(KGTV) - Trains passing through southern Orange County were delayed Monday night causing headaches for thousands of travelers.According to Amtrak, a train became stalled on the track between Oceanside and San Clemente “due to mechanical issues.”The Metrolink Twitter account said train 609 that was disabled.The Pacific Surfliner Twitter account said train 583 was also having mechanical issues. The delays resulted in the cancellation of train 590.Metrolink wrote on Twitter that they canceled OC Line 603 to LA Union Station Tuesday morning because of the issues with train 609.Metrolink offered busses from Laguna Niguel down to Oceanside, but one traveler who was stranded at the San Juan Capistrano station told 10News that Amtrak did not offer any busses to complete the trip. OCEANSIDE, Calif. (KGTV) -- A family of out-of-state vacationers was displaced after a dryer in the home they were renting caught fire.Firefighters were called to the home, located on the 1000 block of South Pacific Street, shortly after midnight Sunday.After arriving, firefighters discovered that a clothes dryer near a downstairs bedroom of the home was on fire.Firefighters were able to quickly extinguish the flames, but not before a woman in her 60s suffered smoke inhalation.Crews say seven adults and none children staying in the two-unit home were displaced by the fire.Firefighters from Camp Pendleton, Vista and Carlsbad assisted. Nursing homes are facing a new mandate for COVID-19 testing.Officials at the Centers for Medicare and Medicaid Services (CMS) say if they're not doing it, they'll be fined 0 a day or over ,000 for each instance of noncompliance.The government says nursing homes need to do widespread testing of residents and staff if any resident shows symptoms or tests positive.Nursing homes will also be required to test staff more often, depending on the virus activity in the area.The Trump administration says it is giving facilities .5 billion to help with costs.Nursing homes continue to raise concerns about the cost of this testing and additional expenses like personal protective equipment and additional staffing due to the pandemic.The mandate also comes as their sources of revenue have changed along with the number of residents declining.With the added costs and revenue change, LeadingAge, the association of nonprofit providers of aging services, is hearing from some of its members that they may be forced to close. At least one nursing home in Rhode Island has had to do it already. Others are looking at the possibility of having to consolidate or alter the services provided.Nursing homes get paid through Medicaid, Medicare and private payments. According to a Kaiser Family Foundation analysis of Certification and Survey Provider Enhanced Reports data, nationwide 62 percent is paid through Medicaid, 26 percent is paid through private payments and 12 percent is paid through Medicare.Post-acute care through Medicare is a big revenue source for nursing homes. That means you're coming out of the hospital and need to rehab for a few weeks in a nursing home."With elective surgeries being closed down, there is no steady flow of residents who need that level of care. (KGTV) - A major turning point for the town of Oceanside was the creation of Camp Pendleton."It was just a village, Oceanside was just a village and all of a sudden you have all these workers coming into Oceanside for a place to sleep, a place to eat," said Faye Jonason, History and Museum Director at Camp Pendleton since 1996.According to the Oceanside Historical Society, the town's population more than doubled in five years. Restaurants, schools, and hotels were bursting at the seams. The Japanese attack on Pearl Harbor spurred the U.S. Navy to purchase the 132,000 acres of Rancho Santa Margarita y las Flores Mexican land grant. The base was only supposed to be temporary, but the process of turning the quiet Rancho into the world's largest Marine Corps Base had begun. "I think they found it was such good training area, they weren't about to let go," said Jonason. As part of the lawsuit, the daughters of Baskin’s former husband are seeking more information about what happened to their father, who disappeared mysteriously more than two decades ago. The amended complaint to an earlier lawsuit was filed Tuesday in state court in Tampa by Don Lewis’ three daughters as well as his former assistant, Anne McQueen. The lawsuit says Baskin defamed McQueen by posting a video diary entry on YouTube earlier this month in which she says McQueen played a role in Lewis’ disappearance.
