As New Haven, Connecticut, Fire Chief John Alston Jr. spoke to reporters about a spate of drug overdoses on Wednesday, he heard shouting coming from behind him."We're getting another call of a person," Alston said.He quickly helped coordinate the response, and then returned to the microphone. That scene came on the same day that as many as 40 people in the area of New Haven Green were believed to have overdosed on some form of K2 that may have been laced with opioids, according to New Haven police spokesman Officer David Hartman.New Haven Green is a large park and recreation area in the city's downtown. The patients included people of various ages and demographics, Alston said."It's a nationwide problem. Let's address it that way," he said. "It's a nationwide problem that people are self-medicating for several different reasons, and every agency -- police, fire, medical hospitals -- all are strained at this time. This is a problem that's not going away."New Haven police said one person is in custody.Director of Emergency Operations for New Haven Rick Fontana said the patients had symptoms of increased heart rates, decreased respiratory rates and a lot of vomiting. Some people were unconscious, others were semi-conscious.No one has died, but two individuals are considered to be in serious, life-threatening condition. Some individuals who were released from the hospital needed to be treated a second time for an additional apparent overdose, Fontana said.K2 is a synthetic cannabinoid related to marijuana that is frequently laced with other drugs, said Dr. Sandy Bogucki of the Yale School of Public Health. In two cases, Narcan was not effective in the field, but a high dose of Narcan at the hospital was effective in combating the overdose effects. Because of that, authorities believe there was some form of opioid or synthetic fentanyl involved in the substance. The response from emergency responders has been "tremendous," Fontana said.He said authorities have been treating and sometimes transporting six or seven people at one time and the actions of first responders have been "lifesaving." 2131

ATLANTA (AP) — A federal judge is permanently blocking Georgia’s 2019 “heartbeat" abortion law, finding that it violates the U.S. Constitution.U.S. District Judge Steve Jones ruled against the state Monday in a lawsuit filed by abortion providers and an advocacy group.Jones had temporarily blocked the law in October, and it never went into effect. The new ruling permanently enjoins the state from ever enforcing House Bill 481.The measure sought to ban abortions once a “detectable human heartbeat” was present, with some limited exceptions.Cardiac activity can be detected by ultrasound as early as six weeks into a pregnancy.Jones found the law violated the 14th Amendment. 685

AUSTIN, Texas (AP) — A federal judge has ruled that Texas’ statewide mask mandate must extend to inside polling places. But election officials Wednesday did not appear to be rushing to enforce the order. It was handed down after more than 8 million people have already cast ballots. U.S. District Judge Jason Pulliam said not requiring face coverings in Texas polling places created a discriminatory burden on Black and Latino voters, who are at higher risk of death and severe illness from the coronavirus. Texas Governor Greg Abbott had included an exemption for polling places in his statewide mask mandate. The governor said he encourages people to wear a face mask but exempted polling places from the mandate because he didn't want voters turned away from the polls just because they didn't have a mask, according to the Texas Tribune. Texas Attorney General Ken Paxton immediately appealed Tuesday’s ruling. Texas is three weeks into early voting, but Pulliam said enforcing a mask order would not be disruptive.According to the U.S. Elections Project, which is tracking early voter data, there have been more than 8.1 million votes cast already in Texas as of Wednesday afternoon. That's roughly 90 percent of all votes cast in the 2016 election. 1263

ATLANTA (AP) — Authorities are offering a ,000 reward as they continue to search for the person who shot actor Thomas Jefferson Byrd in Atlanta. Byrd was known best for his roles in Spike Lee films. He was found dead around 1:45 a.m. Saturday on the city's southwest side and had been shot multiple times in the back. The reward was announced Tuesday. Police have not identified a suspect in the 70-year-old actor's shooting death or said why he was killed. Byrd acted in films including "Clockers," "Chi-Raq," "Bamboozled," "He Got Game" and "Da Sweet Blood of Jesus." 579

Attorney General Jeff Sessions pushed back against President Donald Trump's latest insult on Wednesday, prolonging an increasingly awkward public spat between the President and his top law enforcement official.Trump chastised Sessions over an investigation into alleged surveillance abuses, calling his approach "disgraceful.""Why is A.G. Jeff Sessions asking the Inspector General to investigate potentially massive FISA abuse. Will take forever, has no prosecutorial power and already late with reports on Comey etc," Trump wrote. "Isn't the I.G. an Obama guy? Why not use Justice Department lawyers? DISGRACEFUL!"Responding to Trump's tweet, the attorney general said in a statement that the Justice Department "initiated the appropriate process that will ensure complaints against this department will be fully and fairly acted upon if necessary.""As long as I am the attorney general, I will continue to discharge my duties with integrity and honor, and this department will continue to do its work in a fair and impartial manner according to the law and Constitution," Sessions said.Sessions had said Tuesday that the Justice Department is looking at whether the FBI has properly handled applications for surveillance orders under the Foreign Intelligence Surveillance Act.Sessions, appearing at a news conference announcing a new opioid task force, was asked about House Intelligence Chairman Devin Nunes' controversial memo outlining purported surveillance abuses and told reporters that "the inspector general will take that as one of the matters he'll deal with."The Justice Department's inspector general is Michael E. Horowitz, a longtime department official who has worked under Republican and Democrat administrations. He was confirmed for the inspector general job in 2012 under then-President Barack Obama. While Trump is correct that Horowitz does not have prosecutorial powers, he can -- and often does -- make criminal referrals to the Justice Department based on his investigations. An investigation into improper FISA use would fall squarely onto Horowitz, too, given his charge instructs him to "investigate alleged violations of criminal and civil laws by DOJ employee."Sessions chose to respond to the President because his latest jab was more "in the weeds" and about process, said a source familiar with Sessions' thinking.Previous times, Trump has insulted Sessions when calling for the investigation of Hillary Clinton, but this time he called for Sessions to go after Justice Department attorneys, which was a bridge too far, said the source."There is a process, we are following that process," the source added. As Sessions left the Billy Graham event in the Capitol on Wednesday, CNN asked for his response to Trump's tweet and criticism of him."I'm not commenting on that this morning. Thank you," he responded.Asked if he has discussed the criticism directly with the President, Sessions just said, "Thanks."Latest attack on Sessions 2972
