(KGTV) - A driver under the influence of a drug struck and injured a Caltrans worker on Interstate 15 in Escondido Thursday, the California Highway Patrol said.A Nissan Sentra driven by a 26-year-old man was headed south on the freeway south of 9th Ave. about 10 a.m. and struck the Caltrans-owned Dodge Ram truck which was stopped in the center divider near the HOV lane. Officers said the Nissan’s driver allowed his car to drift into the center divider.The Caltrans worker had moderate injuries. The Nissan’s driver complained of pain but refused treatment at the scene. ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. ENCINITAS (KGTV) -- The Encinitas Environmental Commission is considering a proposal to ban natural gas hookups in all new construction projects as a way to combat climate change.The plan, which will be heard by the commission again next month, was authored by environmental commissioner Jim Wang. Wang spearheaded the city’s bans on plastic bags and polystyrene containers, commonly known as styrofoam.“The problem is that methane is a much more potent global warming gas than CO2, it’s approximately 85 times as potent,” he said. “Even a small amount of natural gas causes a big problem with global warming.”RELATED: Encinitas proposes ban on gas-powered leaf blowersWang’s proposal would impact both residential and commercial construction, but would not affect existing buildings. In July, Berkley passed a ban on natural gas infrastructure in new construction that will take effect next year.
