SAN DIEGO (KGTV) -The extended patio seating in the Gaslamp Quarter is here to stay for now, according to the Gaslamp Quarter Association.Thanks to a special events permit, as long as social distancing is required, restaurants will overflow into the streets with patio dining Thursday through Saturday each weekend through the end of the year.Manager at The Field Phil Nestor was thrilled to see how busy it was Saturday, saying the patios made a "100%, a million times over," difference to recuperating after being shut down during the pandemic.He said people feel more comfortable sitting outside, and diners said they enjoyed the atmosphere."I think it's actually a pretty good idea, it reminds me of my time in Europe so I think it's pretty cool," Luis Morales said.Fifth Avenue shut down between G and L Streets Thursday through Saturday to make way for the patios, and was slow to start."I think the first day everyone was finding their feet I guess, they were seeing how many tables they could put in their area," Nestor said.By Saturday nearly a dozen restaurants expanded into the streets.Morales said they enjoyed themselves, "we came out to get together with the boys and just finally get a sense of normalcy."Right now normalcy comes with hand sanitizing stations at each table and masks while you're waiting to be seated."I always take my precautions," one diner said. The man said he came down from Los Angeles to celebrate his birthday and felt safer in San Diego compared to up north where Orange County reduced their mask policy to "strongly recommended."Last weekend images of crowds not social distancing, or wearing masks in the Gaslamp Quarter garnered harsh words from County Supervisor Nathan Fletcher. He said earlier this week targeted enforcement would ensure this doesn't happen again.Nestor said the weight falls on restaurants to enforce the county's policies, "we're responsible for our patio and the surrounding areas and making sure people are in the line wearing masks and they're social distancing.""You can't just run into the street and tell someone to do something but you're doing your best and I think most people whether they're drunk or not, I think taking responsibility for themselves too which is a good thing to see," he said.He and other businesses are hopeful as long as the patio dining is successful and they keep everyone healthy this could become a more permanent fixture."I hope it becomes a permanent thing, a lot of the restaurants do," Nestor said, hopeful business will continue to climb, helping them recover from the pandemic. 2592

SAN DIEGO — A lawsuit was announced Monday over the death of Roxsana Hernandez, a transgender woman who died in Immigration and Customs Enforcement custody earlier this year as she sought asylum at the border.Hernandez arrived at the U.S.-Mexico border in San Ysidro in May from her native Honduras, but Transgender Law Center Director Lynly Egyes said Hernandez “came to the U.S. seeking protection and instead was met with torture.”"An independent autopsy report reveals that Roxsana was shackled for a long time and very tightly, enough to cause deep bruising on her wrists. She also had deep bruising Injuries consistent with physical abuse with a baton or asp while she was handcuffed, according to an examination of the tissue by an independent expert board-certified forensic pathologist," Egyes said.According to attorneys, Hernandez died from dehydration after being denied water and medical care.Hernandez, who was HIV positive, became very ill as she was transferred from California to Texas, back to California, and then to New Mexico, where she died.Hernandez’s family is hoping the wrongful death lawsuit will provide answers as to what happened. The suit was filed against the state of New Mexico.With many LGBTQ migrants arriving in Tijuana to seek asylum, many advocates hope the lawsuit announcement serves as a reminder that they will be watching as LGBTQ migrants present themselves at various ports of entry along the U.S.-Mexico border."Her death was entirely preventable," Egyes said. 1525

SAN DIEGO, Calif. (KGTV) - Assemblywoman Lorena Gonzalez announced she will introduce two new housing bills in the state assembly this week.One of them aims to prohibit developers from separating affordable housing units from market rate units in the same building.The bill came in response to a fight last summer between Canadian developer, Pinnacle and Civic San Diego, the city agency that was responsible for overseeing design approval.Pinnacle had submitted plans for a building on 11th Avenue between A & B Streets. The main tower was 32 stories tall and would be available at market rates. The tower was attached to an eight-story building that would house 58 affordable units, in order to satisfy the density bonus granted to Pinnacle for this and two other projects in the area.But Civic San Diego rejected the plan on the grounds that the affordable housing units had a separate entrance and restricted access to amenities in the 32-story tower, including the pool.“We can’t create a system that allows developers to separate out folks,” said Gonzalez at a press conference on Monday.A draft summary of the bill, AB 2344, stated it will “prohibit the owner or agent of an owner from isolation the affordable housing units within that structure to a specific floor or area within the structure.”After Civic San Diego rejected the proposal from Pinnacle, the developer came back with a new plan that eliminated the eight-story affordable housing section entirely. That plan was also rejected by Civic San Diego.10News reached out to Pinnacle for a comment, but a lawyer said they could not say anything because the project “remains a subject of potential litigation.” 1687

  

SAN DIEGO, Calif. (KGTV) -- When asked if his success is surreal, comedian Jo Koy said: "I earned it."Jo Koy, whose real name is Joseph Herbert, knew he wanted to be a comedian since the age of 11. He has been in the comedy scene since the late 1980s and said he "kept grinding." That hard work paid off as Koy is now getting ready to film his third Netflix special and performs to sold-out audiences across the country. Family has been a central theme in his routine, often talking about raising his teenage son and growing up with his Filipino mom. His son, now 16, is getting involved in helping dad refine his show. "He's an associate producer on [the Netflix special] 'Comin' in Hot.' He came up with my last joke... he's the one that told me to wear what I was wearing. That outfit, he picked it out," Koy said.Koy tells 10News his mom loves the attention, "My mom always wants more!" Koy said. When asked if there was enough diversity and inclusion in comedy, the half-Filipino artist he feels like the doors are now, "open and there's a lot more opportunity, but we still have a long way to go." He's not going to get much time to check out the sights in San Diego. He's focusing on work and putting on great shows at the Civic Theater this week. "I stay working, man! I'll stop working when I die! I'm always going to do stand-up," Koy said. "This is my passion. I'll be 80 and I'll be on stage... this is what I was born to do." SAN DIEGO, Calif. (KGTV) - A new rule from the California Air Resources Board could wind up costing San Diego MTS hundreds of millions of dollars.CARB announced a series of regulations last week, all aimed at making bus fleets more environmentally friendly.One rule says all buses need to be zero-emission by 2040.That could be costly.Right now, SDMTS uses Compressed Natural Gas in their buses, which they say burns much cleaner than diesel fuel.Those buses cost 7,000 each, and MTS buys about 50 new buses each year.New electric, zero-emission buses will cost about 2,000 each.Replacing the entire fleet with electric buses will cost 7.5 million more than CNG buses."The technology is relatively new, the costs are high right now," says MTS Spokesperson Rob Schupp. "I think CARB is looking into the future. As we encourage more and more manufacturers to build these buses, the costs will come down."San Diego MTS is already putting six electric buses in their fleet this summer as part of a pilot program.They'll use those to test how the electric buses operate across several terrains and distances in San Diego.They also received a grant to help buy 11 more for a South Bay Bus Rapid Transit line that will open in 3 years.Beyond that, MTS says they may use a combination of state funding, grants and possibly rate increases to pay for the new electric buses.Schupp says the state has plans to chip in about 0,000 per bus.The cost of new buses isn't the only concern about going electric.MTS says they need to look into how much electricity will cost compared to natural gas.They also may need to build and install charging stations around town, because the buses may not be able to go as far as they would using gas.Despite all that, Schupp says the MTS Board fully supports the change. 1812
