LOS ANGELES (CNS) - A San Diego man is facing a felony charge for allegedly trying to kidnap a 6-year-old girl from her blind father after encountering them on a Metro train as they were making their way home to the Westlake area of Los Angeles, police reported Wednesday.Elijah John Lopez, 24, is charged with one count of attempted kidnapping in connection with the alleged abduction Aug. 18 near Sixth and Coronado streets.He was arrested Sept. 2 in San Diego County and subsequently returned to Los Angeles. At that point, several people on the train stepped in to assist the father and daughter, police said."This overt action caused the commuting public that was on the train to step forward and tell Mr. Lopez to leave the family alone," LAPD Capt. Alfonso Lopez told reporters at a news conference at the LAPD's Rampart Station. "One would think that would stop his action, but it did not."When the father and child got off the train at the 7th Street Metro station downtown, Lopez followed, and bystanders again intervened, Lopez said."His overbearingness while walking to the bus line was so obvious and disturbing to additional Angelenos, that they in turn stepped forward and told Lopez to leave the family alone," he said.No one contacted police, however, and Lopez followed the victims as they boarded a bus and continued to speak to them, prompting yet another group of fellow commuters to come to their aid, the captain said.When they got off the bus and began walking home, Lopez followed, he said. At the intersection of Sixth and Coronado streets, Lopez allegedly tried to grab the girl's hand and pull her away, but the father held on to his daughter and screamed for help.A woman and a homeless man intervened, and Lopez fled before police could arrive."When he tried to grab her, that's when I turned around and started yelling at him, stay the bad-word away from us, that's when the neighbors stepped in and he started walking away," Palma said at the news conference at the Rampart Station, his daughter at his side."In my mind, I wanted to turn around and fight with him," Palma said. "But I thought, if I let my daughter go ... and he snatches her and he can run with her, how am I going to run after them? It's unsafe out there -- there's a lot of crazy people. Just hold on to your kids, don't let them wander off, because anything could happen."Investigators used surveillance video from public transportation to identify Lopez as the suspect. LONG ISLAND, N.Y. — A helicopter crashed offshore near Jones Inlet Wednesday afternoon, according to the U.S. Coast Guard.Officials said the pilot, a 64-year-old man, appeared to be attempting a controlled descent at Meadow Island at around 4:15 p.m. Wednesday. The chopper landed in an area with about three feet of water.Rescue crews from the Coast Guard and several other local agencies responded. The pilot was rescued from the aircraft and taken to a local hospital with minor injuries, including a facial laceration and back and rib pain. He was the only one on board.There was also some damage to the helicopter.Chief Petty Officer David Turner of the U.S. Coast Guard said he did not know the cause of the crash, nor did he know details of the flight plan.There was very thick fog in the area Wednesday, and while Turner did not know if it was a contributing factor to the landing, he said it's difficult to operate in those conditions.Visibility was only a half-mile in the area at the time of the incident with misty conditions in the area."I kept on hearing this helicopter, circling and circling, and after a couple of circles, it didn't sound right to me," said Damian Walsh the man who helped rescue the pilot and took video of the immediate aftermath.Walsh was out on his boat when he says a thick fog quickly rolled in around 4:30 p.m. Wednesday afternoon."It turned pretty quickly probably had about 20 yards of visibility," he said.He and another boater rushed to the scene after hearing a loud splash.One coast guard officer told Walsh that the pilot fell 1,000 feet in three seconds.The helicopter fell into shallow water."He was lucky; if he fell 50 yards over, he wouldn't have survived," Walsh said. "I got him on the boat; I called his wife, let her know he was alight."Walsh said he and a couple of other Good Samaritans got him over to rescuers."They wouldn't have found him in that fog. LOS ANGELES (CNS) - The Los Angeles City Council voted Tuesday to ban the use of exotic animals for entertainment purposes, effectively putting an end to traditional circuses and similar ventures within the city."The issue of wild, exotic animals being abused came to my doorstep four years ago, when a baby giraffe and elephant were being marched up the Hollywood Hills for a house party," said Councilman David Ryu. "It is time that the city of Los Angeles makes absolutely clear that this abuse of animals is shameful, and we will not stand for it."The ban, which was passed on a 14-0 vote, also prohibits people from riding wild and exotic animals or using them in other entertainment purposes, whether a fee is charged or not.The ban does not apply to typically domesticated animals such as horses.Wildlife conservationists who obtain applicable permits and the Los Angeles Zoo, which exhibit animals for educational purposes but do not require them to perform tricks, are exempt from the ban.It's the strongest city ordinance in the nation that protects wild and exotic animals, according to Ryu.According to the councilman, exotic animals such as elephants, giraffes and lions have been brought to lavish house parties in the Hollywood Hills for years.Rachel Matthews, deputy director of captive animal law enforcement for the People for the Ethical Treatment of Animals, said the organization strongly supported the ban."Using petrified penguins, bewildered big cats and other wild animals as party props sentences sensitive animals to miserable, deprived lives in chains, cages and trailers, and can endanger partygoers when the animals get spooked," she said. "PETA supported this progressive ban every step of the way, and we look forward to seeing the lights go out on the days of dragging bears, giraffes, elephants and lions to house parties." 1865
