SAN DIEGO (KGTV) -- Tuesday evening, San Diego’s City Council approved a strategy that will make it easier to create housing in commercial areas.The changes allow more businesses to add living spaces and authorize more locations where live/work quarters are permitted.The move created an amendment to the rules currently in place on living and working quarters as part of an earlier update to San Diego’s land development code.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. SAN DIEGO (KGTV)- Across California, many businesses continue to struggle in San Diego County, and some business owners say they can’t afford to pay their rent anymore without their usual income during this pandemic.Landlords are also feeling the effects of the small business struggle.“Many tenants are paying their rents, there aren’t many tenants paying their rents from profits,” said Sandy Sigal, CEO of NewMark Merrill Companies. “We’re not going to make any money or have any profits this year at all, we know that, but we do need enough money to pay our mortgages and lenders.NewMark Merrill Companies own about 80 shopping centers in three states, including California. We’re doing what we can.”But Sigal said landlords could only do so much, and it’s up to the government to step in and help save these businesses.“If there was a fire or earthquake or flood, they would have insurance for all this,” he said. “We need to extend what was PPP or The RESTART Act. I’m in favor of some stimulus to the unemployed.”Without additional assistance now, it’s a struggle he expects to continue until significant changes are made, and businesses can fully bounce back.“If the government helps my tenants, I’d be helped enough,” he said. “This is no one’s fault, but the pandemic and we all got to get through this together.” 2393

SAN DIEGO (KGTV) — Two people escaped uninjured after a sailboat crashed into an Ocean Beach jetty, before the vessel itself was crushed by high surf.The 25-foot long boat collided into the North Channel jetty in Ocean Beach with the two individuals on board, according to San Diego Fire-Rescue Department spokeswoman Monica Mu?oz. San Diego Lifeguards used a personal water craft to reach the vessel and safely pull the two individuals after they were forced to jump from the boat. The boat was attempting to leave the jetty area when a large wave forced them to pull a U-turn. SAN DIEGO FORECAST: Wednesday's rains to strengthen heading into ThursdayWind caught the sails and instead sent the vessel back into the jetty, according to witnesses at the scene.Those two people were uninjured in the wreck though the sailboat was crushed by high surf and sunk within the channel's entrance, according to Mu?oz.The boat's owner is now responsible for making arrangements to tow the boat from the channel.RELATED: Where to get free sandbags to protect your home from floodingA storm system forecasted for San Diego County has brought high sets to local beaches Wednesday. SAN DIEGO (KGTV) - Two local hikers are back in San Diego and after making a bizarre discovery on a remote trail in the Sierra Nevada mountain range.On a beautiful day two weeks ago, Tyler Hofer and Brandon Follin were in their second day of a hike up Mt. Williamson, the state's second's highest peak."Very remote, very rugged," said Hofer.The 14,000-foot summit was just three hours away when they got a bit off track in a boulder-filled area near a lake."It's called the Williamson Bowl. It's a bowl at the foot of Mt. Williamson," said Hofer.Inside the rocky bowl, the two were stepping across boulders when something caught Hofer's eye."I look down and see what appears to be a different color rock. Instead of gray, it's white," said Hofer.Wedged under a small boulder was a human skull."We just start removing rocks about one to two feet in diameter," said Hofer.Under those rocks was a skeleton, mostly intact."The arms were crossed on its chest ... as if you were lying in a casket or coffin ... almost as if someone laid it there peacefully," said Hofer. Also buried in the rocks: the remnants of a leather belt and rubber shoes. "In shock and in awe of what we found and the context in which we found it," said Hofer.The two reached the summit to get cell service and reported their findings to Inyo County deputies. Investigators say there are no signs of foul play and no matches to any missing persons reports. Based on the state of decomposition, the coroner believes the skeleton is several decades old."I'm just honored to be part of uncovering this mystery, because that's what it is," said Hofer.Hofer, a local youth pastor, is hopeful the discovery will lead to answers."That gives me a lot of joy knowing someone is going to get closure. That is someone's loved one," said Hofer.Investigators say they're following up on tips that have poured in. They also plan to conduct DNA tests, before matching results against genealogy databases.
