BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

ZHOUQU, Gansu, Aug. 19 (Xinhua)-- More than 1,700 mudslide evacuees presently residing at schools in Zhouqu county of northwest China's Gansu Province are to be relocated as students will start the new semester soon, local authorities said Thursday.More than 400 households, altogether over 1,700 people, will be moved to Shachuan Village, in western of the mudslides-leveled county, said Yang Jianguo, head of the Civil Affairs Bureau of Gannan Tibetan Autonomous Prefecture which administers Zhouqu.The people are now living in dormitories and classrooms of three local schools, namely No.1 High School, No.1 Junior High and No. 3 Junior High. With students coming back from their summer vacation, the schools could no longer be used as settlement areas.More than one thousand tents will be erected at the new settlement zone covering an area of 67 mu (4.5 hectares), with three tents for each family, said Yang."They probably will have to spend the winter there so winter tents will be used," said Yang.The devastating mudslides which hit on Aug. 8 have claimed 1,364 lives with 401 people still missing as of 4 p.m. Thursday.Work crews will level the ground, ensure water and electricity supply and build lavatories from Aug. 21 to 23. BEIJING, Aug. 13 (Xinhua) -- The State Administration of Civil Service Thursday announced a plan to select personnel for central government organizations from the grass-roots level.In all, 30 civil servants will be selected and assigned to 11 ministry-level organizations such as the ministries of foreign affairs, education, agriculture and culture.Civil servants working in government organizations in the province, city, county and village levels can apply for these posts.However, those at the provincial level will have to have two-years of grassroots work experience while village-level civil servants must have at least three-years of work experience.The written test and interview for the selection will be held in September.According to a statement released by the administration, the plan aims to create a system of cultivating civil servants from the frontline and grass-root levels for optimizing the structure of civil servants in central government departments.
