(KGTV) — Saturday, President Donald Trump signed a law approving the use of 9-8-8 as the universal telephone number to reach the National Suicide Prevention Hotline starting in 2022.The National Suicide Hotline Designation Act, which was passed by the U.S. House in September after being approved by the Senate and Federal Communications Commission, will allow individuals to dial the three digits 9-8-8 as opposed to the previous 10-digit hotline number, which is currently 1-800-273-8255 (TALK), CNN reported.The new number will take effect in July 2022.The bill allows states to collect fees aimed at ensuring local crisis centers can support increased volume and directs federal health agencies to submit a report to Congress on strategies to improve support services for LGBTQ youth, minorities, and individuals in rural counties, who are at a higher risk for suicide.In 2019, the FCC estimated that the costs of implementing a three-digit hotline for the first year would be about 0 million and 5 million in the second year, which includes costs for call-center capacity and public awareness campaign. The agency stressed, however, that the "benefits of this action are quite likely to outweigh the costs."The new number will not come with a texting option, but the FCC said in July it will look into the capability for that if it becomes available.Anyone who needs help now can call the National Suicide Prevention Lifeline at 1-800-273-TALK (8255) and text "HOME" to 741741 for the crisis line. A 21-year-old American student was stabbed to death in Rotterdam, Netherlands, allegedly by her roommate, police said Friday.According to a police statement, authorities received reports of a quarrel Wednesday at an apartment on Kralingse Kerklaan in Rotterdam. When they entered the apartment, the statement said, police found Sarah Papenheim with stab wounds and attempted to resuscitate her. Police said those attempts were unsuccessful, and she died of her injuries.An investigation led authorities to the suspect, Papenheim's 23-year-old roommate, who was arrested at the Eindhoven train station, the police statement said. The two had their own rooms in the apartment but shared a kitchen and bathroom, police said.The suspect was identified as Joel Schelling, a source close to the investigation said. Schelling, who is believed to be a Dutch national, appeared in court Friday, the source said.Papenheim had moved to the Netherlands to study at Erasmus University in Rotterdam."Sarah studied psychology and lived in the Netherlands since 2016. Our deepest condolences go out to all Sarah's family and friends at this poignant time. The university is shocked by this terrible incident and is taking care of upset students and employees," the university said.The Erasmus School of Social and Behavourial Sciences organized a gathering Friday for staff and students."We encourage our students and staff not to let each other (be) alone in this difficult time," the university said.Papenheim's brother died by suicide a few years ago, her former high school teacher Mitch Bahr told CNN affiliate KRCR, and Papenheim was struggling with the loss. She attended Foothill High School near Redding, California.She was supposed to come home to Minnesota, where her family lives, next week for the holidays, her friend George Moye told CNN affiliate WCCO."The thing that is going through my head is that she was coming home for Christmas, as we were all so excited to see her and to hear that she was coming back that way, and that was just tragic," Moye told the TV station.Papenheim's mother, Donee Odegard, told Minneapolis station KMSP, "I've been through this before. I've cried so much my ducts are dry. I am in the angry stage now."Regarding the roommate, Odegard told KMSP, "He'd have highs and lows, and she noticed that and I told her she needed to get out of there because something ain't right."Papenheim was an avid musician. She started going to open jam sessions around her hometown of Andover, Minnesota, when she was just 15, according to WCCO. There, she met drummer Jellybean Johnson, who became her mentor."I liked her because she hit the drums just as hard as the guys did," Johnson told WCCO. "So I nicknamed her 'Thumper.' "Bahr, Papenheim's former teacher, told KRCR, "It was a real drive for her to want to be a great female drummer. Not just be that girl drummer but be an excellent female drummer and she did that very well." 2957

A "miracle drug" aimed at helping offenders in Arizona jails and prisons beat an Opioid addiction is having limited success, roughly nine months after two separate programs launched.Both the Arizona Department of Corrections and Maricopa County Correctional?Health Services launched separate but similar Vivitrol programs in the summer of 2017.Vivitrol is an injectable form of Naltrexone and designed to block the brain's opioid receptors. Essentially, the monthly shot is designed to prevent an opioid user from getting high.However, experts warn counseling must come along with the medication. Eligible inmates receive a shot of Vivitrol before their release, with counseling and services set up to try and ensure success once back in the community. According to the Arizona Department of Corrections, 13 eligible inmates enrolled in the program since August, with just two making it to their third shot after leaving prison.In Maricopa County, nine eligible county inmates have opted for Vivitrol. Of those nine, county officials only know of three who continued seeking treatment after leaving jail. "I can say that I would have hoped for a better success rate," said Dr. Grant Phillips, the Medical Director for Maricopa County Correctional Health Services.  He also noted the number of people who become eligible for the treatment program is intentionally kept low, to ensure they are providing proper education and services, such as counseling, for when the inmate leaves jail. Essentially, it's a small sample size, but Vivitrol will continue as an option as a part of their larger substance abuse program. "The drug itself is effective when used in combination with counseling and strong social support," Phillips said. "Let's face it, someone leaving jail is lacking in a lot of those things."Phillips says while only nine patients have opted for Vivitrol, they have more than 100 methadone patients just in 2018. "There may be a lack of interest," Phillips said, noting inmates in the substance abuse program regularly discuss various treatment methods.  "Some will have had good experiences, some will not have good experiences, they'll talk about it and they'll kind of share these ideas."The goal is to help inmates better their lives while reducing the rate at which offenders wind up back behind bars. Vivitrol programs take many different shapes across the country. For example, in Madison County, Indiana, Vivitrol is sometimes tied to a condition of probation.The Chief Probation Officer there said roughly 55 percent of participants either successfully completed, or are still a part of, their Vivitrol program. They count that as a success. Perhaps it's too early to evaluate the programs here in Arizona. "The anecdotal success is a reason to be optimistic about it," Phillips said. "Offering choice of all the options that are out there and realizing that Vivitrol is going to work for some individuals, we want to make sure it is available to them." 3177
