SACRAMENTO, Calif. (AP) — The Trump administration cancelled nearly billion in federal money for California's high-speed rail project Thursday, further throwing into question the future of the ambitious plan to connect Los Angeles and San Francisco. The Federal Railroad Administration's announcement it would not give California the money came several months after sniping between President Donald Trump and Gov. Gavin Newsom over the project. The administration will still try to force California to return another .5 billion that has already been spent.Trump had seized on Newsom's remarks in February that the project as planned would cost too much and take too long. Newsom has shifted the project's immediate focus to a 171-mile line in the state's Central Valley, but he said he's still committed to building the full line.Still, federal officials said California has repeatedly failed to make "reasonable progress" and "abandoned its original vision."Newsom declared the action "illegal and a direct assault on California" and said the state would go to court to keep the money."This is California's money, appropriated by Congress, and we will vigorously defend it in court," he said in an emailed statement.Voters first approved about billion in bond funds for the project in 2008. It has faced repeated cost overruns and delays since. It's now projected to cost more than billion and be finished by 2033.The 9 million the state is losing is critical to the chronically under-funded project. 1524

RICHLAND, Texas (AP) — A U.S. Marine believed to have left Arizona for California's Camp Pendleton never arrived, but was found days later at a Texas rest area, unharmed.Lance Cpl. Job Wallace was taken into custody Saturday night by Naval Criminal Investigative Service and other law enforcement officers at a rest area in Navarro County, according to a NCIS statement cited by The San Diego Union-Tribune.The 20-year-old had last been seen leaving a friend's house in Surprise, Arizona, on Monday night, his mother, Stacy Wallace, said. He was due back at Camp Pendleton after a three-day leave that took him home to the suburbs west of Phoenix and a camping trip.About an hour south of Dallas, Navarro County is more than 1,100 miles (1,770 kilometers) east of Surprise and in the opposite direction from Camp Pendleton in Southern California.RELATED: Family searches for answers after Marine bound for Camp Pendleton disappearsThe statement from Kurt Thomas, the special agent in charge of the NCIS Marine Corps West field office, did not include details about how Wallace was found or what he was doing.Stacy Wallace had said her son loved the Marines and was excited to get back to Camp Pendleton, having been recently promoted."He got into several colleges and missed scholarship opportunities just so that he could be a Marine, because he felt it was his duty to serve his country," Wallace said.Wallace's mother had said law enforcement officials told her that her son's phone was last pinged Monday night in Arizona. But a Border Patrol camera spotted his truck the next morning traveling eastbound on Interstate 10 near Fort Hancock, Texas, southeast of El Paso.A Surprise police spokesman had said officers took a report and turned the matter over to the Naval Criminal Investigative Service. Thomas' Saturday night statement thanked law enforcement partners in Texas, Arizona and on the federal level "for their aid in bringing this to a safe resolution." 1976

RICHMOND, Va. — A Virginia judge has dissolved one injunction but imposed another preventing Virginia's governor from removing an enormous statue of Confederate Gen. Robert E. Lee. The new 90-day injunction bars the statue’s removal from Richmond's Monument Avenue while claims in a lawsuit filed by a group of property owners are litigated. Virginia Attorney General Mark Herring has moved to dismiss the case, but the judge says the property owners have standing and could succeed on at least one of their claims. Gov. Ralph Northam announced plans to remove the statue in early June, citing the pain felt across the country about the death of George Floyd. 667

ROCHESTER, N.Y. — New York Attorney General Letitia James is promising to expedite the release of body camera footage in cases of alleged police misconduct that her office investigates. James spoke Sunday in Rochester, which has been in turmoil since the footage of Daniel Prude’s fatal encounter with police was released more than five months after his death. James said her office “will be proactively releasing footage to the public on our own.” It's unclear how many cases will be affected by the policy, since the attorney general’s office does not review all footage of police interactions with the public. 620

SACRAMENTO, Calif. – Governor Jerry Brown says California has reached an agreement with the Trump administration on a National Guard border mission, according to the Associated Press. The agreement is to deploy 400 California National Guard troops to the border and elsewhere in the state. Wednesday, Brown announced that the troops will begin to deploy by the end of April. The federal government has agreed to fund the mission that will focus on drug and gun crime, not immigration, Brown’s office said.RELATED: President Trump, California Gov. Jerry Brown trade jabs on National Guard at border?Brown agreed to send troops on the mission last week but said troops wouldn’t be used to enforce immigration laws. The move sparked a back-and-forth between California and the federal government about how the state’s guard would fit into the overall mission. The president tweeted Tuesday: “Looks like Jerry Brown and California are not looking for safety and security along their very porous Border. He cannot come to terms for the National Guard to patrol and protect the Border. The high crime rate will only get higher. Much wanted Wall in San Diego already started!”RELATED: National Guard denies Associated Press reportDuring a press briefing Tuesday morning, Brown said, “I’m trying to deal with a human crisis. We have people being deported whose children don't even have any parents. businesses and communities being disrupted.” 1439
