(KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. SAN DIEGO (KGTV)- When the pandemic hit city leaders opened the San Diego Convention Center doors to house those living on the streets. But as that time will soon come to an end, the San Diego Rescue Mission is working to give those in need a safe place to stay.The transition during the pandemic was not easy.“For people experiencing homelessness, the rates of COVID have been very low, but it was absolutely a struggle,” says Paul Armstrong with the San Diego Rescue Mission.The City of San Diego recently announced its plan to close the convention center by December. The state has reserved funds to help the city buy at least one hotel to house the homeless. Unfortunately, the hotel’s 340 units won’t be enough space for everyone.“As they ramp down their operations there, we have to be mindful to make sure we’re giving as many opportunities to the people in the convention center,” says Armstrong.The San Diego Rescue Mission is stepping in to help. Team members visit the convention center a few times during the week to notify the people of their programs.Their emergency shelter is available for women and children.They also have a year-long “Mission Academy.” It’s a three-semester program. Semester one focuses on wellness. Semester two is center around education and training.“Semester three is really preparing them, letting them focus on housing and building up,” says Armstrong. “Working and building up that savings so that they can transfer into a successful, sustainable life.”The Rescue Mission says they have seen a large success rate from the students who have completed Mission Academy. 1617

(KGTV) - A fraternity at San Diego State has been placed under interim suspension after a freshman membered was injured.The mother of the student told 10News he suffered a concussion, as well as a fractured wrist, sprained ankle, and bruises on his back.It’s unclear exactly when or how the injuries occurred, but the student’s mom said he had been at an event at the Kappa Alpha fraternity house on Wednesday, October 17. SAN DIEGO, Calif (KGTV) - New recommendations aim to help the thousands of teenagers living with depression who are suffering in silence. The American Academy of Pediatrics released new guidelines for primary care doctors to screen young people. They say 2 out of 3 depressed teens are not being identified by their doctors and not getting the care they need. One survey doctors can give to patients is just two questions, another is nine. The purpose is not to establish a final diagnosis but rather screen for depression in a "first step" approach. San Diego Pediatrician Jaime Friedman believes it's a positive step to help young people and that it will be fairly easy to incorporate into visits. She will soon be using tablets on which parents and teens can answer questions related to their visit, they'll also be able to conduct the depression screening on them. Doctors are also being advised to talk to families about safety plans, removing lethal medications or guns from the home to prevent suicide. The AAP recommends young people get screened at least once a year starting at age 12.  1144
