SAN DIEGO (KGTV) — The heads of several of California's major theme parks voiced their disapproval on Wednesday with California's recently release theme park guidance. Members of the California Attractions and Parks Association called the reopening guidance unfair and unreasonable, adding that it will only keep parks closed for the foreseeable future.Leaders said legal action against California isn't off the table and they want state officials to reconsider the lasting negative effects of keeping parks closed.RELATED: California health officials release guidance for reopening theme parks, pro sporting eventsKaren Irwin, president of Universal Studios Hollywood; Kurt Stocks, president of LEGOLAND California; Raffi Kaprelyan, regional vice president of Knott's Berry Farm operator Cedar Fair; Ken Potrock, president of Disneyland; and Don McCoy, president of Six Flags Magic Mountain, were all in attendance for the virtual press conference."Theme parks create a 100% controlled environment, with temperature checks for all guests, mask enforcement, increased sanitization protocols, social distancing, measures that far exceed most daily life experiences in any other leisure activities," said Stocks.Tuesday, the state released the metrics that would allow theme parks to reopen in some capacity since being shuttered by the coronavirus pandemic.The state’s guidance for theme parks allows smaller theme parks to resume operations in the state's third reopening tier (moderate/orange) with a limited capacity of 25% or 500 visitors, whichever is fewer; only outdoor attractions; and ticket sales limited to visitors in the same county.All theme parks may resume operations in the state's fifth tier (yellow/minimal) with a limited capacity of 25%. Any open theme parks must implement a reservations system, screen guests for COVID-19 symptoms, and require face coverings throughout the park unless eating or drinking.In a statement Wednesday, Dr. Mark Ghaly, California Health and Human Services Secretary, said the rules are intentionally slow and stringent to stop the coronavirus spread."Theme parks are a high-risk setting where large scale, random mixing occurs. Theme parks draw regional, national and international attendees that may spend days mixing with others outside their own household," said Ghaly. "The state's public health guidelines have always been driven by data and science. This will continue. As the data evolves and science evolves we will update the guidelines and Blueprint accordingly as we did yesterday to allow all personal care services to operate statewide with modifications." 2627

SAN DIEGO (KGTV) - The government is sweetening the deal for investors who put their money into San Diego's most under-served neighborhoods, but the offer could be having a negative effect on the people who live in them.A new study from Zillow says prices in so-called opportunity zones grew 20 percent in a year after they received the government designation. That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment. "It's starting at ,200 or ,300 (a month) for a one-bedroom."The steep price increases have led to concerns that the opportunity zones could ultimately price people out of their own neighborhoods. SAN DIEGO (KGTV) -- Surveillance video shows a couple at a Kearny Mesa home, targeting an American flag.John Dodds bought his flag two years ago and displayed it with a light outside his home on Atlas Street."My father was a Navy veteran, my brother was very patriotic and instilled it within me," Dodds said. "I want everyone to know how much I appreciate this country and what the veterans of this country do for us."A flag typically flies in front of Dodd's home 365 days a year. On Thursday morning, Dodds walked outside and saw the empty flag holder, before reviewing his surveillance video.Around 8:30 p.m. Wednesday night, two people with backpacks - bandanas on their faces -  walked by. One of them walked up to his porch and yanked out the flag before she took off. Dodds posted the video on the Nextdoor app in hopes of tracking down those thieves - and his flag.        "Maybe it was a big joke to them, but I don't think they know how seriously most of us take the flag of the United States of America," he said. Dodds plans on getting another flag but is still holding out hope for it to be returned. SAN DIEGO (KGTV) - The FBI’s Violent Task Crimes Force asked for the public’s help Monday to find a man known as the “Burgundy Bandit” and wanted for nine robberies in San Diego, La Mesa, and El Cajon.In each robbery, the man entered the business and approached an employee, flashing a gun hidden in his waistband, the FBI said in a news release.The man demanded money and walked away. SAN DIEGO (KGTV) - The coronavirus pandemic, combined with a recently enacted state law, has created a new problem along San Diego's streets and boardwalks.Business owners say they're being overrun by vendors who set up makeshift stores and crowd sidewalks and walkways, while also luring customers out of long-established businesses."It's pretty much a free-for-all," says David McDaniel, the owner of Paradise Cove near Crystal Pier. "Anybody can sell anything, anywhere."He's partially correct. A new state law, Senate Bill 946, went into effect in 2018. Passed by the legislature and signed by Gov. Jerry Brown, it decriminalizes street vending, telling cities that they can create their own guidelines and can only enforce them with tickets for vendors who violate the rules, instead of criminal charges.Several cities in San Diego County, including Carlsbad and Vista, were quick to establish their regulations. San Diego still hasn't.As more vendors set up shop, the Pacific Beach Town Council is asking city leaders to move the process along."We're calling on city leaders to end the swap meet on our boardwalks now," says Brian White, the President of the Pacific Beach Town Council. "We have lots of pedestrian traffic, bicycles, skateboards. There really is no room for this type of vending activity."Earlier this month, the Town Council sent a letter to Mayor Kevin Faulconer and the City Council asking for specific rules.The San Diego City Council started to establish new rules for vendors in 2019. Faulconer sent a draft ordinance to the Economic Development Committee.It would have prohibited vendors on the boardwalk and other high traffic areas. It also would require business permits, set hours for vending, establish distances from public facilities, require vendors to follow health and safety rules, and several other rules.That ordinance passed the committee unanimously on July 25, 2019.The city then held three public forums about it in October. But it never went to the full council for approval."It is an issue that's becoming a real problem. We definitely need to get some regulations going with this," says City Councilmember Jennifer Campbell, who represents Pacific Beach and Mission Beach."It's really up to the mayor's office to bring us these recommendations to City Council," says Campbell.ABC 10News reached out to Faulconer to see why there has been a delay in moving the draft ordinance forward.
