A shooter opened fire at a church in the Northern Caucasus region of southern Russia on Sunday, killing five people and wounding two others, authorities said, according to state media.The incident took place at a church in Kizlyar in the restive Russian republic of Dagestan.Police responded, traded fire with the shooter and killed him, the authorities said. A rent-control style bill that would cap annual rent increases is advancing in Sacramento.The bill, by Democrat Assemblyman David Chiu, would limit annual rent increases to 5 percent plus inflation. Currently, market landlords in San Diego County can raise the rent as much as they want at the end of a lease. Adam Moody, of Pacific Beach, just saw his rent go up by 0 a month, or 10 percent. "We're thinking about moving somewhere because if it's going to keep increasing, we'd rather maybe get a house or something," said Moody, who lives with his wife. The bill, AB 1482, made it out of the Assembly Appropriations Committee Wednesday. It will now advance to the full assembly floor before moving to the state senate side. With inflation, the cap in San Diego County would be 7.2 percent, which is nearly three times faster than wage growth. Molly Kirkland, public affairs director for the Southern California Rental Housing Association, said the organization opposes the bill. She said legislation like this turns off developers from building more much-needed housing, and can lead to the current supply going unrepaired. "The five percent plus CPI (inflation) may be enough if you don't have significant operational costs, if you don't need a new roof, but that's not a certainty," she said.Moody says he supports the cap. He says there must be a happy medium for landlords to be profitable, while allowing renters to keep affording where they live. Gov. Gavin Newsom has not indicated whether he would sign the bill. A viral social media video that showed a backlog of mail reportedly in a Miami-area post office has prompted a Florida state attorney to launch an audit of postal facilities ahead of next week’s election.The audit comes amid concerns of the post office’s handling of ballots this election season, with some ballots taking over a week to be delivered within the same county.“I have requested that all postal distribution centers be audited and any and all ballots that may remain in these centers be immediately transported to the Department of Elections,” said Katherine Fernandez Dundle, Miami state attorney for the 11th judicial circuit, serving Miami-Dade County. “I further understand that administrative action was taken by the Office of the Inspector General regarding the employee's negligence at the Princeton distribution center.”The video that went viral was posted by Florida’s House of Representatives Minority Leader Kionee McGhee, who is a Democrat. A suburban Chicago police officer responding Sunday to a shooting at a bar killed a security guard who was just "doing his job," an attorney for the victim's family said.An officer from Midlothian, a Chicago suburb, fatally shot Jemel Roberson, a 26-year-old security guard working at the bar, Cook County Sheriff's Office spokeswoman Sophia Ansari told CNN.Several law enforcement agencies responded to the shooting around 4 a.m. at Manny's Blue Room Lounge in Robbins, about 20 miles south of Chicago, Ansari said. Three people and an alleged shooter were injured, she added.Then, after Roberson had apprehended an alleged gunman, the Midlothian officer shot Roberson outside the bar, according to a federal lawsuit filed Monday that calls the fatal shooting "excessive and unreasonable" and claims it violated Roberson's civil rights.Witnesses said security had asked several drunk men to leave the bar, and at least one person returned to the bar and opened fire, CNN affiliate WGN reported. A Southwest Airlines plane flying from Fort Lauderdale to BWI was hit by a pickup truck after landing at the airport.  It happened early Monday morning.   Passengers said the white truck crashed into the side of the plane on the runway.  An ambulance was at the scene, but according to passengers, no one was injured.  Passengers were not allowed to leave while crews continued their investigation.  Southwest Airlines has not released any comment but the company did respond to a tweet from one of the passengers on the plane.  A passenger named Michael Simon posted this tweet: "So our southwest flight just got into an accident with a pickup truck. Guess that makes me an airplane crash survivor."  874
