As the debate over police defunding wages on in parts of the country, officials in Albuquerque, New Mexico have found a middle ground.Mayor Tim Keller recently introduced a plan to strip the police department of million each year to help create and fund a new department that would respond to certain 911 calls instead of police.He says the city is the first in the country to do this."It’s a public health approach to public safety,” said Keller.The new department would consist of service workers, public health personnel, and specialists who would respond to calls related to homelessness, mental illness, and drug overdoses."For modern history, every city has said we’ll either send police or fire,” said Keller. “It’s about restructuring, institutionally, how we respond.”"We’re not the experts. We go over there and a lot of times our officers don’t know what to do,” added Albuquerque Police Chief Michael Geier.Geirer says the introduction of the new department comes as a relief. His police department is already short-staffed with officers, so handing these calls off to specialized personnel would not only help his department but the public.“We’ll be able to handle the higher-priority calls, and then our response time, and our community engagement," he said. "There will be more trust in the community.”Greier says, to a degree, the Albuquerque Police Department has already started delegating certain calls to the fire department and it has spared officers from responding to nearly 15,000 calls in just the last few months--many of which could keep an officer on scene for hours.“We want to get past responding to the symptom of the root cause,” said Albuquerque Chief Administrative Officer Sarita Nair. “We want to get down to that root cause and start addressing issues there.”Mayor Keller says the move to create the new department was only made recently, so there will be substantial planning and public input before it actually goes into effect. 1979

The Santa Barbara County Sheriff’s Office says inside his van they found “a large amount of packaged cannabis infused candy, processed cannabis flower, concentrated cannabis and cannabis vape products, which he possessed for the purpose of sales.”The 28-year-old, who is on active parole, does not have a California Bureau of Cannabis Control retail or sales license, according to the sheriff’s office.Sandez was arrested on suspicion of possession of marijuana, which is a felony, and booked into the Santa Barbara County Jail where he is being held without bail for violating his parole, the sheriff’s office says.The sheriff’s office says cannabis-infused products “are intentionally packaged to resemble normal candy and can easily be mistaken” and they are encouraging parents to monitor their children’s candy, especially around Halloween.This story originally reported on KSBY.com. 1282

  

AURORA, Colo. – The Aurora City Council unanimously adopted a resolution Monday, calling for an independent investigation into Elijah McClain’s death.The resolution calls for a three-member independent investigation team that will have at least three consultants and will be led by Jonathan Smith of the Washington Lawyers Committee for Civil Rights and Urban Affairs in Washington, D.C.The team will include consultants who have expertise in independent investigations, law enforcement and public safety accountability, civil rights, use of force, police and EMT training and criminal justice.The city council’s Public Safety, Courts and Civil Service Committee had said just last week they were still working to find a medical expert who can speak to the use of ketamine on McClain and at least one other person.The team of investigators, once formed, will “commence its work immediately and shall complete its investigation as expeditiously as possible,” according to language included in the resolution.The team would then issue a written report to the city council, present its findings to the council in a public meeting, and make the report public. The report will include recommendations to the city on the McClain incident as well as future best practices the police, fire and EMT departments should implement.McClain, 23, was unarmed when he was encountered by Aurora police on Aug. 24, 2019. Police put McClain in a carotid hold, which limits blood flow to the brain, after stopping him while he was walking home. When he became unresponsive, paramedics gave him ketamine, police have said.The officers involved in McClain's death were not arrested or charged, despite continued calls for justice from McClain's family and supporters, along with calls for an independent investigation.Aurora city leaders in June said a Connecticut attorney was leading a third-party investigation into the McClain incident. But city councilmembers Alison Hiltz, Curtis Gardener, and Angela Lawson argued that the attorney, a former police officer who has worked closely with police departments, could not provide an independent review. The city cut ties with the attorney before moving forward with the current investigation.In June, as McClain's death garnered national interest, Gov. Jared Polis appointed Attorney General Phil Weiser to investigate the officers' actions. As the debate about mask mandates continues in some states, a new study reportedly shows social distancing is just as important to reduce the spread of COVID-19. The study looked at the effectiveness of face coverings when someone coughs repeatedly, coughing is one of the symptoms of COVID-19.The study was published in a June issue of “Physics of Fluid”, by AIP Publishing, and was conducted by Talib Dbouk and Dimitris Drikakis from the University of Nicosia in Cyprus.The researchers used computer modeling to show the range of saliva droplets when people cough. Previous work from this group showed saliva can travel about 18 feet when a person coughs and is not wearing a mask or covering their mouth.This new study built on that research to add in the variables of face coverings and repeated coughing. They used information available about filters used in surgical masks. 887
