SCRIPPS RANCH (KGTV): The "shake table" at UC San Diego will soon be able to move just like a real earthquake, thanks to a grant from the National Science Foundation.Researchers at UC San Diego received .3 million for upgrades to the machine."This would become one of the very best centers for earthquake engineering worldwide," says Professor Joel Conte, who teaches in the school's Department of Structural Engineering.Researchers say, right now, the shake table only moves back and forth, rocking large structures placed on top of it. With the grant, they'll be able to change the hydraulics on the machine. Once completed, it will shake back and forth, left and right, up and down and will also pitch, roll and yaw."We'll be able to reproduce real earthquake ground motions much more realistically, much more accurately, and much more completely," says Conte.Building designers and researchers use the shake table to test how structures will react to an earthquake, what kind of damage they'd sustain and whether or not they'd be usable immediately afterward.The shake table can hold multi-story buildings, bridge columns, wind turbines and more. The first structure scheduled to be tested after the upgrade is a 10-story building made from cross-laminated timber.According to the school, the money from the grant will add "new hydraulic pumps, a cooling tower and very large accumulator banks for the facility’s hydraulic-powered system. It will cover the costs of reconfiguring the existing two horizontal actuators, adding another two horizontal actuators, and powering the six vertical actuators to generate table motion."Researchers say it will be the most modern, functional shake table in the world."As soon as it can move in several directions, we will be able to serve all these needs," says Conte. "In the past, the industry in California often had to go to Japan, to China, to Korea. That will not be the case anymore."Construction on the upgrades will start in February of 2020 and be complete by July of 2021. 2042

SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. In May, regents will take up the more contentious issue of whether to raise tuition for California residents by 2.7 percent, or 2.California residents currently pay ,630 in "system-wide tuition and fees" annually, as do out-of-state students who also pay a "supplemental tuition" of ,014.Thursday's vote increased the supplemental tuition for out-of-state students to ,992, bringing the new total for out-of-state students' tuition and fees to ,622. SAN FRANCISCO, Calif. – Airbnb announced Thursday that it’s banning all parties and events at the listings on its website to comply with limits on gatherings during the coronavirus pandemic.The San Francisco-based company says the party ban applies to all future bookings on Airbnb and it will remain in effect indefinitely until further notice.Additionally, Airbnb says the occupancy at its listings will be capped at 16 people. Though, the company says it’s considering a potential exception process for specialty and traditional hospitality venues, like boutique hotels.“We also understand that 16 is not a magic number, and issues can occur with groups of any size,” wrote the company. “To be clear, we are not sanctioning smaller gatherings with this policy and all community members are expected to comply with local health restrictions on gatherings. We are capping guests at 16 in these large properties as one step amongst several, all designed to mitigate any efforts to misuse an Airbnb for a party.”Airbnb says guests will be informed about its party rules and told that they may be “legally pursued” by the company if they violate the policy.Unauthorized parties have actually always been prohibited at Airbnb listings and the company says 73% of its listings already ban them in their house rules.Over the last year or two, Airbnb has begun imposing stricter limits, starting with a global ban on “party houses,” or listings that create persistent neighborhood nuisance. And when the COVID-19 pandemic hit, a new policy was introduced that required all users to adhere to local coronavirus mandates.“However, in many large jurisdictions, public health mandates on gatherings have changed – and in some places swung back and forth in response to the changing rates of COVID cases – as have regulations on bars, clubs and pubs,” wrote Airbnb. “Some have chosen to take bar and club behavior to homes, sometimes rented through our platform. It was in the summer, to like go big. And one of them said, 'Diagon Alley'," he said.Chambers was fully committed to making this the best Diagon Alley fans had ever seen, but he had to leave his job to accomplish this project.  He decided to create the real-life Diagon Alley in his driveway. Chambers has been a creative director for more than 20 years and focusing on the details was his forte.At this Diagon Alley, muggles are allowed in. They walk into a magical filled with an assortment of shops and items on Hogwarts'  supply list. There is Olivander’s Wand Shop, Eyelops' Owl Emporium, Madam Malkin’s Robes for all Occasions and Flourish and Blotts where students buy their school books.Once word got out about the Diagon Alley Project, fans from around the world flocked to see this wizarding world in Washington.“They walk in the door and some of them have burst into tears. It’s been incredible," Chambers said.From overzealous screams, hysterical cries and a few marriage proposals, the Diagon Alley Project became a bigger success than Chambers ever imagined.As thousands of muggles roamed through their fantastical getaway, Chambers and his family realized they had an opportunity to make an even bigger difference.
