing three and sending nearly 20 people, including a 5-year-old boy, to the hospital. Federal records show Executive Lines has been cited for several maintenance issues in the last two years. 10News looked into Executive Lines, a company out of El Monte in Los Angeles County. They specialize in charters from Los Angeles to San Ysidro, with many of their passengers heading to Tijuana International Airport. Saturday's charter bus, carrying 21 passengers plus the driver, was headed toward San Ysidro before it crashed on I-15 near Pala Mesa. "The vehicle lost control, veered to the right, obviously traversed this shoulder, and eventually overturned," Officer Mark Latulippe of the Oceanside California Highway Patrol [CHP] said. Witnesses said several passengers were ejected from the bus. CHP confirmed that likely none of them were wearing their required seatbelts. Three of them were pronounced dead on the scene, and nearly 20 were transported to various hospitals. According to the Federal Motor Carrier Safety Administration [FMCSA], in the last two years, none of the Executive Lines buses were involved in crashes. But out of 19 vehicle inspections for their seven-vehicle fleet, 13 of the checks came back with a total of 26 vehicle maintenance violations. That puts them in the 48th percentile, meaning nearly half of all bus companies have better on-road performance than Executive Lines. 10News also looked into the inspection history of the exact Charter bus that crashed Saturday. We found that after a November 5, 2019 inspection, this very bus was cited with two Federal maintenance violations:93.78 393.78 No Windshield Wipers Inoperative/Defective 393.95B 393.95(b) No No Spare Fuses As RequiredIt is unclear if the company fixed the violations before Saturday's crash. PERRY HALL, Md. - Baltimore County Police say they have four teenage suspects in custody that are suspected to be involved in the death of an officer. At least one of the suspects is facing murder charges. On Monday around 2 p.m. ET, officer Amy Caprio was killed in the line of duty while investigating suspicious activity in Perry Hall. She was almost a four-year veteran of the force. Tuesday morning, police announced that a 16-year-old Dawnta Anthony Harris was arrested shortly after the death of that officer. Police were called to the scene after a woman said a black Jeep Wrangler was near her home, and three suspicious subjects were walking around. The woman stayed on the phone with a dispatcher and said that the three people had broken in and that an officer was on the ground after confronting the driver of the Jeep. Another witness says they saw the Wrangler drive over Caprio, and then drive away, according to the charging documents.Shortly after, another person called 911 saying that she found the Jeep Wrangler was abandoned nearby. A description of the driver was sent out over the police radio and officers were able to find the driver who was later identified as Harris. Charging documents continue to say that Harris admitted that he was waiting in the driver's seat of the Jeep Wrangler while his other associates were burglarizing the house. He then said he tried to drive away in the Wrangler when he saw Caprio arrive in the area. He tried to flee, but Caprio followed him to a cul-de-sac.Caprio demanded he exit the car. He opened the door slightly, shut it, and then drove toward her. He then admitted leaving the Wrangler where it was later found nearby, according to the documents. Harris has been charged with first-degree murder. A spokesperson with police did say the teenager will be charged as an adult.Baltimore County Police say Harris' associates are in custody and they are all teenage boys. Detectives have verified that the group were involved in burglaries in the area. Officers will be canvassing for property stolen during the burglaries on Tuesday.  2176
