BEIJING, Oct. 20 (Xinhua) -- Participants at a human rights forum in Beijing have paid tribute to China's treatment of human rights issues."We have a different culture. The Chinese have a different culture. We would appreciate the situation where human rights are dealt with within their own cultural contexts," Elisabeth Perioli Bjornstol, a Norwegian participant on a panel discussion at the forum, said Wednesday. The panel discussion was a part of the two-day Beijing Forum on Human Rights that started Tuesday. The forum attracted about 80 officials, scholars and experts from more than 25 countries, regions and international organizations.China's human rights situation was one of the focal points at the forum."It is highly important to reflect and discuss the key issues of human rights worldwide. People now can come and see how China develops. Ignorance and lack of information were the root causes for many conflicts," Elisabeth Perioli Bjornstol added.Jiang Guoqing, a professor from China Foreign Affairs University, said on the same panel discussion that since reform and opening up was initiated in 1978, China has made great progress in both human rights and modernization. He Ying, vice president of Heilongjiang University, said, "The West often criticizes China for not progressing fast. It also criticizes China for its recognition of individuals' rights. But I think the West needs to recognize China as a developing country that is moving in the right direction in many fields."

BEIJING, Oct. 16 (Xinhua) -- China will launch a new round of reform to realize a good governance as the ruling Communist Party of China (CPC) is planning the country's roadmap in the coming five years, scholars and political observers have said. The 17th CPC Central Committee opened its fifth plenary session in Beijing Friday to discuss the 12th five-year program (2011-2015), which will unveil a new round of comprehensive reform, including both economic and political reforms, said Yu Keping, a prominent theorist, in an interview with Xinhua."Only with constant reforms and innovations can China build a good government for good governance," said Yu, who now serves as deputy director of the CPC Central Compilation and Translation Bureau.Yu is well versed in the research of political system. His famous works including the article Democracy Is A Good Thing, which has been widely circulated and sparked heated discussions home and abroad.By exercising democracy in elections, decision-making, management and supervision and guaranteeing the people's rights to be informed, to participate, to be heard and to oversee, the ruling party and the government are emancipating themselves and stepping up governance reform for good governance, Yu said.Observers believe the 12th five-year program will go beyond plans of economic and social development to involve administrative, political, social and cultural restructuring.Wang Yukai, a professor at the Beijing-based Chinese Academy of Governance, said the country's next five-year program will become a major step on the road to build an effective and accountable government."Good governance is a guarantee for CPC to remain in power," Wang said.Hu Angang, director of the Center for China Studies, a top think tank for policy-making under the Chinese Academy of Sciences and Tsinghua University, said the Scientific Outlook on Development would be carried out in an all-round way in the next five years. The Scientific Outlook on Development was proposed by the CPC in 2003, against the backdrop of rapid economic growth and a series of problems including excessive consumption of resources, damages to the environment and a widening gap between the rich and poor. It was inscribed in the CPC Constitution in 2007 at the 17th CPC national congress.

BRUSSELS, Oct. 7 (Xinhua) -- Visiting Chinese Premier Wen Jiabao has elaborated China's positions and perspectives on various issues, including the Chinese yuan appreciation and the investment environment, at the sixth China-Europe Business Summit and other occasions. At the business summit held Wednesday, Wen said China's trade surplus was explained by the specific structures of the economies involved in international trade instead of the exchange rate of the yuan."The trade issue should not be politicized. It is an issue of the (trade) structure," the premier said.He said China was never in pursuit of trade surplus, but in pursuit of balanced and sustainable trade. Chinese Premier Wen Jiabao addresses the 6th China-European Union Business Summit in Brussels, capital of Belgium, Oct. 6, 2010.The world will by no means benefit from an appreciation of the yuan by 20 percent to 40 percent -- as the U.S. has demanded -- because it will damage the Chinese economy, and the Chinese economy contributed about 50 percent of the global economic growth last year, according to him.Wen urged the European entrepreneurs not to pressure China on the yuan's appreciation, saying China "will stick fast to the exchange rate reform. We will gradually allow more flexibility in the yuan exchane exchange rate."He assured European investors of a good investment environment in China, saying China would stick to its reform and opening up policiesHe said foreign businesses operating in China will enjoy the same national treatment as Chinese enterprises do on issues related to intellectual property, independent innovation, and government procurement. Also on Wednesday, Premier Wen attended the 13th China-EU Summit, co-chaired by him, European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso.
