SAN DIEGO (KGTV) -- Accusations of altering documents to receive federal money. That’s the claim in court records against Argosy University, which operates The Art Institute of California in San Diego. Court documents accuse the university of charges including changing submissions to the Department of Education to get student financial funds. Argosy University operates more than a dozen locations across the country, including the Art Institute of California in Mission Valley. The Department of Education sent millions of dollars to Argosy. RELATED: Students concerned for future of Art Institute of California - San DiegoWhat it didn’t know and what’s alleged in court documents is the university was using the money that was supposed to go to students to pay for things like operating expenses. The filing was made on behalf of a court-appointed receiver, the independent outside party to handle the university’s finances. 10News reported earlier that the Education Department stopped all financial aid to Argosy. In July of 2018, the Art Institute in Mission Valley stopped enrolling new students. Current students say they’re frustrated and nervous. 10News reached out to Argosy’s parent company for a response but hasn’t heard back. 1250

SAN DIEGO (KGTV) — An 18-year-old San Diego student who has already cemented her place in climbing has now grabbed a historic Olympic accolade.Sunday, Brooke Raboutou, of Boulder, Colo., qualified for the Tokyo 2020 Games to become the first-ever American to qualify for Olympic climbing, according to the U.S. Olympic Committee. The University of San Diego sophomore finished ninth in the combined qualification round at the IFSC Climbing World Championships in Hachioji, Japan, according to Team USA. She had the sixth-fastest time in the speed round and ranked seventh- and tenth in lead and bouldering, respectively.RELATED: Vista skatepark draws 2020 Olympic hopefulsThe Tokyo 2020 games will mark the first time climbing is included as an Olympic sport, following a 2016 vote to add the sport to the Olympic program.She was named to the first U.S. national climbing team earlier this year.In Tokyo, Raboutou will compete in the combined event, which includes competitions for speed, bouldering, and lead. Her final rank will be based on the results from all three events.U.S. athletes will have two more chances to qualify for the 2020 team. Next in the fall at the Olympic Qualifying Event and in 2020 during continental championships. The Tokyo games will take a maximum of two qualifying athletes from each country, featuring 20 athletes per gender.Raboutou has been competing from a young age, beginning her climbing career when she was 7 years old, according to Team USA. At 11, she became the youngest person in the world to complete a 5.14b-grade climb. She is also 2018's lead youth world champion, 2016 combined youth world champion, and 2017's combined youth Pan American champion. Raboutou skills come across as a genetic trait, as her parents were each multiple-time climbing world cup champions and her older brother is also an accomplished climber. According to Team USA, the Raboutou family was referred to as “the climbing equivalent of The Incredibles” by Climbing magazine. 2005

SAN DIEGO (KGTV) – A verdict has been reached in the trial of a former Yuma Police officer accused of raping his then-wife's cousin in 2017.Jurors found 34-year-old Jared Elkins guilty of four felony counts, including forcible rape and sexual penetration by force. Elkins was found not guilty, however, on four similar counts involving an intoxicated victim."I'm extremely pleased with this jury and their verdicts," said Deputy District Attorney Lisa Fox."The fact that he was a law enforcement officer and carried a weapon was significant for the victim in this case she believed that he would carry through with these threats and why she was so afraid of him," argued Fox.Elkins was taken into custody without bail following the reading of the verdict. The group had been out to dinner, then watched a movie while drinking beer and wine at the home. That night a 23-year-old woman, related by marriage, says Elkins forced her to have sex while other family members were asleep in the house. Elkins claimed during testimony this month that the sex was consensual and the rape charges were made out of guilt.Following the encounter, the woman says she ran to her mother's room and both escaped out of a window. SAN DIEGO (KGTV) -- Americans are being warned to not eat any romaine lettuce after concerns over a new E-Coli outbreak. At least 32 people in 11 states have gotten sick. One of San Diego’s largest produce suppliers is jumping into action. Speciality Produce supplies hundreds of restaurants and caterers around the county with fresh produce. Owner Bob Harrington says he had to notify each customer about the CDC warning. Harrington says employees went through a list, of about 9 pages, and called customers warning them to throw out all of their romaine. “I think there’s a really good system in place so whenever something like this does happen we can respond really quickly,” says Harrington. Employees spent almost 2 hours calling all of the customers. “I think most companies, like us, practice a couple times a year just to do a dry run to make sure we’re ready to do a recall at a moments notice and finish it within minutes.” Specialty produce has about five to seven different types of romaine in its warehouse. All of them were pulled from the main floor. Harrington says he will replace the romaine from all of his customers with a new green, free of charge. The CDC is not only urging everyone to throw away their romaine but to clean the areas where the green was stored.  1329

  

SAN DIEGO (KGTV) -- A San Diego restaurant group is turning to an old trend to try to make it through the latest shutdown order.The order, which went into effect Monday, relegated restaurants to takeout and delivery only, decimating their bottom line and forcing them to cut jobs and reduce hours."Right now the way it's been, it's not profitable," said Alex Navarrete, general manager of Karina's restaurant group. "We're giving everybody one shifts, two shifts, but what is that going to do?"Karina's restaurant group has nine establishments around the county. Prior to the pandemic, it had dozens of workers at each location. Now, it has four workers on the clock at anytime at each. "They all want to work, I just don't have hours now, since we're only doing takeout," Navarrete said. Navarette is now trying to go above and beyond for his company and his employees - even as his options are limited. Four of the group's restaurants -- two in the Otay Ranch mall, and others in Chula Vista and La Jolla -- will try to take advantage of their parking lots. They're essentially turning into car hops, where patrons get their food delivered to their cars and eat in the parking lot. "This would be a perfect time to get that cobwebs off the motor home and bring it out, bring the family out," he said. Curbside pickup for restaurant food is nothing new, but the Karina's group is eyeing making it more festive, with potentiality live music or a DJ outdoors at its two restaurants in the Otay Ranch Mall - Karina's Mexican Seafood and Savoie Italian Eatery. Navaraette said by staying and eating in the car, guests could order their food in courses, so the tacos and other entrees don't get soggy. And he said staff would be able to throw away their trash for them.He said if this works out well, he hopes to increase hours and shifts. 1844
