SAN YSIDRO, Calif. (KGTV) - It’s been two days since 29 year old Frank Stricker drove his truck into a crowd of street vendors near the border in Mexico. Court records from Utah show Stricker should have never been behind the wheel in the first place because he has a suspended license. The court records show Stricker has been arrested six times since 2008 in Utah and has 47 criminal charges, all mostly drug related. RELATED: 'We were fleeing for our lives.' They expect him to be arraigned Thursday in Mexican court. In the crash Monday afternoon, Stricker hit 17 vehicles, 12 vendor carts and injured three people. (KGTV) - The library at Willow Elementary School is officially be renamed the "Ramon Parra Library" on Friday, in honor a man who dedicated his life to the children of San Ysidro."Anything that needed to be done, he did it," remembers Emilio Noriega, Jr., who played baseball with Parra's son. "He didn't look for any help, he did it himself."Parra is credited with founding the San Ysidro Little League. He also served on the local school board for 18 years. Friends say he served on countless other committees and community boards, all working to make San Ysidro a better place."He was the kind of person that did everything for everybody and didn't ask for nothing," says Jaime Mercado. "He was one of the most honest people you ever ran across."Parra passed 30 years ago. The effort to honor him began in 2017. Mercado and a few other people from the Friends of San Ysidro group started a petition to rename the whole school after Parra. When that failed, they set their sights on the library.A GoFundMe campaign raised ,100 to pay for new lettering. The San Ysidro School Board chipped in another ,000. In addition to the name on the outside of the library, a picture of Parra and an explanation of what he meant to the community will be on display inside."There are so many people in town who never heard of him," says Noriega. Paola Avila with the San Diego Regional Chamber of Commerce is part of a nearly 100 person joint-delegation from San Diego and Baja California, going to Mexico City this Sunday, to champion US-Mexico relations. "Closing the border is not an option. Neither a portion nor all of it," Avila said. San Ysidro Port of Entry is the busiest land border crossing in the Western Hemisphere. More than 70,000 vehicles and 25,000 pedestrians cross into the United States every day.President Trump recently tried to direct .5 Billion from the Pentagon to build his campaign promise wall. But that was blocked by Senate Democrats and 12 Republicans. Now Baja-Cali business leaders fear the President will force a port and border shutdown. "Closing the border will be a profit-making operation," the President said. Not so, said Jason Wells with the San Ysidro Chamber of Commerce. As the Executive Director, he advocates for 650 businesses that have a zipcode one and a half miles from the border. He will be joining Avila on Sunday, in the advocacy delegation. He knows first hand the severe consequences of a shutdown. "Our daily lives are affected by the border crossings and how long that takes. So we certainly wish that not to be something to be toyed with," Wells said. When migrants rushed the border last November, San Ysidro Port of Entry was shut down for just five hours. In that short time, the city lost .3 million in revenue. The death of the former San Francisco 49ers star on Wednesday night was confirmed by the Pro Football Hall of Fame.Ex-teammate Dwight Hicks says Dean was hospitalized last week with the coronavirus and was on a ventilator.
