SAN DIEGO (CNS) - Leaders of the Los Angeles County Federation of Labor plan to announce Monday whether they will endorse a potential strike by grocery workers at Ralphs, Vons, Albertsons and Pavilions in San Diego County and the rest of Southern California.Raising the threat of the first Southland grocery strike in nearly 16 years, grocery workers last week overwhelmingly authorized their union to call for a work stoppage if a contract agreement cannot be reached.``Southern California grocery workers voted in large numbers, and overwhelmingly rejected the unfair terms that have been proposed by Ralphs, Albertsons and Vons,'' said John Grant, president of United Food and Commercial Workers Local 770.The voting was conducted Monday and Tuesday, Grant said. Albertsons/Vons/Pavilions issued a statement saying, ``The outcome of the strike authorization vote does not change anything related to this process. We remain committed to negotiating a contract that is fair to all parties, including our employees, and will continue to work to achieve that.'' Ralphs issued a similar statement and said, for now, ``it is business as usual in Ralphs stores.''The strike authorization vote means union negotiators have the power to call for a strike, if deemed necessary, but it does not automatically mean a walkout will occur.The next bargaining sessions involving the union and the companies are scheduled for July 10, 11, and 12, Grant said.The contract between the union and the companies expired in March. Jerry Brown today appointed a former Del Mar councilman to the 22nd District Agricultural Association Board of Directors and reappointed two other San Diego County residents to the panel.Brown named Del Mar resident Donald Mosier, 74, to a four-year term on the board that governs the Del Mar Fairgrounds on behalf of the state via a nine-member board of directors. The governor appoints each member of the board to serve a four-year term.The District Agricultural Association is a subdivision of the California Department of Food and Agriculture, charged with holding fairs and exhibitions that highlight "various industries, enterprises, resources, and products of the state," according to the CDFA.The governor reappointed attorney Frederick Schenk, 65, and Lisa Barkett, 59, who have served since 2011.Mosier is the Climate Action Plan facilitator for the city of Del Mar and is a member of multiple governing boards, including the Del Mar Community Connections Board, the American Association for the Advancement of Science and the Climate Action Campaign Board of Directors. SAN DIEGO (CNS) - Authorities put out a call Monday for any additional alleged victims of a 35-year-old man accused of running a loan sharking scheme primarily targeting Latinos in San Diego County.FBI agents and Escondido police detectives arrested Hamze Mohamad Karnib, who goes by Alex Karnib, Thursday at his San Marcos home on suspicion of extortion and making criminal threats, FBI spokeswoman Davene Butler said.Karnib allegedly targeted Latinos and demanded repayment well above the amounts borrowed by his victims, Butler said. He then allegedly intimidated and threatened borrowers who couldn't meet his demands.He was being held in lieu of ,000 pending arraignment, scheduled for 1:30 p.m. Jan. 8, according to jail records."Threatening and criminal behavior that targets the Latino or any other members of our community will not be tolerated," San Diego County District Attorney Summer Stephan said in a statement. SAN DIEGO (CNS) - After being reassured that motorists' privacy would not be compromised, the county Board of Supervisors Wednesday unanimously approved a plan to electronically collect license plate data as part of a vehicle- emissions study aimed at improving air quality.Under the plan, the county Air Pollution Control District will use automated license reader software to analyze vehicles at 12 intersections in disadvantaged communities, including Barrio Logan, Logan Heights, Sherman Heights and western National City.A state grant will pay for the ,500 automated license plate reader system, which will collect license plate numbers and vehicles' weight, make and model.Jon Adams, assistant director of APCD, said the data will be collected in a secure method and kept at the district office, and would not be shared with anyone else. He said information, including license plate numbers, will be deleted after three days.Other agencies, including the California Air Resources Board and Port of San Diego, already use the same software, Adams said.APCD officials met over the last two months with various community groups and the Portside Community Steering Committee, which includes representatives of private and public organizations.The district's Community Air Protection Program was developed in response to Assembly Bill 617, which is aimed at reducing exposure to air pollutants in disadvantaged communities.At its Sept. 11 meeting, the Board of Supervisors expressed concerns over potential privacy violations and asked district officials to present alternatives.Two residents urged the board to support data collection, saying the end goal of cleaner air is a worthy cause.Sandy Naranjo, a Portside Steering Committee member, said "information and transparency are crucial for our communities, because we are tired of getting sick."Joy Williams, an Environmental Health Coalition member, said her group has been working in Barrio Logan and surrounding communities for decades and heard numerous complaints about pollution sources, including mobile ones.Supervisor Greg Cox said any time the county can get so many groups to agree, it's a good sign and "makes it a pretty easy decision on our part."Supervisor Kristin Gaspar said she appreciated the reassurances relating to privacy."I believe that we have the best intentions with this program," Gaspar said.Supervisor Nathan Fletcher said no group of children should be "eight times more likely to develop asthma because of where they live or the color of their skin.""We have to take swift, bold action and spend money in a way that represents the greatest investment," Fletcher said, adding he hopes this program gets underway quickly. 2716
