SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. SAN DIEGO (KGTV)---San Diego Fire Department recruiter Captain Jason Shanley reminds people all the time, "If you don’t see it it’s hard for you to know that you can be it."As the department's only full-time recruiter he spends his days making connections, trying to show not only kids but adults that being a firefighter is possible, no matter who they are or where they come from."The narrative is that tall white guys with mustaches are the ones that become firefighters and that’s just not true," saidShanley.Take Captain Shanley for instance. His path to the fire department was paved by members of an organization called Brothers United, a group of African American firefighters in San Diego."I started taking some classes, met some other firefighters, got a mentor and then here I am 20 years later," Shanely said.His passion for what he does and desire to share it made him a perfect fit when the department created the full time recruiting position four years ago."As a department, we really wanted to focus more specifically on and make an actual effort to recruit more diversity into our fire department," he explained.Captain Shanley says some of the biggest obstacles are simply educating people on what it takes to become a firefighter. And once they do know, then trying to help them get the training they need.EMT schools are spread out all over San Diego County; hard to get to for those in the middle of the city without transportation."So we're working to try to bring some of those classes and resources to be more centrally located so we can solve that equity issue and that’s part of what we’re doing in the department as we speak," said Shanley.While there is still work to do, Captain Shanley says it's important the department has someone like him dedicated to hiring staff representative of the community it serves."I want other people to know this is something you can do, it’s more than just a job, it’s a career." 1950

SAN DIEGO (KGTV)- As we get into the heart of fire season, there are big concerns for neighbors who live along a former golf course. The old Carmel Mountain Ranch Country Club is full of dried brush. Neighbors say they are worried the owner is letting the property become a fire hazard. Chain linked fences block off the entrances to the now-shuttered golf course. "It's looking pretty rough," says neighbor Jeffery Acogido. He's been living in his Carmel Mountain Ranch home for almost 30 years. "The course was actually here before the residences."The brush from the site comes right up to neighbors backyards. As we continue to see, warmer weather neighbors say the unwanted vegetation is becoming a fire hazard. "The community is really concerned that it's just going to be a matter of time that something unfortunate might happen."There have been talks of developing the land. 10News made calls to speak with the owner about the neighbor's concerns but haven't heard back. A Development company tells 10News it is working on a plan for new homes on the property. 1076

(KGTV) - An East County woman was devastated to find out the money she spent to buy a new cat likely went to con artists.“I just felt like I lost my sense of love for humanity,” Suzi Moon told Team 10. Moon’s Maine Coon cat, Teka, recently passed away. She was 15-years-old and a longtime member of her family.“He was the best cat ever,” Moon said. When he died, she was heartbroken.“I was in an emotional mode,” Moon said. “I wanted to get another one because I just was so used to that cat.”Moon searched online and found a website that advertised pure Maine Coone cats. She emailed the website and got a response. “They emailed me back and this cat that I saw on the website was a gray cat. Beautiful,” she said.She also spoke to someone on the phone, who sounded legitimate. The man asked her questions, such as whether or not she was having the cat indoors and if she was declawing the cat. Moon eventually scraped up 0 and sent the money through Zelle, something she now regrets.The day the supposed seller was supposed to ship the cat to her, he asked for more money for a special crate. “We need to have you cash app, send ,000 more,” Moon said. After back and forth with the seller and refusing to pay more, Moon said they eventually blocked her number. The 0 she paid was gone. The website, puremainecoons.com, is no longer active. Team 10 found the website on petscams.com, a site that bills itself as a pet watchdog website. The Better Business Bureau said pets are the top scam when it comes to online purchases. The average loss is 0. Moon wanted to share her mistake with others in hopes nobody else falls victim to this scam.“I just felt violated. There [are] people out there taking advantage like that. It’s disgusting,” Moon said.Team 10 called the person Moon said she spoke with about the cat. That man hung up before answering any questions. The BBB suggests do not buy a pet without seeing it in person. The organization also recommends conducting an internet search of the photo. If you see the same picture on different websites, it could be fraud. 2112

SAN DIEGO (KGTV)-- Parents, trying to balance working at home, and becoming their children's teachers, are turning to outside help. Many are desperately looking for qualified tutors as families safely go back to school. But we found that the demand for tutors is not matching up with what is currently available.As the start of the distance-learning school year approaches, parents are beginning to feel the pressure."Desperate," parent, Cortney Lemos-Crawford laughed. "Desperate because of my own sanity!"Lemos-Crawford says she and her husband are fortunate to still have their jobs during the pandemic. But it is demanding. Distance learning for their 8-year-old daughter in March was not easy."It's very difficult, as you can imagine, to work full-time and have your child present, let alone present and needing your interaction," she said.She says it was hard for her daughter to concentrate at home, in a relaxing environment, with toys all around. She also does not want her daughter's formative years to suffer because of her own work schedule. So for weeks, she has been searching for a personal tutor.Jamie Evans and her partner Hannah Obradovich are former teachers who now run Ignite Learning Center in La Jolla. They provide K through 12 and Special education support around the county."We have been inundated with parents wanting us to form 'Pandemic pods,' garage groups, working outside, working with small groups with different age children to hire us to be their teachers," Evans said.But Evans says the supply of accredited teachers and tutors are not even close to the recent demand from desperate parents."We are in a rush to hire more teachers," Evans said. "I already talked to three people this morning, and I'm going to an interview right now."Lemos-Crawford says her tutor search so far has come up empty."I've had a couple of leads, but those people have been snatched up," she said.But she is not giving up.
