HONG KONG, April 16 (Xinhua) -- A volunteer from Hong Kong who lost his life on Wednesday when rescuing others in the earthquake- hit Qinghai province of China, has been recommended for a gold medal for bravery at home, local authority said on Friday.Wong Fu-wing, a 46-year-old volunteer, escaped from the earthquake on Wednesday morning but returned to rescue the trapped orphans and teachers in the orphanage where he worked in Yushu county of Qinghai province. He was critically injured by falling debris in a powerful aftershock.Tsang Tak-sing, Secretary for Home Affairs Bureau of Hong Kong Special Administrative Region (HKSAR) government, said on Friday that Wong has been recommended for the Medal for Bravery of Hong Kong.The Medal for Bravery (Gold), created in 1997, is the first rank in the Order of the Medal for Bravery, awarded for acts of gallantry of the greatest possible heroism or of the most conspicuous courage in circumstances of extreme danger.Chief Secretary Hengry Tang Ying-yen said Thursday that Wong's selfless sacrifice deserved the highest respect and expressed condolences to his family.Wong's family members departed from Hong Kong to the disaster zone of Qinghai province on Thursday to collect his remains. An officer from Hong Kong's Beijing Office was heading to Qinghai on Friday to meet Wong's family and assist local authorities. The Immigration Department of Hong Kong has offered help to the deceased's family members in Hong Kong.The death toll climbed to 1,144 and another 417 people remained missing as of 5 p.m. Friday, after a devastating earthquake shook a Tibetan area in northwest China's Qinghai Province.The 7.1-magnitude earthquake, which shook the Yushu County in the Tibetan Autonomous Prefecture of Yushu at 7:49 a.m. Wednesday, has left 11,744 people injured, including 1,192 serious cases.

WASHINGTON, April 22 (Xinhua) -- The U.S. Commerce Department said on Thursday that it has set preliminary antidumping duties ( AD) on imports of certain seamless pipe from China, a move that might escalate trade disputes between the two countries.The department said it "preliminarily determined that Chinese producers/exporters have sold seamless pipe in the United States at 32.39 to 98.37 percent less than fair value."As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.The products covered by this investigation are suitable for the conveyance of water, steam, petrochemicals, oil products, natural gas, and other liquids and gasses in industrial piping systems.Imports of certain seamless pipe from China were valued at an estimated 182.3 million U.S. dollars in 2009, according to the U.S. Commerce Department.Commerce said that it is currently scheduled to make its final determination in September 2010.If Commerce makes an affirmative final determination, and the U. S. International Trade Commission makes an affirmative final determination that imports of certain seamless pipe salts from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.The new case followed the Commerce Department's initiation of antidumping (AD) and countervailing (CVD) duty investigation on Chinese aluminum extrusions on Wednesday.The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.The onset of the global recession appears to have set off an increase in trade disputes around the world.Globally, new requests for protection from imports in the first half of 2009 are up 18.5 percent over the first half of 2008, according to the World Bank-sponsored Global Anti-dumping Database organized by Chad P. BEIJING, April 27 (Xinhua) -- The Chinese government announced Tuesday the lifting of the 20-year-old ban on entry for foreigners with HIV/AIDS, sexually transmitted diseases and leprosy.According to a statement released Tuesday by the State Council, after gaining more knowledge about the diseases, the government has realized that such ban has a very limited effect in preventing and controlling diseases in the country. It has, instead, caused inconvenience for the country when hosting various international activities.The revision comes days ahead of the opening of the Shanghai World Expo. The government temporarily lifted the ban for various large-scale events, including the 1990 Beijing Asian Games, the Fourth World Conference on Women in 1995 and the 2008 Beijing Olympics.Mao Qun'an, spokesman for the Ministry of Health, said the groundwork for the lifting of the ban began years ago. The ministry had been advocating lifting the restriction since the Beijing Olympic Games. It took a few more years only because of the necessary procedures.The two decisions altered regulations for the Border Quarantine Law and the Law on Control of the Entry and Exit of Aliens, which set down the ban in the 1980s.The previous ban was made in accordance with the "limited knowledge about HIV/AIDS and other diseases," the statement said.Zhang Beichuan, a medical professor with Qingdao University and a front-runner in advocating the rights of people living with HIV (PLWHIV), said it's the move is huge progress."Previously, China viewed HIV/AIDS as an imported disease related to a corrupted lifestyle. But now the government handles it with a public health perspective," he said.He Tiantian, a woman in her 30s living with HIV and an AIDS activist, said, "This revision shows us a silver lining, because we have been advocating for the rights of PLWHIV for years, and now we know we didn't do it in vain.""However, it still takes time to end discrimination, but the change in the government's stance will help change the public's attitude towards this group of people," she added.According to the health ministry, the estimated number of people living with HIV in China had reached 740,000 by October 2009, with deaths caused by AIDS totalling 49,845 since the first case was reported in 1985.The statement said the lifting of the ban won't bring an outbreak of disease in the country as scientific research has proved daily contact doesn't cause infection.HIV/AIDS is usually transmitted through blood, sex and from mother to infant. Leprosy is usually transmitted through skin injuries.Meanwhile, the government also narrowed the restrictive scope for mentally ill and tuberculosis patients to only "severe mental patients" and those with infectious tuberculosis.According to the statement, not all tuberculosis diseases are infectious and mental patients won't harm the country's social order and personal safety.Statistics show that currently 110 countries and regions around the world have no ban on entry for HIV/AIDS carriers. The United States and Republic of Korea both lifted the ban in January.
