In a six-month mission, these cosmonauts will carry out over 40 experiments.The Soyuz TMA modification is a replacement of the Soyuz TM as it was equipped with smaller and more efficient computers and improved displays. The Soyuz TMA-21 will also serve as the return vehicle of the ISS crew.
WASHINGTON, May 17 (Xinhua) -- The U.S. National Aeronautics and Space Administration (NASA) announced Tuesday that the international Aquarius/SAC-D observatory will be launched on June 9, to study interactions between ocean circulation, the water cycle and climate by measuring ocean surface salinity.Engineers at Vandenberg Air Force Base in California are performing final tests before mating the satellite to its Delta II rocket. The mission is a collaboration between NASA and Argentina' s space agency, with participation from Brazil, Canada, France and Italy.In addition to Aquarius, the primary instrument, the observatory carries seven other instruments that will collect environmental data for a wide range of applications, including studies of natural hazards, air quality, land processes and epidemiology.The mission will make NASA's first space observations of the concentration of dissolved salt at the ocean surface. Aquarius' observations will reveal how salinity variations influence ocean circulation, trace the path of freshwater around our planet, and help drive Earth's climate. The ocean surface constantly exchanges water and heat with Earth's atmosphere. Approximately 80 percent of the global water cycle that moves freshwater from the ocean to the atmosphere to the land and back to the ocean happens over the ocean.Salinity plays a key role in these exchanges. By tracking changes in ocean surface salinity, Aquarius will monitor variations in the water cycle caused by evaporation and precipitation over the ocean, river runoff, the freezing and melting of sea ice. Salinity also makes seawater denser, causing it to sink, where it becomes part of deep, interconnected ocean currents. This deep ocean "conveyor belt" moves water masses and heat from the tropics to the polar regions, helping to regulate Earth's climate."Salinity is the glue that bonds two major components of Earth' s complex climate system: ocean circulation and the global water cycle," said Aquarius Principal Investigator Gary Lagerloef of Earth & Space Research in Seattle in a statement. "Aquarius will map global variations in salinity in unprecedented detail, leading to new discoveries that will improve our ability to predict future climate."Aquarius will measure salinity by sensing microwave emissions from the water's surface with a radiometer instrument. These emissions can be used to indicate the saltiness of the surface water, after accounting for other environmental factors. Salinity levels in the open ocean vary by only about five parts per thousand, and small changes are important. Aquarius uses advanced technologies to detect changes in salinity as small as about two parts per 10,000, equivalent to a pinch (about one-eighth of a teaspoon) of salt in a gallon of water.Aquarius will map the entire open ocean every seven days for at least three years from 408 miles (657 kilometers) above Earth. Its measurements will produce monthly estimates of ocean surface salinity with a spatial resolution of 93 miles (150 kilometers). The data will reveal how salinity changes over time and from one part of the ocean to another.

GENEVA, March 28 (Xinhua) -- The world is ill-prepared to respond to a severe influenza pandemic or to any similarly global, sustained, and threatening public health emergency, an independent expert-committee entrusted by World Health Organization (WHO) said at its fourth meeting here on Monday.The Review Committee, tasked to look into the experience gained in the global response to the influenza A (H1N1) pandemic in 2009, issued its preliminary report at the meeting.In the report, the Committee said, "global preparedness can be advanced through research, strengthened health-care delivery systems, economic development in low and middle-income countries and improved health status."It recommended that international society establish an extensive global public health reserve corps consisted of experts and public health professionals, which could be deployed to support countries in need, in case of future pandemics.Another suggestion was to create a contingency fund for public health emergencies to be held in trust at an institution such as the World Bank, in order to provide financial support during a declared public health emergency of international concern.The report also urged WHO member states to reach an agreement on sharing of viruses and access to vaccines, and encouraged them to run independent or cooperative influenza research program.WHO Director-General Margaret Chan said at the opening of the meeting that the report had offered "critical guidance to all ministers of health who need to make far-reaching decisions."She said the recommendations in the report would help to " improve the capacity of WHO and the international community to respond to public health emergencies" and therefore should be taken with "added urgency."In January 2010, WHO's Executive Board established a Review Committee, at Chan's proposal, to review the experience gained in response to the H1N1 pandemic, as well as the International Health Regulations and WHO's functioning in tackling the disease.The Committee is expected to prepare its final report out of the current preliminary version, and submit it to the decision- making body of WHO in May.
BEIJING, May 5 (Xinhua) -- A Chinese official has vowed to take every possible measure to ensure food safety in the country, saying the government has decided to launch national overhauls this year on sectors including milk products, cooking oil, health foods, meat and alcohol.Zhang Yong, director of the executive office of the food safety commission under the State Council, or Cabinet, said in an interview with Xinhua that the food and drinks in these five sectors are consumed in enormous quantities each day and they will do great harm and have an extensive social impact if a problem arises.Through special campaigns to overhaul these five sectors and by solving the most prominent problems, the government aims to accumulate experiences and create administrative systems in a bid to prevent food safety incidents and raise the overall level of food safety, Zhang said.The central government initiated a prolonged and stringent fight against the illegal use of additives in food last month, detailing measures to intensify supervision, upgrade safety limits, and increase penalties for violators.Vice Premier Li Keqiang warned of the great harm from illegal additives in food at a high-profile national meeting last month, promising a "firm attitude, iron-hand measures and more efforts" in dealing with the problem.Zhang Yong admitted "China is in a period when food safety incidents are likely to arise" since the country's food industry is on a fast track for development and a large number of food producers and catering operators are running their businesses in a small-scale or scattered way."It makes it more difficult for the government departments to conduct supervision on food quality and safety," Zhang said."We will take every possible measure to consolidate the feeble foundation to ensure food safety and curb food safety incidents as soon as possible," he said.According to Zhang, the government will also make efforts to improve supervision and emergency handling capabilities, raise the credibility and personnel quality of the involved enterprises, and severely punish violators.The Chinese government made the moves after a series of food safety scandals emerged despite the authorities' efforts to revamp the country's food industry. BEIJING, Feb. 14 (Xinhua) -- China's meteorological authority announced on Monday that it has received 7.5 million yuan from the country's Ministry of Finance to strengthen its efforts in fighting persistent drought in some regions.The fund would be used to support efforts by meteorological departments in Shanxi, Hebei, Anhui, Shandong, and Henan provinces, all major crop-producing regions, to conduct activities for seeding clouds and making artificial rain, according to a statement posted on the National Meteorological Administration website.Government data shows that a prolonged drought since last October had affected 108.24 million mu (7.22 million hectares) of wheat crops in those provinces, as well as Jiangsu, Shaanxi and Gansu provinces, as of Sunday.The statement added that some of the affected regions experienced two rounds of snowfall last week, which were helpful in alleviating the drought. However, the major wheat-growing provinces of Shandong and Henan recorded no rainfall.The country's meteorological authority also predicted no significant rainfall or heavy snowfall for the dry regions over the next three days.
