Developers say in an effort to be transparent they are holding a community meeting on Wednesday.Two developers experienced in affordable housing are leading the project. They call the 50-unit proposal “Permanent Supporting Housing” meaning services will be available on-site.If the complex houses the chronically homeless, neighbors worry about tenants with substance abuse disorders or serious mental illness.The community meeting will take place Wednesday from 4 to 7 p.m. at the SDG&E Energy Innovation Center on Clairemont Mesa Boulevard. 653

SAN DIEGO (KGTV) — A water hydrant break Friday flooded a stretch of Midway District road and swallowed a traffic signal.The break was reported on Midway Drive between Sports Arena Boulevard and Kemper Street, according to San Diego police. The stretch of road was closed fdue to flooding.There was no estimated time of restoration.The flooding in the area was so severe, a traffic signal sunk about halfway into the ground.San Diego Fire-Rescue crews were able to shut the water off shortly before 5:30 p.m. 516

SAN DIEGO (KGTV) - A stranger helped a woman through a flight from San Diego to Nashville in a random act of kindness caught on camera. Megan Schofield was on the Southwest plane and told 10News what she noticed. The flight had just started to take off when Schofield saw an elderly woman tightly clutching a young man’s arm. “Upon take-off, she mentioned she hadn't flown in 15 years and she was scared, and she said to the gentleman “Take my hand”, and he grabbed her hand,” Schofield said. Schofield discovered the woman was 96 years old and flying to celebrate her birthday with family across the country. “Seeing that, I told the gentleman I would want somebody to treat my grandmother the way you treated her.” Schofield posted the moment on Facebook, where it went viral. “Sometimes we're just so caught up in the hustle and bustle that we don't always see who needs help.” The man in the photo, identified only as Ben, emailed Schofield, saying he was happy such a simple moment could be so important to so many people. Schofield was inspired to pay it forward. “Yesterday on my flight home, a lady about the age of my mom… I could tell she was a little bit worried. She said “I don't fly, I drive” so I walked her to her gate and she gave me a big hug.” The elderly woman who received help from the young man is named Virginia, but we don’t know her exact identity. SAN DIEGO (KGTV) - An American hero has passed away at the age of 103. Chief Steward Andy Mills broke barriers in the military and is best known for his heroic actions during the Battle of Midway.His niece, Carolyn Coleman, says it's hard to pick just one word that describes her uncle."He was amazing, sweet, generous, kindhearted, amazing, loving, I could go on and on and on," said Coleman.Mills enlisted in the then-segregated U.S. Navy as a steward in 1934. At the time African American's were assigned the worst possible jobs and treated like second-class citizens.Despite that, Mills made his mark during the harrowing four-day battle when he was tasked with finding important documents on a sinking ship. Mills was the only one able to crack the safe.Mills would go on to become one of the Navy's first black chiefs."He was a hero," said Carolyn. "I'm going to miss him, I'm going to miss that man."Mills will receive military funeral honors next week. 968

SAN DIEGO (KGTV) — A San Diego woman has been reunited with her four-legged soulmate after he was stolen and sold on Craigslist.Kameroun Mares bought her dog Semper Fidelis after her battle with leukemia.“Yes, it’s the Marine Corps motto, but in Latin, it translates to 'Always Faithful,'" said Mares. “He is always faithful to me.”After a few years together the two moved to Florida for what Mares thought would be a fresh start.RELATED: Slow-moving search for owner of El Cajon tortoiseHowever, it turned out to be the start of a nightmare. While on a trip back to California for a medical appointment her roommate said Semper had run away.“I had so many nightmares of what, where is he? Why did I not get a phone call? He has a microchip, why did I not get a call?"Her desperate search turned no leads, and eventually, she moved back to California, continuing the search digitally.A year later, someone in a forum suggested checking Semper’s microchip on the American Animal Hospital Association microchip database.RELATED: Making It in San Diego: Affording the cost of pet ownershipIt showed the microchip as being registered to both Mares and a second owner.Mares' ex-roommate sold Semper on Craigslist for 0.The people who bought him were able to register the microchip with a different company, Pet Key.“What’s the point of having a microchip if another company can add its details without checking with you?"
